SAN DIEGO (KGTV) -- New census data shows that less than a third of San Diegans have their mortgages paid off.Of the more than 228,000 houses located in the city, 60,402 housing units have no mortgage.The numbers were released following a five-year study by the Census Bureau. The study was conducted between 2012 and 2016.Of the cities and neighborhoods with more than 1,000 homes, Harbison Canyon took the top spot for most homes without a mortgage at 41 percent followed by Bostonia also at 41 percent and Coronado at 39 percent. As far as cities and neighborhoods with the least amount of homes without mortgages, San Diego County Estates takes first place at 13 percent followed by Poway at 20 percent and Rancho San Diego at 20 percent. For those trying to buy a home, the county does offer programs to help with down payments and closing costs. SAN DIEGO (KGTV) - Police have identified a man who was fatally shot in the Midway District this week, prompting a standoff with the suspect of the murder in North Park.San Diego Police received a report of the shooting just before 11 a.m. Sunday in the rear parking lot of the 24 Hour Fitness at 3675 Midway Drive. Police arrived to find 27-year-old Alexander Mazin of San Diego suffering from a gunshot wound to the torso.Despite medial aid at the scene, Mazin died at the scene.RELATED: Fatal shooting leads to standoff between police, suspect in North ParkFollowing the shooting, police were led to the intersection of 30th Street and Upas St where an hours-long standoff began.Once SWAT teams entered the apartment, however, they did not find the suspect — identified as 41-year-old Ernesto Castallenos Martinez. SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190

SAN DIEGO (KGTV) - National Voter Registration Day is a reminder to sign up to vote in the next election, a deadline many Americans miss. Voters must be registered at least 15 days before an election. If they fail to meet this requirement, they can conditionally register and vote provisionally, according to the San Diego Registrar of Voters. Voting materials, including sample ballots, are mailed starting 29 days before an election. If you changed your name, moved, or want to switch political parties, you must re-register to vote with a new application. In order to register to vote in California, you must be a U.S. citizen, a state resident, at least 18 years old before the next election, not in prison or on parole for a felony, and not declared mentally incompetent by the court.
