The Chicago Police Department is under fire after a video surfaced showing department officers helping the Norfolk Southern Police in an operation that used "bait trucks," container trucks filled with goods left to attract potential thieves.The Facebook video, shot last week by community activist Charles McKenzie, shows a white unmarked truck parked in the largely black Englewood neighborhood."The police parked a truck with boxes of Nike shoes in front of kids ... and when people hop in the truck the police hopping out on them," McKenzie wrote on Facebook.The truck was part of a surveillance operation, nicknamed "Operation Trailer Trap" by police, used to target individuals who had been breaking into freight containers at Norfolk Southern rail yards, Norfolk Southern told CNN. The rail company has its own police force.A man was arrested on August 2 as part of the sting and charged with burglary. The Cook County State's Attorney's Office said the charges against the suspect were dropped on Thursday. The office did not provide additional details about why the suspect was no longer being charged. According to the Chicago Tribune, the suspect is deaf and communicates through sign language, and told police he had entered the trailer to take food.Norfolk Southern dismissed claims that youths were targeted in the operation, adding the suspect apprehended "cut open the safety seal with box cutters, broke into the back of the trailer and only then did they find retail shoes in unmarked brown boxes, previously secured and hidden inside.""Norfolk Southern has the responsibility to ensure the freight we are transporting is safely delivered and does not pose a risk to the communities in which we operate," Norfolk added in a statement. The family of a 14-year-old Arizona boy with autism is demanding accountability after a Buckeye, Arizona police officer mistook the child for a drug user and detained him.On July 18, the boy, Connor Leibel, was forced to the ground by the officer and suffered multiple scrapes to his back, arm and face.The entire incident was captured on body camera, which was obtained by Scripps station ABC15. The European Union is to propose ending twice-yearly clock changes after a large-scale public survey, European Commission President Jean-Claude Juncker said Friday.According to Juncker, more than 80% of EU citizens want to abolish daylight saving time and instead remain on the time used during summer instead.At the moment, each EU member state puts clocks forward one hour on the last Sunday of March and back again on the last Sunday in October."This debate about summertime, wintertime has been around for many years here," Juncker told German broadcaster ZDF."Many people are contributing to this debate. The FDA is offering formal guidance on the amount of inorganic arsenic allowed in infant rice cereal.Exposure to inorganic arsenic has been associated with neurodevelopmental effects, according to the Food and Drug Administration, including lung and bladder cancer risk. Arsenic occurs naturally in the soil, and rice has been shown to absorb a small amount during the growing process.The new guidance identifies a level of at or below 100 micrograms per kilogram and is based on draft guidance from 2016. The guidance is recommended, but not legally enforceable.“It is important to note that the agency’s data show that most products on the market are already below this level and that parents and caregivers should know that a well-balanced diet also includes a variety of grains like oats and barley,” said a statement from Susan Mayne, Ph.D., director of the FDA’s Center for Food Safety and Applied Nutrition.According to the FDA, results from testing in 2018 showed 76 percent of samples were at or below the 100 ppb level, compared to 47 percent of samples tested in 2014 and 36 percent of samples tested between 2011-2013.The FDA attributes the drop in inorganic arsenic presence to changes manufacturers are making in sourcing rice and testing their ingredients. 1279
