CARLSBAD, Calif. (KGTV) -- A California Highway Patrol Officer who lost family members in a DUI crash is sharing his story with local students.Tuesday, students saw a graphic and emotional scene play out right before their eyes. Authorities hope it might make them think twice before drinking and driving.The mock DUI crash played out on the field at Sage Creek High School and it all looked very real. The aftermath of a drunk driving crash, fellow classmates injured or dead and one of their own eventually arrested for getting behind the wheel.For CHP Officer Mark Latulippe, the program, called Every 15 Minutes, takes on an ever greater meaning this year.A few months ago, his cousin Scott Latulippe, Scott’s wife and son were hit and killed by a suspected drunk driver in Austin, Texas. Scott was a well-known teacher at Valley Center High School.The message at the event Tuesday was lives forever changed because of drinking and driving. The sentiment was echoed by Officer Latulippe who says his family’s story, although tragic, is all too common.The program will continue at Sage Creek High School Wednesday with a mock funeral and presentation from Officer Latulippe. 1190

(KGTV) - Monique Ramsey has struggled with weight most of her life."I'm 5'1, and so weight loss has always been something that's a struggle, and it's definitely a heredity component."Ramsey said diet and exercise were never enough."I think I've tried just about everything, and you know, it's hard to sort of feel like you're starving yourself through crazy diets and things like that," said Ramsey.RELATED: The DNA diet creates personalized diet plan for users; here’s how it worksIn July of 2017, she decided to try something new."This is a tool that is such a game-changer," said Ramsey.That tool is the Obalon Balloon System. Mark Brister invented the device at the Obalon Therapeutics manufacturing center in Carlsbad."There weren't a lot of technologies out there to help people who were just overweight. Most people had to wait until they were morbidly obese in order to be eligible for treatment so we decided to invent a product that would fit the middle ground," said Brister, who is the Chief Technology Officer at Obalon Therapeutics.Obalon is the only FDA approved swallowable gas-filled balloon for people roughly 30 to 100 pounds overweight. RELATED: Eating breakfast may not help you lose weight, study says"It's about the size of a cheeseburger, and the doctor will place three of these by having you swallow them in a simple in-office procedure over the six to eight weeks," said Brister.The balloon is inside a large capsule that is attached to a thin catheter. The doctor uses a computerized navigation system to track the balloon as it travels into the stomach. Once it's in the stomach, the balloon is filled with gas. The patient will get three balloons over six to eight weeks."This is sort of like being able to have stomach stapling without having surgery," said Ramsey.Side effects after the first balloon is inserted can include nausea and cramping. Ramsey said she didn't have any problems."You're actually taking up the room in the stomach, so you're having a smaller stomach, but there are no permanent after-effects long term," said Ramsey.RELATED: Celebrities are fighting over the 'keto' diet. Here's what science says about how healthy it isAfter six months, the balloons are removed during an endoscopic procedure. Ramsey lost 25 pounds and has managed to keep it off. She wants to lose 25 more."For me, that's a huge jump start, and I've never been able to get that far in that short amount of time."The balloons are kept in for six months, but success requires a life long commitment."What the balloons do, they're sort of a tool, I think is a tool to sort of say, help retrain your brain and help recondition yourself to eat less, eat better, make better choices," said Ramsey.The program also includes a year of nutrition and exercise support.RELATED: La Jolla lab creating cure for baldness"I can still be just as happy. I don't need M&M's, I don't need Fritos, or whatever "thing" it is, it really helps reset your mind and motivation to stay healthy," said Ramsey."All of a sudden, you start to see people as they start to lose weight, they start to gain confidence, so I have many times, we've seen people lose 50 or 75 pounds and gain 500 pounds of confidence," said Brister.In October, Obalon Therapeutics opened its first full-service weight loss center in 4S Ranch. Rita Starritt is the doctor."When you are very overweight, you've already tried a low carb diet, and you've tried a keto diet and you need something else to happen you and a lot of it is education, lifestyle changes, nutrition, the system, the balloon system helps people lose twice as much weight as those who did diet and exercise alone," said Dr. Starritt.In 2017, the FDA issued a warning about potential risks of liquid-filled intragastric balloons. The balloons have been linked to the deaths of twelve people around the world since 2016. The FDA has not issued any warnings related to the Obalon system."What Obalon does is it floats up, and it moves around, it's very buoyant, so in terms of the ability for the device to float around and not cause damage to the stomach, that's really what differentiates us," said Amy Vandenberg, Chief Clinical and Regulatory Affairs Officer of Obalon Therapeutics.The treatment costs roughly ,000 and includes a year of nutrition and exercise support."It's all about moderation, and the balloons are a nice reminder of that so that you don't have to feel that something is forbidden," said Ramsey. 4487

His family celebrated his life yesterday in Casey County. Many drivers pulled over for the procession, led by the Patriot Guard of Kentucky. Cecil's grandson, Drew Richardson, says there was one driver, who was standing outside of his vehicle, who caught his family's attention."When my mom was talking about it afterward, there were tears welling up in her eyes, that someone actually showed respect for our family," Drew Richardson said.Standing with his hands crossed, it was a simple act of kindness that moved the entire family.Mark Meece says he didn't even think twice about getting out of his vehicle and he got the idea from a social media post."I've seen on Facebook where a soldier was standing outside in the rain, and I thought, you know, I need to start doing that to show respect. It was an inspiration to me," Meece said.The family shared the good deed on Facebook and it's been shared and commented on hundreds of times. Meece says the positivity of the social media post has encouraged him. CARLSBAD, Calif. (KGTV) - After hundreds of signs and fences along the trails at the Carlsbad Ecological Reserve are ripped from the ground, Fish and Wildlife is now setting up a specialized enforcement team. Secret cameras set up around the 500 acre reserve caught dozens of bikers ripping up signs, cutting fence wire and vandalizing property.Fish and Wildlife representative Peter Tira told 10News this is nothing new."We're not dealing with recreational mountain bikers, we're dealing with folks who disregard the law and believe the law doesn't apply to them," said Tira.Starting Saturday, April 6, Fish and Wildlife enforcement officers will hand out citations to all bikers who are caught riding the trails. Each citation comes with a 0 fine. "We've installed about 500 signs on this property almost all of which have been taken down or vandalized. On each of the signs it says 'No Bicycles'," said Tira.However, many mountain bikers who showed up to the trails Wednesday told 10News this is a popular spot for many in the Carlsbad area. Ivan Sekanovich comes to ride these trails at least once a week and is disappointed that Fish and Wildlife are letting the actions of a small group of bikers ruin it for the rest of them."For the most part, people know where they're supposed to hike and the bikers know where to bike," Sekanovich said. 1358

He’s advising clients of his car-buying concierge service to at least consider leasing because of the current economic conditions.You can put little or no money down. You can select a shorter term than a car loan. And the risk of massive depreciation down the road is borne by the bank, not you.A lot of buyers are coming to the same conclusion: The percentage of buyers who use automakers’ finance arm and choose to lease has risen from 31% to 52% year over year, according to industry analyst J.D. Power.5 reasons leasing works nowNot everyone is a candidate for leasing. But here are five factors that could tip the decision toward leasing rather than buying your next vehicle.1. Leasing offers a shorter commitment. “No one knows what will happen over the next few years,” Weintraub says. “People are worried about job security and their finances so the commitment of a car purchase isn’t as appealing.” Instead, consumers are leaning toward leasing because there are affordable two- and three-year leasing agreements available. Also, points out Scot Hall of the lease-trading site Swapalease, leases are more flexible since the contract can easily be transferred to another person without a severe financial penalty.2. Leasing requires little upfront money. During the recent lockdowns, many people burned through their savings and had little cash left for a down payment for buying a car. If monthly payments are still too high, it’s best to consider leasing a lower-priced car to stay in your budget.3. Low interest rates mean more affordable payments. Current lending rates are at a nearly seven-year low, according to auto site Edmunds, with many no-interest loans available. Weintraub says this substantially reduces the cost of monthly payments.4. Manufacturer incentives abound. Each month, carmakers offer incentives to make car purchases and leases more affordable. Weintraub says there are currently many of these low-cost leasing incentives available. That could change as sales rebound, though. To find deals, Hall recommends going to the manufacturer’s website and searching for special offers. The terms of the lease are spelled out by listing the three major elements of the contract:Monthly payment.Length of the lease in months.Amount due at signing, which is similar to a down payment.Lenders can adjust these factors and apply the cash incentives in a number of ways to arrive at a low lease payment, Hall says.5. Leasing protects against sudden depreciation. Leasing is based, in part, on the predicted value of the car at the end of the contract. But in today’s world, Weintraub says that no one truly knows what the car will be worth in three years. So if the value of the car unexpectedly drops, it’s the lender’s problem, not yours. If, however, the car’s value is unexpectedly high at the end of the lease, you have the option to buy the car yourself and can possibly make money by selling it.The basics on leasingTrying to get the best deal on a lease is different from negotiating to buy a car. Here are a few tactics that the experts recommend.Check pricing guides. Because of limited inventory caused by factory shutdowns, the price of some cars has risen, Weintraub says. Begin by checking car prices on sites such as Edmunds, TrueCar and Kelley Blue Book. But keep in mind that these are not real-world prices.Shop multiple dealerships. Get apples-to-apples lease quotes from at least three dealerships to find your best deal. Tell the dealer the amount you want to pay in drive-off fees, the length of the loan — three years is the “gold standard,” according to Hall — and the number of miles you want to drive. Based on this, the dealer will give you a monthly payment. Every part of the deal is negotiable.Cast a wide net. Car factories were closed during the shutdown, so choices may be limited for a few months. Some manufacturers’ websites allow you to search multiple dealerships to find the right model in your preferred color.Keep an eye on the miles. Understand how many miles of driving are included with the lease agreement. In most leases, 12,000 miles a year is standard. But recently, some leases include only 10,000 miles or fewer, but offer a lower monthly payment.
