SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million.The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar.On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved.The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project.In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491

SAN DIEGO (KGTV) - San Diegans looking to switch careers or get back to work after coronavirus-caused layoffs have a way to get free job training this summer.San Diego Continuing Education is offering free classes in 75 different areas, many of which are focused on high-demand jobs."During difficult economic times that we are about to enter, short term intensive career education is the way to get America back to work," said SDCE President Dr. Carlos Turner Cortez.Anyone in San Diego is eligible to take the classes. SDCE offers training certificates in healthcare, welding, information technology, cybersecurity, culinary arts, clothing, automotives, and more.For Richard Sanchez, who lost his job during the pandemic, it's a chance to start over after a layoff."I'm already 38 years old," Sanchez said. "To have this opportunity helps people out to get a new job and change your career."According to a recent report by SANDAG, around 460,000 people in San Diego have lost their jobs since March 7. The report says unemployment could be as high as 30%.Dr. Cortez said people who are looking for a job should look into continuing education first."It's incumbent on us to make sure that students who are coming through our program are developing the skills necessary to be successful in these career pathways," he said. SAN DIEGO (KGTV) -- San Diego Gas and Electric says more than 21,000 residents could lose power amid a coming Santa Ana wind event.The company said Saturday it notified thousands of residents about the possibility of power outages to reduce wildfire risk both Monday and Tuesday.The outages could take place in south Orange County and north San Diego County. Click here to see a map of areas that could be affected.“The National Weather Service has issued a Red Flag Warning for inland Orange County for 2 a.m. Monday through 6 p.m. Tuesday, and it has indicated that ‘any rainfall that occurs this weekend will not delay the fire weather potential for very long on early Monday,’” the company said.SDG&E says most Santa Ana winds come from the east and sweep through San Diego County’s backcountry. This event, however, is forecast to come from the north, affecting urban and coastal areas that don’t normally see public safety power outages.“Within SDG&E’s service territory, the strongest winds are expected overnight Sunday through Monday in the San Clemente and east San Juan Capistrano areas in south Orange County and the Camp Pendleton, Oceanside, Pala Reservation and Fallbrook areas in north San Diego County,” SDG&E said.Drive-thru community resource centers will be available starting at 8 a.m. Monday at the Fallbrook Branch Library, 124 S. SAN DIEGO (KGTV) - San Diego Police identified Monday the man shot and killed in the Shelltown neighborhood. Ricardo Moran, 49, was identified as one of two men who was shot on S. 42nd Street Saturday at 1:35 a.m. Officers received multiple 911 calls about gunshots. When they reached the scene, they found Moran and an unidentified 56-year-old man suffering from injuries. Witnesses heard a vehicle speeding away following the gunshots but were not able to provide a description. Moran died at the hospital. The second victim is expected to survive, police said. SAN DIEGO (KGTV) -- San Diego Police need help finding a man accused of burglarizing a boat and leaving behind a meth pipe and his own feces. The owner of the boat, Donnie Vachon, is still trying to pick up the pieces since it happened. He's out thousands of dollars due to damage and stolen property."Put it in perspective, it's just a boat, but it's our boat, it's our family's boat, it's my grand-babies boat," said Vachon.The theft happened in September and since then Vachon has heard of two more boat burglaries.He says the same off-brand soda can was left on both his boat and one of the others burglarized."It's kind of a heartbreaker, you wake up and go to work every day and here it sits," said Vachon, looking at the boat parked in the driveway.Detectives have not yet confirmed whether the burglaries are connected but are looking into it.If you have any information, contact Crime Stoppers.
