PYONGYANG, Sept. 25 (Xinhua) -- Chinese living in the Democratic People's Republic of Korea (DPRK) on Friday expressed willingness to help boost bilateral ties at a reception in the Chinese embassy to Pyongyang. GUANGZHOU, Oct. 18 (Xinhua) -- Continuous severe drought over the past months has stunted rice crop, threatened reserviors and left hundreds of thousands of people short of drinking water in southern Chinese provinces. In the southern Guangdong Province, where the precipitation in the first 10 months this year has reported a 14 percent drop compared with the average level of the past years, more than 55,000 hectares of cropland are affected and 50,000 people are facing difficulties in getting drinking water because of the drought. Water level in Guangdong's reservoirs continued to drop. According to Guangdong Provincial Flooding and Drought Relief Headquarters, the water conservancy in Guangdong's 32 key reservoirs has reported a year-on-year decrease of 2.34 billion cubic meters. The drought is continuing to take a toll on agricultural production in the province. "I have never seen such a severe drought in my life," said a 73-year-old farmer in Zhoutian Township, Shaoguan City. "A great deal of crops have been damaged." There have also been concerns of further crop damage as drought harms crop's ability to weather the winter. In Nan'ao Island in Shantou City, home to more than 70,000 people, drought has brought inconveniences to local residents' daily bath and laundry. The drought has left more than 70,000 people in Zhangzhou City in the southeastern Fujian Province short of drinking water. Local hydraulic experts attribute the water shortage to the lingering drought as well as the water conservancy facilities' construction which lagged far behind the industrialization and urbanization. In the central Hunan Province, low water level in Dongting Lake, China's second largest fresh water lake, has forced local fishermen into idle. "October used to be a 'golden season' for fishing in the lake," said Gong Jianmin, a local fisherman. "But now we cannot go out to fish since the low water period has come early this year because of the drought." In the eastern Jiangxi Province, the average precipitation since Sep.1 has seen a year-on-year 66-percent drop. Most cities and counties in Jiangxi have reported drought.

ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul. The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations. The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus. The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. Attendees take part in the International Monetary and Financial Committee (IMFC) meeting at the Istanbul Congress Center October 4, 2009. The IMFC has 24 members who advise and report to the IMF Board of Governors. Finance ministers and central bankers from around the globe are in Istanbul for the semiannual meetings of the International Monetary Fund and World Bank, which run from Oct. 4-7. He said China supports an increase of IMF structural resources in various ways. But he stressed that the quota share is the main resource of the IMF organization, urging the IMF to establish quota share automatic readjusting mechanism in a bid to reflect changes of economic positions of different countries. China supports the IMF to undergo wide-ranging administrative structural reform, including the strengthening of responsibilities of the executive board of directors, effective supervision of the administration, reform of chairman election system and increasing the proportion of administrative and working staff of emerging markets and developing countries, he added. Yi stressed that the IMF should strengthen supervision and surveillance over various major financial markets, synthetically think about various policies of member countries, and not to assess single policy in a simple and mechanical way. He said China welcomes the progress made by the IMF in enhancing early warning capability, the whole package reform in financing mechanism to offer loan to low-income countries and preferential financing measures. Istanbul is to host the annual meetings of the IMF and World Bank on Oct. 6-7.

MONROVIA, Sept. 20 (Xinhua) -- Chinese Ambassador to Liberia Zhou Yuxiao has said his country is a responsible and faithful member of the United Nations and it respects the resolutions adopted by the world body. In a weekend interview with Xinhua, Ambassador Zhou expressed his confidence that the Chinese peacekeepers serving within the United Nations Mission in Liberia would remain in the country up to 2011 when the Liberians would go to polls to elect a new president. The ambassador said the Chinese peacekeepers here in Liberia are working under the leadership and guidance of the UN mission. "As far as I know, the United Nations has decided that UNMIL (the United Nations Mission in Liberia) will stay in Liberia until 2011, and supporting Liberian general election is part of UNMIL mandate." Ambassador Zhou said there could be a small reduction in the size of the Chinese peacekeeping forces in the country, but the troops would remain in Liberia to provide the needed support up to2011 under the UN Mission. "As part of the UN Peacekeeping force, the Chinese peacekeepers will certainly play its role in supporting the next elections," he said. The current Chinese peacekeepers are drawn up in three contingents namely medical, transportation and engineering. He said during the Liberian forthcoming elections, obviously the electoral authority will need transportation support which the Chinese unit can assist with. Ambassador Zhou said although China does not have a combat troop in the mission, but he is confident that the three contingents can play a positive role in the peacekeeping efforts as well as in supporting the forthcoming elections. "China has always supported the UN endeavors in maintaining peace and stability in Liberia and my view is that the peacekeeping operation in Liberia has so far been successful and we should allow it to stay so," he added.
