SAN DIEGO (KGTV) — High surf forced the west wall at La Jolla's Children's Pool and Ocean Beach Pier closed Saturday.A high surf advisory was issued for the county's coast from Saturday to Sunday at 4 p.m. Surf is expected to peak Saturday with waves up to 10 feet possible along the county's coastline. Sunday, surf conditions are expected to hold through the day.Beachgoers were warned of strong rip currents and possible beach erosion during the surf event. Lifeguards asked that anyone heading to San Diego's beach hold off on water activities and watch the bluffs until the high surf passes.Because of the surf, San Diego Fire-Rescue lifeguards closed the Ocean Beach Pier on Friday just before 10 a.m. and were expected to keep the pier closed through at least Saturday morning. In La Jolla, lifeguards said the west wall of the Children's Pool was closed to visitors, as waves crashed over the barrier. 916

SAN DIEGO (KGTV) - Eighteen-year-old Joseph Preissman is getting ready for his very first day as a college student. But a mistake he made last December is dragging down his final days of summer."It'd be really great to just figure out why we're getting charged so much for something so little, and something that was, like, an accident," he said. The accident happened near Idyllwild. Preissman and a friend were returning from a hiking trip, when he said it hailed. Preissman was coming around a bend and lost control of his car, running into a freeway directional sign and splitting its wooden post. Nobody was hurt, so Preissman thought the accident was ancient history. That is, until July 31, when the Preissman family got a bill from Caltrans to replace the sign - totaling 7.95. All but about of that bill was for labor. "I could even understand half that cost, but I can't understand how it could possibly take three people, let's say from 8 in the morning to 12 in the afternoon, to repair that sign," said Daniel Preissman, Joseph's father. Caltrans spokeswoman Emily Leinen stood behind the bill. She said about 0 of it went to administrative fees. Much of the rest reimbursed the crews for going out to the area and replacing the 16-foot-tall post. They had to make sure it had the proper breaking points for driver safety. Leinen added one crew member had to keep watch for other cars coming around the bend."It's rocky road terrain out there, it’s a mountain, so unfortunately they had to do everything by hand on a blind corner," Leinen said. Caltrans did offer the Preissman's a 10% discount and a payment plan, but Daniel Preissman said even with that the bill is excessive. 1710

SAN DIEGO (KGTV) -- Governor Gavin Newsom is set to visit San Diego Friday in a last-minute push for proposition 13. Newsom will make a stop at Dana Middle School at 8 a.m. as part of his statewide get-out-the-vote tour. Proposition 13 would authorize billion for K-12 schools as well as universities and community colleges. Newsom has said that the bond money would prioritize modernizing schools as opposed to new construction. RELATED: Everything you need to know about Proposition 13 - school and college facilities bondThose against proposition 13, including the Howard Jarvis Taxpayers Association, say it would cause an increase in local property taxes and add to state debt and interest costs.“Like all bond debt, that must be paid ahead of any other priorities, even law enforcement,” the association says. “If there is a recession, too much debt puts us at risk of a reduction in services or demands for emergency tax increases at the worst possible time.”The California Legislative Analyst says the state would pay billion in total - billion in principal and billion in interest. The payments would be made over 35 years from the General Fund, Ballotpedia says. 1196

SAN DIEGO (KGTV) — Governor Gavin Newsom and the state Attorney General California officials served a cease-and-desist letter to two San Diego strip clubs operating amid the state's stay-at-home order. The letter to the attorneys representing Pacers Showgirls and Cheetahs Gentleman's Club said the state has been informed the locations are operating indoors despite restrictions forcing restaurants to offer only take-out and delivery services under the order. The letter was sent by state Attorney General Xavier Becerra on behalf of Governor Gavin Newsom and the Department of Public Health."We are informed and believe that MIDWAY AND F-12 are continuing to conduct indoor operations notwithstanding the Regional Stay at Home Order currently in effect in the County of San Diego. Such indoor operations violate the terms of the Regional Stay at Home Order, which permits restaurants, such as those run by MIDWAY AND F-12, to operate for take-out and delivery services only," the letter said.RELATED: San Diego County fights ruling protecting strip clubs from stay-at-home ordersThe letter says the two groups representing the strip clubs, Midway Venture LLC and F-12 Entertainment Group Inc., must reply by Saturday at 5 p.m. that they will comply with the order or they could face legal action."To protect the health care delivery system of Southern California from being overwhelmed, the State Health Officer determined that immediate, aggressive nonpharmaceutical interventions must be implemented," the letter states. "Specifically, the Regional Stay at Home Order requires that restaurants, including your clients’ restaurants, may continue to operate for carry-out and delivery services but may not offer indoor or outdoor dining or other services that cause people from different households to come into contact for extended periods of time and thereby increase the risk of transmission of COVID-19."San Diego County officials voted this week to appeal any "adverse ruling" to a hearing over whether to allow strip clubs to remain open.RELATED: How long can you safely be in a room with someone infected with COVID-19?Supervisor Nathan Fletcher said on Wednesday that the majority of the board doesn't view strip clubs as essential and "felt that was consistent with common sense." "I’m guessing most folks aren’t going there with all the members of their household, so you have multiple households interacting together in a high-risk setting and so we ordered them closed," Fletcher said. The adult entertainment businesses sued to county and state in October over COVID-19 restrictions that forced them to close indoor operations. A judge issued a preliminary injunction on Nov. 6 that protects the businesses from any enforcement, though the businesses must comply with rules surrounding a 10 p.m. curfew and close early.RELATED: State says San Diego County playgrounds can remain open during stay-at-home orderAfter the county fell into the state's purple tier restrictions that closed indoor operations for many businesses in November, an attorney representing Pacers adult entertainment club told ABC 10News that adult entertainment is a protected form of expression and should be protected as a first amendment right. The Associated Press reported that the strip clubs say they are keeping dancers six feet or more apart and requiring everyone to wear a face covering.Steve Hoffman, the attorney for Cheetahs Gentleman's Club, told the AP that the business consulted with experts who said there's no evidence of increased risk to COVID-19 if dancing is allowed. 3583

SAN DIEGO (KGTV) - Finding financial freedom in San Diego can feel impossible when you're weighed down by crippling debt. Credit cards, students loans, and car payments are some of the biggest drivers.Vista resident Amanda Williams felt the pain of debt back in 2014. She and her now husband Josh were facing over 3,000."I got mad and said I had enough, I hit my breaking point and had to do something," Amanda said. This was around the time she earned her Bachelor of Arts and was working for an IT company making around an hour. Before that, Amanda had been working odd part-time jobs. Amanda and Josh's debt broke down to these main drivers: 658
