SAN DIEGO COUNTY (KGTV)-- As restrictions on businesses ease up, five local DMV offices will reopen on Thursday.Seventy-one California DMV offices across the state will be open Thursday. Same-day appointments will only be made for people with critical transactions such as knowledge and vision tests and disabled parking placards.To honor social distancing guidelines, all behind the wheel tests have been canceled. No new drive test appointments will be available.But one 10News viewer told us that right after the announcement of the reopenings this week, parents rushed to the DMV website. Some were able to book a behind-the-wheel test as early as June 1 for their teens. But minutes later, when she tried to log on for her daughter, who's appointment this month was canceled, it was too late. SAN DIEGO, Calif. (KGTV) - A former North County Boy Scout said he is one of hundreds of sexual abuse victims in a new lawsuit against the Boy Scouts of America.Matt, who only wanted to use his first name, joined the Boy Scouts when he was around 13 years old. He really loved the outdoor activities.“We had a lot of great trips… a lot of good camp outs,” Matt said. Roughly a year after he joined, things changed.“We had an assistant Scoutmaster that started to join us on trips,” Matt said. “He just started spending more time with kids and a lot of these bad things started to happen.”The new lawsuit alleging sexual abuse was filed on behalf of one former scout in Pennsylvania. The total number of alleged victims in this latest wave of accusations is more than 850, according to attorney Andrew Van Arsdale. Matt is one of them.“Our oldest [alleged victim] is in his late 80s. Our youngest is 14-years-old,” Van Arsdale said. Van Arsdale is one of the lawyers involved in the group “Abused in Scouting.” The group came together after hearing the Boy Scouts were potentially filing for bankruptcy. They began a campaign telling victims that they no longer have to be in hiding. “It’s time to come forward. It’s the right time now and the response was overwhelming,” Van Arsdale said. He said he is “100 percent” expecting more people to come forward. For Matt, time has not healed all wounds of what he said the assistant Scoutmaster did to him.“He had come at me on multiple times. I think the first time, I was able to get him away from me,” Matt said. He was able to get away the first time, but not every time. He specifically remembers a camping trip in Camp Pendleton.“I woke up and he had gotten his hands on my genitals and massaging me… I woke up and pushed him off,” Matt said. “I think I just really kind of put it at the back of my head and just tried to forget about it.” But he didn’t forget and he said other kids in his troop were also abused by this man. In a statement, the Boy Scouts of America said that they “believe victims” and that the organization has “taken significant steps over many years to ensure that we respond aggressively and effectively to reports of sexual abuse.” The full statement can be read here. For some, it’s too little too late. “They knew it was a problem for a long time,” Van Arsdale said.“Anytime you got kids with adults having access to kids, you better make sure those adults are reliable, good people. And I don’t know that the scouts are doing that now. I would hope they are, but I know back in the day they weren’t,” Matt said. Matt said he quit because of that assistant Scoutmaster. SAN FRANCISCO (AP) — California has joined nearly two dozen states and municipalities in suing the federal government to stop a new rule that lets health care clinicians decline to provide abortions and other services that conflict with their moral or religious beliefs.California's Attorney General Xavier Becerra filed a lawsuit Tuesday in San Francisco that calls the rule unlawful, reckless and contradictory to laws that seek to protect patients from discrimination and ensure access to care.It says the new rule effectively authorizes discrimination and could curb access to health care for LGBTQ Californians, among others.A similar lawsuit filed in New York federal court on Tuesday was brought by 23 states and municipalities.The city of San Francisco sued over the regulation on May 2, hours after President Trump announced it. 845

SAN DIEGO - At St. John The Evangelist's Sunday night service, the pews were packed to hear why their pastoral associate was resigning.Aaron Bianco was asked to come to St. John August of 2016. His work for the San Diego church: organizing events, budgets and other behind the scenes tasks. His goal, to build up a more inclusive church.Bianco has been married to his husband for 10 years last month, and once he started at St. John, so did the attacks."They've threatened me from shooting me down across the street, to throwing Molotov cocktails into the church," Bianco said.The hate groups sent emails equating him to a pedophile and threatening him. His tires were slashed, fire thrown at the church doors, the office broken into and spray painted with a gay slur."They're no different from organized crime or a terrorist group. They will continue until they get their way," Bianco said their goal was to force him out. "I'm convinced that the gospel is on my side, and they can spew their hate, but I'm not going to allow them to make me hate them back," Bianco said.Last week his personal information including photos of his family and his home address was published on a conservative Catholic website. Bianco said he saw someone in their yard in the middle of the night watching the house.Since the threats, he's added security to his home and filed police reports.He realized it was all too much, "My life and those of my family are more important than any job."Bianco addressed the packed church at Sunday night's mass, "when hate rages like a fire, love rains down, and I feel it from so many of you in this room."Bianco said he believes there is more good in the world than bad, explaining he's received encouraging notes from people all over the world.After his speech, the church erupted, "It made me so happy that everybody stood there and clapped for the longest ovation I've ever heard in a church in my life. Letting him know that we love you, we care about you and you're going to be missed," Parishioner Berena Pe?a said.She attended the church a decade prior and stopped coming because she didn't feel welcome as a lesbian. Her friend convinced her to try again two years ago. She said she could feel the difference, and it woke her up.Bianco said this is not the end, and he will keep fighting. SAN DiEGO (KGTV) - Police deployed tasers to arrest a man following a road rage outburst that got out of control Wednesday evening.Police identified the man as 33-year-old Jason Berard. He was driving a silver SUV that backed into a white pickup truck near Park Boulevard and Howard Avenue in the University Heights neighborhood.  According to the driver of the pickup, they pulled over into a Chevron. The driver of the pickup truck thought they were going to exchange insurance information, but instead, Berard was confrontational.  According to witnesses, Berard punched the other driver before ripping away the man’s cell phone and throwing it on the ground, smashing it.A gas station employee called the police.  After police responded and made contact, police say Berard assaulted an officer. That’s when another officer came to help and fell to the ground during the struggle.Police say Berard took off on foot and got about a block down Howard Avenue but was taken down after an officer using their taser.Berard could be facing battery charges on an officer as well as resisting arrest. 1122
