The concept of universal basic income is getting new attention amid the COVID-19 pandemic. It’s the idea of giving out recurring payments to everyone without any strings attached.Stockton, California, has been testing this with 125 people, giving them 0 per month. They've been getting that money for more than a year and it was supposed to stop this summer, but the mayor extended the money until January because of the pandemic.More mayors are getting on board with the idea. Fifteen joined the organization Mayors for a Guaranteed Income. They're looking into launching pilot programs in their cities.We spoke with an economics professor who says the pandemic stimulus payments can be seen as a form of universal basic income.“Seeing that I think it must make the idea more real and at the same time it's pretty clear at this very moment why you might find this idea appealing,” said Ioana Marinescu, an assistant professor at the University of Pennsylvania. “That's because, again, a lot of people have lost income. There's a clear need for income security.”In the case of the stimulus checks, it's not people's fault they lost their income.With universal basic income, critics say people may not be deserving of the money. Marinescu believes the stimulus may be helping change the perception. She points to money people receive in Alaska from oil revenue. She says people aren't any less likely to work.In Stockton, they've found people are using the money for necessities like groceries and utility bills.How universal basic income, or UBI, gets funded is a big question.“One interesting thing that has happened with the stimulus checks is the idea that people had of saying it's going to be based right now on your past income and we'll potentially tax it away later after we're out of this hole,” said Marinescu. “So to me, that's a potentially important lesson for a potential UBI.”The president of the nonpartisan Center on Budget and Policy Priorities wrote that paying for universal basic income from new taxes isn't the way to go. He says we already need a lot of money to keep social security and Medicare going.Stockton's mayor says money from the pentagon budget or tax money from the legalization of marijuana could work. He's paying for his city's current pilot program with a grant and a private donation.Other cities looking to start pilots are considering forming public-private partnerships or working to find room in the city budget. 2467

The COVID-19 death of the speaker of the New Hampshire House of Representatives has raised fears that other members of one of the world's largest legislatures might have been exposed at their swearing-in ceremony last week. A medical examiner announced the cause of death Thursday of 71-year-old Dick Hinch. Hinch was found dead in his home.He was photographed at the outdoor swearing-in wearing a mask improperly, without it covering both his nose and mouth. Dozens reportedly attended without wearing masks at all. Several Republican lawmakers have tested positive after attending an indoor meeting in late November where many attendees didn't wear masks. One Republican representative says Hinch's death may be a result of “peer pressure exerted by those in the Republican Party who refuse to take reasonable precautions."At a news conference Thursday, New Hampshire Governor Chris Sununu, a fellow Republican, called Hinch a "tireless leader" and close friend. He then said Hinch's death was a "cautionary tale" about not wearing a mask properly.“For those who are just out there doing the opposite just to make some ridiculous political point, it is horribly wrong,” Sununu said. “Please use your heads. Don’t act like a bunch of children, frankly.”Other state Republicans were harsher in their messaging. The Department of Justice this week is sending a strong message to American cities: if you can't stop crime, federal agents may be on the way.On Wednesday, Attorney General William Barr announced the launch of "Operation Legend" — named after a 4-year-old boy, LeGend Taliferrom, who was shot and killed while he was sleeping in Kansas City last month.Kansas City is one of several American cities dealing with an uptick in crime. According to the Department of Justice, violent crime is up 40% since last year, with at least 100 murders so far this year.The New York Times recently reported the top 25 largest American cities had seen a 16% increase in murders in recent months.What is "Operation Legend?"The mission will send around 100 FBI, ATF and DEA agents, as well as some U.S. Marshals, to Kansas City to aid in crime prevention.Agents are not expected to assume command of active investigations but rather serve as a deterrent to violent crime."Operation Legend will combine federal and local resources to combat the disturbing uptick in violence by surging federal agents and other federal assets into cities like Kansas City, a city currently experiencing its worst homicide rate in its history," Barr said in a statement.Kansas City will not likely be the last place federal agents go. The FDA said on Wednesday that some vials of the Pfizer coronavirus vaccine, which began being administered to health care workers earlier this week, are overfilled with doses. These doses, the FDA says, can be used for additional vaccinations, which will help expand the supply.Each vial of the Pfizer vaccine contains five doses. But after the vaccine is thawed and administered, those administering the vaccine discovered it is possible to get a sixth, or even seventh dose from the vaccine.This discovery could potentially allow more health care workers to become vaccinated, extending the supply of the vaccine.“However, since the vials are preservative free, it is critical to note that any further remaining product that does not constitute a full dose should not be pooled from multiple vials to create one,” the FDA said.A Pfizer spokesperson said that each dose of the vaccine must contain .3 mL of the vaccine. The spokesperson said that the amount of vaccine in each vial varies, depending on what type of needles and syringes are being used.According to FDA data, the federal government has allocated 2.9 million doses of the vaccine for the first round of distribution. Those being vaccinated will need to return in 21 days to get a booster in order for the vaccine to be fully effective. 1310

The earthquake on the Indonesian island of Lombok killed 387 people, authorities said Saturday, increasing the death toll from the temblor seven days ago.An additional 13,688 were injured and 378,067 people displaced, according to Indonesia's National Disaster Management Agency.The Red Cross has said aid was struggling to reach the northern parts of the island due to debris from the quake and the ongoing risk of landslides."A lot of people are displaced, and many have migrated to the hilly and mountainous areas because of fear of a tsunami," Red Cross representative Husni Husni said.Relief agencies have warned the full impact of the earthquake may take days to become known. 690
