SAN DIEGO (KGTV)— Some people in San Diego are still feeling the shakes after yesterday's Ridgecrest Earthquake. It is prompting concerns about activity along San Diego County's own fault lines. Living in California, we can never say, "We never saw it coming." But seismologists said yesterday's quake was very rare. "It comes along here [points at map] and meets another fault perpendicular, and that's not typically what I work on or what I've seen before," Scripps Institute of Oceanography seismologist, Dr. Debi Kilb, said.The epicenter was not close to California's most known and large fault line, the San Andreas. "This is where our main 6.4 [Magnitude quake] occurred," Dr. Kilb said. "You can see, it's not on any of these really well-known faults. So it's occurring on a fault that's unmapped or unknown."Here in San Diego, there are also many smaller, lesser-known fault lines, like the Rose Canyon Fault. It meets the shore near La Jolla, travels right underneath Interstate 5, through Downtown San Diego, and exits out of the Silver Strand. Dr. Kilb said the Rose Canyon Fault has been seismically inactive since before 1900. The more active fault locally is the San Jacinto Fault near Anza Boreggo. But if a quake were to emerge out of Rose Canyon, it could potentially be very damaging to our area. Being along the coast, San Diego could be under water. "Yes, you can definitely get a tsunami from that," Dr. Kilb said. However, she said a tsunami is most likely in San Diego, after a massive earthquake near an active fault, off the Oregon or Washington Coast. In preparation, the City of San Diego is retrofitting many buildings, like the iconic California Tower in Balboa Park. By the end of the seven-month construction project, the Tower should be able to withstand a significant quake. But aside from buildings and bridges, Dr. Kilb said WE should always be preparing for the next "Big One.""Now is a good time to just look around and say, 'Is there anything breakable on my shelves that I should take down? Are the bookcases actually secure to the ground?' So just do a walkthrough," Dr. Kilb said. You are also encouraged to talk with your family about an emergency plan and have a 3-day emergency kit ready for every family member, including pets. SAN DIEGO (KGTV) Sewage contaminated water is keeping swimmers out of the ocean in Imperial Beach. Late Tuesday afternoon, The County of San Diego Department of Environmental Health extended an existing water contact closure to include all of Imperial Beach. The original closure was issued on June 27th for the Tijuana Slough National Wildlife Refuge shoreline. According to the county, sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary. Eric Syverson is a life long resident of Imperial Beach. He keeps a close eye on what's happening in the Tijuana River Valley. "It was dry on Saturday, not dry on Sunday. Monday, we wondered what was going on and now, Tuesday, there was quite a bit of flow this morning and it just smelled horrible and it’s green,” said Syverson. The water was pooling under the bridge on the north side of Dairy Mart Road. "At six a.m. this morning, probably double the volume that’s flowing right now and the air was twice as bad, you couldn’t breath under this bridge this morning," said Syverson. According to a San Diego inspector with the International Boundary and Water Commission, there was transboundary flow Monday night into Tuesday morning from a ruptured potable water line. The IBWC estimates 300,000 gallons of treated and untreated wastewater flowed into the U.S. Initially, the IBWC said the figure was much higher; roughly two million gallons. The number was revised after the inspector determined their gauging station was not accurately recording the flows. Members of Citizens Against Sewage are skeptical. "I’m looking at the gauge data from the river gauge from IBWC's information. We put values on those numbers that they provide, and it’s over seven milllion gallons,” said Lance Rodgers, Co-Founder of Citizens Against Sewage. This is just the latest in a series of sewage spills that have closed South County beaches."There were flows on the second, there were flows on the 30th, the 28th, 24, 23, 20, 19 it’s been a bad month,” said Syverson. Syverson said it's the same problem with no solutions from either side of the border. "I mean, why should we even have to think about it. It's July 9th, we should be at the beach right now, going "God, look at how gorgeous this area is," not standing in a horrible valley wondering how to solve a problem that’s existed for my entire lifetime," said Syverson. The county will continue taking water samples Wednesday morning, but it takes twenty-four hours to get back the results. 2522

SAN DIEGO (KGTV)-- It's been more than a year since the first legal cannabis transaction took place in the City of San Diego. Marijuana industry professionals gave members of the City Council an update on revenue, but also pushed for updated laws.The City if San Diego found out that going green generated green. Since San Diego voters approved of Measure N or the Cannabis Business Tax in 2016, the City’s general fund has increased by .3 million. It's the culmination of a 5% tax from the 14 legal pot shops within the city in 2018.Dallin Young with the Association of Cannabis professionals also updated Council members that crime numbers around marijuana establishments are close to none. However, Young also expressed the industry's hopes for updated city rules. He said the permits are a massive hurdle for pot shop operators. As it stands now, both public retailers and harvesting facilities are only permitted in areas one thousand feet from parks, schools, and churches, 100 feet away from residential areas, and they must be in industrial zones. “Those properties are a little more expensive, they’re off the beaten path, and there are not many available," Young said. Because of these strict rules, Young said future operators struggle to open. More people are applying for permits than what the city has made available. He said the supply and demand for marijuana facilities in the city of San Diego do not align. “We’re just asking for this business and industry to be treated like any other business when it comes to commercial sales," Young said.The industry is also asking the city to consider a place for customers to use their products. Now, people can only smoke pot products if they own their home, or if their lease allows for pot smoking. That is why Young is suggesting the city to approve the opening of a pot version of a hookah bar.“[We are asking for] Consumption at these retail locations or a separate use like a cigar bar or more like a tasting room for a brewery,” Young said.Lastly, Young is hoping the city extends the operating hours for pot shops to match the State's. Currently, the city only allows pot shops to operate between 7 am and 9 pm. The State of California allows for sales between 6 am and 9 pm.“We want to make sure that this industry is thriving and it does well. So if it’s one extra hour, that’d be great," Young said. Young understands that changing rules for a new industry is not easy. But he is hopeful with small changes, it will shift the industry away from illegal sales."I think a lot of people would rather go to a licensed facility than to someone down the street," Young said. 2650

SAN DIEGO (KGTV)- Hundreds of volunteers, from all over the state, are in San Diego for Governor Gavin Newsom’s emergency preparedness campaign. It’s called “California For All.” The campaign is designed to help emergency responders during wildfires and other disasters. California For All campaign is bringing together 600 volunteers. The Community Emergency Response Teams, also known as CERT, is on a mission to help prepare people in the community in case of a natural disaster.CERT members are also trained to assist first responders. “It’s an opportunity for community members to learn basic skills to prepare their community to respond, in case of a major disaster or any event, where the actual true responders can’t get there on time” Dore Bietz. Governor Gavin Newsom and legislators came together to make a million commitment to the campaign. A video message from the governor was played during today’s session. CERT members also help engage diverse and socially vulnerable communities during times of need. “It is very difficult for first responders to come in when there is a language barrier,” says Bietz. CERT is a FEMA- recognized program. Members suggest every household should have a plan in case there is an evacuation in their area. 1265

SAN DIEGO, Calif. (KGTV) - A fire on the USS Bonhomme Richard at Naval Base San Diego started Sunday morning and as of Monday afternoon, continues to burn, adding smoke to the sky and raising concerns over air quality in San Diego.Related: USS Bonhomme Richard fire: 57 treated for injuries after fire erupts aboard Naval Base San Diego shipBill Brick is the Chief of Monitoring and Technical Services Division at the Air Pollution Control District and said there are concerns in some areas but not everywhere. He said they have received reports of people smelling the smoke as far away as Oceanside and Escondido. According to Brick, those people who are farther away may be able to smell the smoke but the particulate matter is less concentrated, so it should not pose a health risk.He said the people who should be aware of health concerns are those nearby the fire who end up directly in the path of the smoke due to wind and also those with prior health concerns such as asthma, lung or heart problems. He said if anyone is close enough to smell the smoke and also gets irritated eyes, they should also be aware that there could be health risks. For any of those people, he advises to avoid exercise, go inside and close the windows to avoid breathing in that air.Brick also said that a problem with this fire is they don’t know exactly what has burned. While the Navy has said they are still within EPA standards, Brick said the focus has been on fighting the fire so it has been hard for them to determine everything that has burned. Brick said they did take samples of the air to see if anything toxic is in the air, but those results will not come back for a few days, so he advises everyone to use caution while the fire still burns. 1751
