SAN DIEGO (KGTV) — A brush fire in the Japatul Valley area exploded in size in about an hour on Saturday, forcing nearby residents to evacuate. The Valley Fire ignited off Spirit Trail and Japatul Road, just southeast of Alpine, just before 2:50 p.m., according to Cleveland National Forest. The fire had scorched about 1,500 acres and was 0% contained as of 5:50 p.m.Fire officials said the dangerous rate of spread was pushing the fire southwest toward Lawson Valley. According to Cal Fire Cpt. Kendal Bortisser says the intense heat and rugged topography of the area are also posing a challenge for crews. Bortisser added that hand crews, bulldozers, and engines are going to be relied upon throughout the night since aircraft cannot fly overnight.INTERACTIVE MAP: Valley Fire erupts in Japatul Valley areaThe fire threatened the community of Carveacre, forcing an evacuation order for Carveacre Rd. at Japatul Valley Rd., CNF said. Cal Fire confirmed that structures had been destroyed and damaged, but did not specify how many, as of 10:40 p.m. No firefighters had been injured, Cal Fire added.Evacuation centers have been established at Steele Canyon High School at 12440 Campo Road, Spring Valley, or Joan MacQueen Middle School at 2001 Tavern Road, Alpine. San Diego Humane society says an emergency response team has been sent to the area to assist in evacuating any pets or large animals.A smoke advisory was issued by the San Diego County Air Pollution Control District. The agency said smoke from the Valley Fire was impacting several parts of the county, particularly in the north. If anyone smells smoke, it's advised that they limit their activity outdoors."Much of the smoke is high above ground level and can be seen throughout the northern half of San Diego County, but is not necessarily affecting people on the ground. However, in areas impacted by the smoke, fine particulates, or PM2.5 concentrations, may reach unhealthful levels," the agency said.Power outages were expected in the area surrounding the fire. SDG&E said about 1,000 customers were without power as a result of the fire, as of 5:15 p.m. SDG&E had incorrectly reported that about 12,700 customers were without power earlier."The fire is impacting SDG&E equipment in the vicinity of the fire. SDG&E has activated its Emergency Operations Center and is closely monitoring the fire," the company tweeted.RELATED STORIESPhotos: Valley Fire erupts in East CountySocial media reaction to Valley FireStatewide flex alert issued as temperatures soarCheck today's weather forecast in your areaSan Diego County opens cool zones amid heat waveCAL FIRE San Diego crews were assisting in firefighting efforts. SAN DIEGO (KGTV) — A group of good Samaritans is receiving praise after knocking down a brush fire in Carmel Valley on Tuesday afternoon. After spending all day on top of a roof, Ubaldo Lopez and his team at Palomar Solar & Roofing were on their way back to the office."We were going down the hill, and it started to smell," Lopez said. "At first, I thought somebody crashed, but then I saw the fire."Many people slowed down on Carmel Valley Road as the flames crept closer. Others called 911 for help. But before the firefighters arrived, Lopez and his team pulled over and jumped into action."I got the extinguisher and a couple of my buddies here, they got the shovels and started putting dirt on it," Lopez pointed at his team. Right beside him attacking the growing flames were his son Damien and co-workers, Cirinio Rios and Miguel Esteban.Although the men are not trained firefighters, they are familiar with fire. They work on what is called "torch down roofing," a process where a flame is used to melt a rubbery membrane on a flat roof to make it waterproof. So they know the dangers of what could happen if the winds picked up."The weather was crazy and the red flag [warning]," Lopez said. "The fire department, they've been so busy, so you know, that could have gone out of hand."With the help of a few other good Samaritans, the team stopped the fire from spreading. Minutes later, they drove off, without knowing they would be praised for their swift actions all over social media."Omg that would have been really tragic had it spread," one person wrote on Facebook."Wow. Great effort. And saved the day," said another. When asked about being called heroes, Lopez humbly laughed."Oh no, no, no," he said. "We were just lucky that we were passing by. We got to help each other." 1802

SAN DIEGO (KGTV) - A Delta passenger mauled by an emotional support dog has filed a lawsuit against the airline and the dog's owner, a Marine combat veteran. In June 2017, Marlin Jackson boarded a San Diego-bound flight in Atlanta headed for a work conference. Soon after, fellow passengers watched in horror as a brutal dog attack played out in front of them.Jackson sat in a window seat. In the middle seat was a Marine veteran was with an emotional support dog, a chocolate lab pointer mix, in his lap. According to a Jackson's just-filed lawsuit, while he was securing his seat belt, "the animal began to growl."RELATED: Service dog or pet? Hillcrest businesses take action against the fakes Jackson says the dog's owner, Ronald Mundy, reassured him before the dog lunged and bit Jackson several times in the face . The lawsuit states the dog was briefly restrained, before pinning Jackson against the window and mauling Jackson again, resulting in 28 stitches and permanent loss of sensation in his face. He bled so profusely that "an entire row of seats had to be removed."The incident sparked national headlines, and tighter policies for emotional support and service animals. For example, Delta now requires proof of training, adding rules for the types and ages of the animals, as well the duration of flights that allow emotional support animals.Delta declined to comment citing pending litigation. We reached out to Mundy, but our calls went unreturned. 1471
