(KGTV) - A wall at the intersection of Ocean View and 30th in the Logan Heights neighborhood of San Diego has been turned from a place with frequent unwanted graffiti, to a work of art that embraces the community.David Mena said he and about seven artists have been painting the wall for about a month and it’s finally completed. It’s a celebration of the different types of people who live in the area, plus a look at the different cultures and ethnicities. From a depiction of the “tortilla lady” to the mascots from local schools, the art captures the spirit of a wide variety of types of people and brings a message of unity.“This is our peaceful protest and letting the community and everyone in San Diego county know that in these destructive times, we can build and we can move forward as a unit,” said Meno.He said he recruited youth in the area to help with the art as a way to inspire them and show them a positive influence.Mena said close to ,000 was donated by the community to help pay for supplies and food during the project. They put a coat over the paint that will help prevent graffiti. He said they’re not asking for money, but if anyone donated, he would give the money to the young artists. 1240

San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. Ann Menasche, a senior attorney with Disability Rights California, called the proposed rules draconian and said the fault is with the city. SAN DIEGO (KGTV) Thousands of homes braced for rotating outages Monday, but the outages were ultimately averted.The California Independent System Operator, which manages high voltage power transmission, had warned San Diego Gas and Electric and other utilities that it was very likely they would be ordered to implement rotating outages Monday.However, the outages were never ordered partly because local residents and businesses heeded the call to cut back on energy usage.SDG&E, which takes its cues from CAISO for rotating outages, says the rolling blackouts are still possible throughout the state if CAISO isn’t able to maintain a balance between energy demand and supply during the heatwave.A Flex Alert is currently in place through Wednesday. Whether for convenience or for price, third-party repair shops are the choice for many customers. Unfortunately, some Apple users with the latest phones say they're not able to go to third-party shops. Four years ago, Christopher McQueen said he found the perfect niche business. “People are always breaking their phones, late at night,” McQueen said.He is the owner of Mobile Cell Doctors. Any brand, any phone, any version. He will come to you and fix your phone.“To be able to fix your phone in 10 minutes, versus a 3-hour fiasco at Apple, it was a need that was definitely there,” McQueen said. He said he can fix any hardware problems, except on the most recent iPhone models - iPhone 8, 8 Plus and X.Just recently, iPhone 8 user Lucas Peckham went to McQueen to get his broken screen replaced. His choices were 0 with McQueen or 9 at the Apple Store. He chose the cheaper, more convenient option.Peckham said everything was flawless until one morning, he woke up to a phone with a frozen screen. He could not swipe, touch, type, or do anything with his device. Peckham said it happened after his phone automatically updated overnight, installing the Apple 11.3 Software.McQueen said he was suddenly inundated with calls from all of his previous iPhone 8 customers. “It’s been a nightmare,” McQueen said. He said he had fixed about 100 iPhone 8’s in the last six months. He suggested to his customers, to do what they hoped to avoid by going to him in the first place - go to the Apple Store. But Peckham said, when he showed Apple the problem, he was told, because he previously used a third-party repairman, they could not repair it. Instead, he had to replace it with a brand new screen for 0 - or buy a whole new phone. “I totally felt screwed,” Peckham said. With no other option, Peckham said he gave in, spending six hours at the Apple Store, and paying up the 0. “It was basically a way for Apple to create kind of a monopoly on the iPhone screen,” Peckham said. Last month, California became the 18th state to introduce a “Right to Repair” Bill, which would require electronics manufacturers to make repair information and parts available to owners and third-party repair shops.McQueen hopes this legislation passes, so mom-and-pop business owners like him also get to have a piece of the pie. “I would love to fix those,” McQueen said. “But until they release the software to run the phones that would allow third-parties to work on those devices, we can’t fix them.”10News spoke to Apple, who said they do work with Authorized third-party dealers that are not Apple Stores.
