(KGTV) -- A suspect is in custody for the fatal shooting of a man in the Dehesa area late Thursday evening, according to the San Diego County Sheriff's Department.Detectives identified the suspect as 49-year-old Daniel Christopher Allen who was arrested and booked into San Diego Central Jail for one count of murder Friday evening.Sheriff’s officials said the incident happened in the 6000 block of Stallion Oaks Road at around 11 p.m.ABC 10News learned deputies were dispatched to the area after a woman reported her boyfriend had been shot.Responding emergency crews attempted life-saving measures, but the man -- who was not identified -- died at the scene.Details on what led to the shooting remain under investigation. 747

DENVER — Christmas gifts may not arrive in time as U.S. Postal Service offices struggle to keep up with delivery demands.James Boxrud, a USPS spokesperson based in Colorado, said they're experiencing historical mail volume.“This week is our busiest week, of our busiest month, of our busiest year ever,” Boxrud said. “We are seeing so many packages.”Millions of Americans turned to online shopping during the pandemic for everyday necessities and again for holiday shopping.“It’s like the perfect storm,” Boxrud said.USPS is overwhelmed as people experience long delays and deliveries past the promised window on priority shipping.Stephanie Turner, a teacher and business owner, said with family gatherings canceled, her package list got a little longer this year.“We would normally ship three or four boxes of gifts, and this year we are shipping five because of people we are not seeing,” Turner said. “If everybody is shipping a little bit more, it’s going to be overwhelming.”She mailed her gifts right after Thanksgiving and said they all arrived, but it’s her business she’s worried about. Turner sells custom jackets and tops on her website and Poshmark.“Right now, I have items that I mailed on Dec. 1 that still haven’t arrived, so that’s three weeks,” Turner said. “I feel really bad for my customers, but there is not much I can do.”The shipping delays tie up money — she doesn’t get paid until the package arrives.The Washington Post reported nearly 19,000 of the agency’s 644,000 workers are under quarantine after testing positive for COVID-19. They also found that mail performance plummeted and only 75% of first-class mail, like letters and bills, arrived during the promised window on the week of Dec. 5. Mail service scored 95% last year during the same time period.“We are flexing our resources,” Boxrud said.“We are borrowing people from areas of Colorado, bringing them to an area that needs some help just to try to keep up with that flow.”On Monday, USPS delivered 971,000 packages in Colorado and Wyoming, according to Boxrud.Private express carriers also stopped serving some businesses, which pushed more shipments through USPS adding to an already strained agency, the Washington Post reported.Turner is encouraging people to print out photos of gifts that haven’t arrived and wrap them up. She said she read the tip online. “Just be patient — it’s going to come,” Tuner said.Some Coloradans believe that while it’s frustrating, they understand postal workers are doing their best under the circumstances.“I feel bad for those guys,” Turner said.Many postal workers are working overtime and will work into Christmas Eve to deliver packages. With its loss to Ohio State, Indiana would have been highly unlikely to qualify for the College Football Playoff.The Buckeyes previously had two contests called off due to the coronavirus. Last month, an outbreak among Maryland players and staff prompted the Terrapins to cancel their game against OSU. Detroit, Mich. - Michigan Gov. Gretchen Whitmer announced Thursday a program that will offer essential and frontline workers in the COVID-19 crisis a tuition-free path to community college.According to the governor's office, an estimated 625,000 Michiganders who worked during the Stay Home, Stay Safe orders between April and June are eligible.It was inspired by the GI Bill and will offer Michigan adults without college degrees or high school diplomas the pathway to get additional skills.To be eligible for the program, applicants must:Be a Michigan residentHave worked in an essential industry at least part-time for 11 of the 13 weeks between April 1 – June 30, 2020Have been required by their job to work outside the home at least some of the time between April 1 – June 30, 2020Not have previously earned an associate or bachelor’s degreeNot be in default on a Federal student loanComplete a Futures for Frontliners scholarship application by 11:59 p.m., Dec. 31, 2020Eligible workers can visit www.michigan.gov/Frontliners to explore career opportunities, a list of local community colleges, and begin their application – even if they don’t already have a high school diploma. “This initiative is Michigan’s way of expressing gratitude to essential workers for protecting public health and keeping our state running,” Whitmer said in a release. “Whether it was stocking shelves, delivering supplies, picking up trash, manufacturing PPE, or providing medical care, you were there for us. Now, this is your chance to pursue the degree or training you’ve been dreaming about to help you and your own family succeed.”The million investment came from the Governor's Education Emergency Relief Fund, part of the Federal CARES Act.“The vast majority of good-paying jobs continue to require at least some education beyond high school,” Michigan Department of Labor and Economic Opportunity Director Jeff Donofrio said in a release. “Futures for Frontliners gives those who helped save lives and kept our communities operating during the height of COVID an opportunity to increase their skills and income and helps us close the state’s skills gap. For Michigan’s economy to recover and grow, its critical we continue to provide expanded opportunities to all.”Whitmer said this is the first-of-its-kind program in the United States, and she hopes other states will follow suit.The program isn't just eligible for medical workers. DELAWARE COUNTY, Pa. — A mother was arrested in Ohio for allegedly creating child pornography of her own 3-year-old daughter, the Pennsylvania Attorney General's office announced on Tuesday.Kayla Parker, 26, of Dayton, Ohio, was charged with felonies including the sexual abuse and exploitation of children, endangering the welfare of a child and indecent assault.According to the office of Attorney General Josh Shapiro, Parker lived with her ex-boyfriend, David Carbonaro approximately four years ago. During that time, Parker committed inappropriate sexual acts with her daughter, the 3-year-old victim, including the creation of child pornography.“This is an egregious case – a mother who preyed upon and sexually abused her own three-year-old daughter,” Attorney General Josh Shapiro said.When investigators executed a search warrant at Carbonaro’s residence in July, they reportedly found hundreds of images and several video files of a 3-year-old girl in various stages of undress. At least one file depicted an adult female’s hand reaching inside the victim’s underwear.Carbonaro identified the victim and her mother to agents.According to a probable cause affidavit, Parker told investigators that, "Carbonaro would watch her abusing the victim and often masturbate during the act."During that same interview, Parker allegedly told investigators that, on numerous occasions during the time she lived with Carbonaro, she undressed and escorted her 3-year-old daughter to a bedroom, shut the door and left her alone with Carbonaro. Carbonaro was arrested in July, following the raid at his residence. He is currently awaiting trial in Delaware County for the possession, production and distribution of child pornography.Parker was recently arrested in Ohio and was extradited to Pennsylvania, where bail was set at million, pending a preliminary hearing on October 26. 1926
