SAN DIEGO (KGTV) -- A woman was arrested Wednesday night after police say she hit her neighbor with her SUV in Chollas View.According to police, the incident happened on the 200 block of 47th Street near the 47th Street Trolley Station around 2 p.m. Police say the victim, only described as a 50-year-old white man, saw a woman, later identified as Tantrina Spencer-Simmons, 24, beating her 8-year-old sister with a belt. According to police, the victim confronted Simmons about the beating when she put her younger sister into a white Mitsubishi SUV. While the victim stood in the parking lot calling police, authorities say Simmons stepped on the gas and “intentionally ran over the male victim.”Simmons then fled the scene. Police say the victim sustained severe and life-threatening injuries. Police were able to locate and arrest Simmons on the 4500 block of Market Street around 8:30 p.m. Wednesday. 915

According to police, the incident happened just before 7 p.m. on the 4800 block of of El Cajon Boulevard.Police say the suspect walked up to the victim, who was sitting in his car, and attacked him with the machete. RELATED: Video shows machete attack in EscondidoPolice say the suspect shattered the vehicle’s windows with his machete. The victim got out of the car and ran off. But the suspect threw the weapon at the victim. The blade hit the victim in the back as the suspect then ran away.The victim received a a 3-inch cut on the ride side of his back, and was taken to the hospital with non-life threatening injuries. SAN DIEGO (KGTV) -- Rainwater run-off from the Tijuana River flooded parts of Monument Road, Thursday afternoon. Just up the hill is the border fence that separates Mexico and the United States. But that does not stop debris from flowing into San Diego. Residents in the area say this flooding happens every time it rains. Precipitation means the Tijuana River Diverter gets shut down, which brings in millions of gallons of stormwater run-off, including trash, raw sewage, chemicals, and diseases. To many, the stench is unbearable. “There’s a tire factory that’s dumping chemicals down there. There’s a car battery company dumping chemicals, you have every chemical and disease coming through here, and our poor Border Patrol has to go through it," resident, James Martin said. US Border Patrol's Swift Water Response team closed off Monument Road earlier in the afternoon, while monitoring the flow from above. Because of this toxic run-off, San Diego County announced they have block access to all beaches in the South Bay. They have also temporarily closed the trails at Tijuana River Valley Regional Park. 1123
