OCEANSIDE, Calif. (KGTV) — The Oceanside Main Street program launched a campaign to support local businesses in May and now that restrictions have been extended, so has the fundraiser.Manager Gumaro Escarcega said the goal is for the community to help the community, so they partnered with Whitlock Ink to create t-shirts and masks to sell that say “Oceanside Strong.” Initially, ,000 was raised and a majority of that was distributed to 13 Oceanside small businesses. Escarcega said with restrictions continuing, they made the decision to keep fundraising, so the products are still available.“As the pandemic continues to impact our communities, we felt that we need to send positive messages out there,” said Escarcega.Stacey Holmes owns Otterlei Coastal and said she’s felt the hit of the pandemic, so she was relieved to receive the help from the campaign.“We were able to use the grant for a little buffer, not knowing what tomorrow is going to bring,” she said.She also said that not only is the money-making a difference, but the community is coming together like never before to help each other. She said store owners are encouraging customers to stop by each other’s shops and restaurants, which has also helped.“I’m trying to pay it back forward to, make sure you go visit such and such store, go visit this restaurant or what have you, so even as a business we’re all supporting each other as well,” she said.Escarcega said right now, Main Street is working on another grant program that should be launched in August. OCEANSIDE, Calif. (KGTV) -- In a 5-2 vote Tuesday night, the Tri-City Medical Center's board of directors voted to suspend, indefinitely, care in its inpatient behavioral health unit. The Tri-City Healthcare District has operated a Behavioral Health Unit (BHU) for a number of years and a Crisis Stabilization Unit (CSU) since 2016. The CSU is already closed. According to an administrative staff report, the BHU averages roughly 12 patients per day.The unit provides critical care to a vulnerable population those who are suicidal or suffering from severe mental illness, but the board says keeping it open without making the required building changes could put those patients at greater risk. Tuesday night the Tri-City Healthcare District cited changes in federal regulations as one of the main reasons they will need to suspend services. Those regulations require hospitals to remove all "ligature" risks from rooms - or features that patients could use to hang themselves. The board said that the hospital's "drop" ceilings do not meet the requirements. At least one estimate put the cost to replace the ceilings at million dollars.Upgrading the ceilings is one item on a list of costly projects, a spokesperson for Tri-City Medical Center told 10News.  The overall renovation project will cost .5 million, which include updates to the HVAC system and making other upgrades to the facility to meet current ADA requirements.The board also says there's a shortage of psychiatrists and a budget shortfall in that ward of roughly million. The COO says the move protects the entire hospital from possibly having to close."That is a reason, that is one of the issues that we are facing, lack of psychiatric care for those patients," said Hospital COO Scott Livingstone. "The patients made our argument for us," said Livingstone referring to a patient recently saying she waited 48 hours to be seen.Livingstone went on to say, "You're concerned about a 45 minute drive for a mental health crisis, try a 45 minute drive if you're actively having a stroke and your brain is dying."As the energy in the room grew tense, the board reminded the public that suspending the unit gives the hospital the option to re-open it if a solution is found.The suspension, which could last up to one year, means that any North County residents or "5150 transports"  will be sent to hospitals much farther away. Police and sheriff's deputies say the added time it will take to transport "5150 transports" - or psychiatric patients - to Palomar Hospital in Escondido or San Diego County Mental Health will impact every neighborhood. "With the closure of your facility that will increase probably three to five hours, that's an officer off the street in your city- do you want that?" said La Mesa Police Captain Ray Sweeney.Captain Sweeny told the board roughly one in five adults experiences mental illness each year.A man who battles severe mental illness told the board that the psych unit at Tri-City has saved him countless times. "When I get to the hospital everything changes," he said. "From the moment the first nurse touches my arm, I feel like I'm being touched by an angel."  Some doctors spoke in favor of the move; saying the entire staff supports the decision to suspend the psych ward, but increase outpatient services.The unit is scheduled to close on October 2, 2018. 3558

On Monday, the US House voted in favor of a 0 billion stimulus package that includes funds for the travel industry. Early in the pandemic, airlines were able to retain many employees during the spring in summer with assistance from the federal government as air travel has been cut by over 50% since March. That funding ran out on September 30.The stimulus provides billion through the Payroll Support Program. The program will help airlines pay workers and provide benefits for industry workers through the end of March. The funds also will help airlines transport coronavirus vaccines.In a letter to employees, United Airlines leaders said that its prepared to return thousands of employees who were furloughed in September. Those employees will be brought back on a temporary basis, United Airlines said.“As you know, involuntary furloughs were always a last resort for us and we worked really hard over the summer – through cost-cutting, capital-raising, and partnering with our unions – to make the number of people who were ultimately impacted as small as possible,” said United CEO J. While we have already profiled why results will likely take awhile this year, perhaps no state is better situated to have delayed results than Pennsylvania. WHY PA RESULTS MAY TAKE WEEKSJoe Corrigan, a political consultant in Philadelphia, says with a record number of voters voting by mail, combined with state rules regarding when ballots can be counted, results will take time. "We are seeing about 10 to 15 thousand mail-in ballots requested a day (in Pennsylvania)," Corrigan said. These ballot requests are overwhelming elections offices across the state."Pennsylvania law prohibits county boards of elections from counting any absentee ballots or mail-in ballots until 8 p.m. on Election Day when polls close," Corrigan added. The Pennsylvania Supreme Court ruled Thursday that ballots can arrive until 5 p.m. ET on the Friday after the election and still count. The ballots do have to be postmarked on or before Election Day to be counted.That doesn't even begin to take into account the state is using relatively new in-person voting machines. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645
