SAN DIEGO (KGTV) — San Diego Police Officers are patrolling the College Area, cracking down on noise and health order violations as San Diego teeters on the edge of the red tier for coronavirus restrictions.Friday eight cease and desist orders were issued to College Area houses. The reason being the residence "intends to hold large gatherings on Oct. 30, 2020, - Nov. 1, 2020, in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."Saturday on Dorothy Drive near Dorothy Way it was easy to hear music, excited yelling, and chatter from multiple homes. A steady stream of young people came and left various houses.Normally, Jean Hoeger says it gets pretty wild, but when she went out Friday, "it was pretty quiet you didn't see the hoards of kids walking on the street which is kinda common in the College Area."Hoeger is a representative of the College Area Public Safety Committee."There were parties but they all seemed to be inside small groups, loud noise was not really present so nothing you could call into the police department for a noise disturbance," Hoeger said. She said she was proud the students seem to be abiding by the rules, saying, "If they're partying inside their houses with their little group of friends that's fabulous!"Hoeger said huge parties are the most "disconcerting to us any time of the year because it's just disruptive to the whole neighborhood, when they leave most of them are drunk and unfortunately a lot of sexual assaults happen."Any San Diego State students found violating the university's Stay Home order, which lasts through Monday, Nov. 2 at 6 a.m., could face disciplinary action, up to expulsion.Since Aug. 24, SDSU has issued nearly 970 violations, according to a statement from the university."They should be afraid of the consequences of their actions, whether related to COVID or in regards to the San Diego Municipal Code with regard to noise," Hoeger said.Violating the cease and desist orders could result in a misdemeanor offense and a ,000 fine. 2135

SAN DIEGO (KGTV) - San Diegans living in recreational vehicles will soon have an opportunity to find refuge in the city's newest safe parking lot, an expansion of the City's Safe Parking ProgramThe City-funded lot will be in Mission Valley, operated by Jewish Family Service.Right now, there are four safe parking lots, but only one allows RVs."No one told me life was going to be easy, ok? I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future. SAN DIEGO (KGTV) -- San Diego Police are searching for a woman they say robbed a San Diego Wells Fargo bank. According to police, the woman entered the bank on the 9200 block of Miramar Road just before 6 p.m. Thursday. Police say the woman demanded money from the teller, who handed the suspect an unknown amount of cash. The suspect is described as a black woman in her mid-40s who is five feet, six inches tall with brown eyes and black and grey hair. She was wearing a baggie grey hoodie and dark pants. SAN DIEGO (KGTV) - Ross Rock, or as locals prefer "The Rock," has had its share of headgear.The lone rock just off the coast from Sunset Cliffs Boulevard has been the target of vandals in the past and has again been crowned, this time by a mermaid.It's not clear how the mermaid was installed on top of the rock.
