SAN DIEGO (KGTV) - Native American artists are finding new audiences and venues to display their craft as American Indian stories enter pop culture."Some of us refer to it as 'Native Sovereignty,' being in charge of your own narrative," says Joely Proudfit, the California Indian Culture and Sovereignty Center Director. "Who better to tell our story than us?"Proudfit says the change is welcome after decades of Native Americans being depicted poorly in pop culture, mainly because non-native people have told the stories.Thanks to new ways of telling stories, like streaming services, social media, and more access to film festivals and book publishing, that's changing.There's also a greater demand for stories by Native American voices."I think audiences are hungry for not diversity for diversity's sake. They're just interested in other communities, other worlds, engagement, and really authenticity," says Proudfit.The California Indian Culture and Sovereignty Center and Cal State San Marcos sponsor the California American Indian & Indigenous Film Festival. Since starting in 2013, it has grown from small groups in a classroom to taking over the Pechanga Resort and Casino.It's now the largest Native American Film Festival on tribal land in the country.The festival's growth parallels the rise of other Native American voices in different mediums."The biggest change is the increased number of native voices and the medium in which native folks have been able to express their creativity," says Dr. David Kamper, the Chair of American Indian Studies at San Diego State University.Kamper says he sees more American Indian voices in books, online, and in fashion. He says that representation, whether it's Nike's N7 line of shoes and clothes or best-sellers like "The Only Good Indians" or "The Beadworkers," is essential to helping Native Americans define their culture in modern-day America."Seeing native films, seeing native art, seeing native clothing, fashion, that is done in a contemporary way, is a very loud statement against a settler-colonial narrative that native people aren't here anymore," Kamper says.He also points to online messaging like the hashtag #OnNativeLand as one way the next generation is reclaiming their identity.Proudfit says she's excited for what the future holds for Native American representation in Pop Culture."I think it's just a really exciting time for indigenous cinema, indigenous arts, and native storytelling. SAN DIEGO (KGTV) - Newly unsealed court documents reveal how investigators were able to identify the suspected Church's Chicken shooter.Albert Lee Blake, 49, was arrested weeks after the shooting erupted inside of the Otay Mesa West restaurant. Blake is accused of shooting three employees and killing Maribel Ibanez. The shooting happened after an argument stemming from Blake allegedly trying to use a fake 0 dollar bill to purchase food. A number of witnesses gave similar descriptions of the man seen shooting inside of the Church's Chicken. Witnesses reported the man coming back into the restaurant after the argument, standing in line, then shooting at employees. They also said he calmly walked away after and got into a blue sedan.RELATED COVERAGE: Court documents reveal details in Church's Chicken murder investigationAccording to search warrant affidavits, surveillance footage from the area revealed the car used by the alleged shooter. Police ran the license plate through their database and found a match. The same vehicle was connected to a stop in September and the driver then was Albert Blake. Armed with Blake's name, investigators received “call data records” made from Blake’s cellphone on Nov. 6, the day of the shooting.The documents reveal the calls were made in close proximity to the Church’s Chicken on Del Sol Blvd.Surveillance footage showed a blue Dodge Charger in the area, matching the one Blake was stopped in before, at the same time the calls were made.RELATED COVERAGE:-- TIMELINE: Events that led to Church's Chicken shooting-- Worker dead, two employees shot at Church’s Chicken in Otay MesaOn Nov. 7, investigators traced the cellphone to Pomona where it was found abandoned. Investigators say Blake used the phone to contact his wife and a woman he was dating, right after the shooting.The car he was driving was registered to his wife. In the documents the wife, Amy Collins, says the two have been separated for three years, but she allowed him to use the car.She also told investigators that when she asked for the car back, Blake told her she would never get it back and that he would "blow the vehicle up."According to the documents, investigators later went to the girlfriend's apartment in Spring Valley. Blake was captured in Memphis, Tenn., and brought back to San Diego where he was formally charged.The documents don't reveal how he was tracked down to Tennessee.He was charged with one count of murder and two counts of attempted murder. He faces up to 114 years to life in prison. Blake is due back in court for a preliminary hearing in February. 3040

SAN DIEGO (KGTV) — More than one million of the 1.95 million mail-in ballots sent to San Diego registered voters have been returned, according to the county.The County Registrar of Voters said Friday they've received more than a million mail-in ballots back with four days left until Election Day.The Registrar said at the same time before the 2016 Presidential election, the county had only received 442,802 ballots back.Saturday, the county opened polling locations from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m. All locations will be open again on Tuesday from 7 a.m. to 8 p.m.Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Anyone casting their ballot in person will be required to wear a face covering and to maintain physical distance at polling locations.Poll workers will have a face mask for anyone who forgets to bring on. Those unable or unwilling to wear a mask will be assisted outside to vote.The Registrar also reminds voters that campaigning or electioneering, which includes the visible display or audibly advocating for a candidate or measure, within 100 feet of a polling place or mail ballot drop-off location is prohibited. 1294

SAN DIEGO (KGTV) - Portable restrooms to combat the hepatitis A outbreak are being installed in downtown San Diego for the homeless.The City of San Diego is providing restrooms, hand-washing stations and security guards to stop the spread of the disease.The restrooms will be cleaned twice a day.RELATED: How to tell if you have hepatitis AKen Slusher, a homeless Navy veteran, has used the restrooms twice since the City installed them on C St. and First Ave.Slasher is concerned the restrooms won’t be around long.Despite the 24/7 security, Slusher said he found a needle on the floor during one of his trips to the restroom.RELATED: Los Angeles hepatitis A cases linked to San Diego outbreak“It was already used, the cap was off, the needle was exposed. SAN DIEGO (KGTV) — One of the country's best spots to lay and in the sand and watch the tide roll in is right in San Diego.Stephen Leatherman, a professor at Florida International University more widely known as "Dr. Beach," has released his annual list of the best beaches in the U.S. Rounding out the top 10 at number nine is San Diego's own Coronado Beach for the second straight year.Tucked along Coronado, the beach is hailed by Leatherman as a local oasis and "toast of Southern California."RELATED: Coronado's Free Summer Shuttle service launches before Memorial Day"Coronado Beach is the toast of Southern California; it is a veritable oasis by the sea, measuring hundreds of yards wide. With its lush subtropical vegetation, unique Mediterranean climate, and fine sparkling sand, beach-goers flock to this beach for great ship-watching and the summer’s warm and mild surf," Leatherman writes.The Hotel del Coronado is also touted for its "Old World elegance" and appeal that it adds to the sandy shores. Coronado Beach was the only California beach to make the list. Topping the beach rankings is Kailua Beach Park in Oahu, Hawaii.So what makes Leatherman the expert? He uses 50 criteria to evaluate beaches, including water and sand quality as well as safety and management.
