WASHINGTON — President-elect Joe Biden introduced his picks for top health positions in his administration Tuesday, and listed three goals his administration will take to fight the COVID-19 pandemic in his first 100 days.The first of those goals has already been widely reported — Biden says he will ask American to "mask up" for the first 100 days of his administration. He said Tuesday that he will enact mask mandates where he can, like on federal property or on airplanes and other inter-state travel. But he said he's asking the rest of the country to join him in wearing masks even where they are not mandated.Biden also said Tuesday that he hopes to administer 100 million doses of COVID-19 vaccines in his first 100 days. In order to aid his administration in his goal, he says he hopes Congress can pass additional funding that would assist in distribution. (KGTV) - Several North County residents want their money back from a failed Tiny Home community.  Vista resident Greg Dutton said he and a handful of others simply want their ,000 investments back from Janet Ashforth, the brains behind Habitats Tiny Homes, which was planned for a plot of land between Escondido and Poway.“Sounded like a great idea,” said Dutton.  “A whole bunch of tiny homes.  Community garden.  Community clubhouse.”His excitement turned to frustration when he didn’t like the property Ashforth secured.“Really hard to get to.  Hardly any access roads,” he said.Dutton said Ashforth promised to refund his money if he didn’t like the property. However, Dutton requested the refund after Ashforth went into escrow for the property. He showed an email apparently from Ashforth saying he was too late to ask for the refund but she’d return the money anyway.Dutton still hasn’t received his refund. He and several other investors have filed claims at the Courthouse in Vista.10News spoke with Ashforth by phone. She said the project failed “when 30 people didn’t follow through and now they’re expecting their money back.”  She explained none of her investors ordered their tiny homes or took the next steps to keep the project alive.She argued, “The receipt clearly says you can get your deposit back until we open escrow on the property.”  Ashforth said Dutton requested after escrow opened.“I apologize,” she continued. “However, you should take responsibility for the receipt. I don’t have the money to give back because it was invested in the 0,000 property we’re now trying to sell.”Ashforth said she’ll gladly appear in court but admits the money is wrapped up in an empty plot of land. 1826

(KGTV) - The driver responsible for a hit-and-run crash in Encinitas that left a mother with severe injuries was sentenced Monday to one year in jail.Justin Parker hit Ashley Lane on Encinitas Blvd. in September 2017. She suffered multiple broken bones, strokes, and partial paralysis.Parker turned himself in two weeks after the hit and run, as investigators were closing in on tips from the community. Investigators say Parker had been drinking prior to the incident.Investigators said Parker drove his truck to a repair shop in Riverside county to repair the damage. Lane made a victim impact statement in Vista court Monday, calling Parker 'selfish' and 'cowardly'."The only reason you turned yourself in was because of the tips from the community of Encinitas and the hard work from my father. My girls have been hurt the most in this," Lane said.  900

Voters in Mississippi voted to approve a new state flag design.Lawmakers took action this summer to retire the former Mississippi state flag, which contained the Confederate battle emblem.The rebel symbol is widely seen as racist.In the last two months, the process to design and vote on a new flag has moved fast.There was a call to artists to help design a new flag. By law, the new flag must include the phrase, “In God We Trust,” and could not include any depictions of the Confederate battle flag.The designs were narrowed to five based on a public online vote and feedback. Then a commission narrowed it down to a final option.That option, including a magnolia, the state flower, and red, blue and yellow bands, was on the ballot for voters to approve. 766

WASHINGTON (AP) — Joe Biden says he has begun receiving intelligence briefings and warns that Russia, China and other adversaries are attempting to undermine the upcoming U.S. election in November.The presumptive Democratic presidential nominee wasn’t specific and offered no evidence while addressing a virtual fundraiser Friday.However, in the process, he confirmed receiving classified briefings after suggesting as recently as late last month that he wasn’t getting them.Biden received intelligence briefings while vice president but told reporters he wasn’t getting them as of June 30.Classified briefings are traditionally provided to major-party nominees once they win the primary, but Biden won’t formally become the nominee until the party’s convention next month. 781
