[Xinhua] The provincial meteorological station has issued the highest-level warnings for Sepat.More than 540,000 people in Fujian have been relocated to safe places by 7:00 pm Saturday, according to government officials.All entries of expressways in Fuzhou, capital of Fujian, were closed, while 109 domestic and international flights at the Fuzhou airport were cancelled on Saturday. Xiamen and Jinjiang cities also cancelled outbound flights.The Ministry of Civil Affairs have sent 3,000 tents to evacuated people in Fujian.Downpours have been forecast to hit the coastal areas of Fujian and neighboring Zhejiang Province starting from Saturday night.Passenger liners shuttling from Fujian to Taiwan have been suspended since Friday afternoon and it is undecided when services will resume.In Zhejiang Province, nearly 300,000 people had been evacuated to safety and 27,704 vessels back to harbor by 6:00 pm Saturday.Rain with precipitations of up to 87 millimeters hit Wenzhou, Pingyang, Taishun between Friday afternoon and Saturday.Three large reservoirs in Wenzhou discharged 17.5 million cubic meters of water in advance to leave room for more rainwater.In Guangdong, around 70,000 fishing farm workers on the sea, fishermen and residents in low-lying areas have been evacuated to safe areas.

Shanghai -- British Prime Minister Gordon Brown hailed a new era of environmental cooperation between Britain and China on Saturday and called for a renewed drive for a world trade deal.Brown visited a highly efficient gas-fired power station in Beijing and studied the plans for an environmentally friendly town to be built near Shanghai to underline his keenness to cooperate with China on fighting global warming."We now enter this new era of environmental cooperation," Brown told a news conference in Shanghai after listening to a presentation on Dongtan, billed as the world's first eco-city.Construction is due to start early this year at Dongtan, designed by British engineering firm Arup. It will use renewable energy and will not allow gasoline-fuelled cars.It is the first of a number of low-carbon eco-towns being planned by both Britain and China.Brown, who flies to India on Sunday, pleaded for progress in slow-moving talks on a new world trade agreement."I would like the talks which have now been stalled for some months to resume," he said.All sides would have to compromise to reach a deal but the differences can be bridged, Brown said."In the next few weeks I will ... talk to all the potential players as I've done with the Chinese government, as I will do tomorrow with the Indian government, (about) the importance of us moving forward to a trade agreement as soon as possible."

BRUSSELS - Javier Solana, European Union top diplomat, expressed here on Thursday his concern over Taiwanese leaders' comments on the Chinese province's application for UN membership."I have noted with concern the comments made by Taiwan's leadership on October 24 concerning Taiwan's application for UN membership under the name of Taiwan," Solana said in a statement."The EU has a substantial interest in peace and stability in East Asia. It has a particular interest in the continued prosperity and security of Taiwan and in the maintenance of peaceful relations across the Taiwan Strait," he said.    The fundamental position of the EU is that the Taiwan question must be solved peacefully through cross-Strait negotiations between all concerned parties."We have concerns about the current policy of Taiwan's authorities to pursue a referendum on the question of UN membership in the name of Taiwan," Solana said, adding "This concern flows from the EU's conviction that both sides of the Strait should refrain from statements or actions which might raise tension across the Strait and which might be perceived as a unilateral change in the status quo."The proposed referendum would risk making it harder for Taiwan to enjoy the pragmatic participation in the activities of specialized multilateral fora, "when there are clear public interests for this and when statehood is not required." he said"I therefore want to encourage both sides to take further initiatives aimed at promoting dialogue, practical cooperation and confidence-building," he concluded.

Wen's three-day trip, the first by a Chinese premier in nearly seven years, comes six months after Abe went to Beijing to mend ties chilled by his predecessor Junichiro Koizumi, who repeatedly visited Yasukuni Shrine that honors Japan's war criminals of World War II. Yesterday, the two leaders declared their firm intention to move forward on rebuilding relations, signed agreements on energy and the environment and issued a joint statement that spelt out issues for cooperation. An environmental accord called for the two to work on a successor to the Kyoto Protocol on climate change by 2013. The other agreement committed the two nations to cooperate on developing energy resources and building nuclear power plants in China. In the joint statement, the two vowed to seek ways to jointly develop gas deposits in disputed waters, pursue the denuclearization of the Korean Peninsula, and strengthen defense cooperation. During their talks, Wen said that the history issue is crucial for bilateral relations as it affects the national feeling of the Chinese people. It could be an obstacle to improved ties if not handled well, he added. He urged the Japanese leaders to face up to history and "open up good, forward-looking relations toward a beautiful future". Wen also reiterated China's position on the Taiwan question, hoping the Japanese side can realize the acute sensitivity of the issue and deal with it properly. Abe reiterated Japan's commitment to the principles enunciated in the three joint documents directing bilateral relations. On disputed waters in the East China Sea, the two sides agreed to speed up the negotiation process to seek a solution that is acceptable to both. The two sides pledged to make the area "a sea of peace, cooperation and friendship". Wen arrived in Tokyo just hours after the two countries signed an accord lifting Beijing's four-year ban on Japanese rice imports. China banned imports in 2003, claiming Japanese rice did not meet the requirements of its revised quarantine system. Wen is scheduled to address Japan's parliament today. He will also meet Emperor Akihito and co-chair an inaugural meeting with Abe on a high-level economic dialogue that will involve officials at the ministerial level and above. He will even join in a game of baseball - a popular sport in Japan - tomorrow with college students in western Japan before returning. Meanwhile, Abe accepted an invitation to visit China again this year. Though no timetable has been set, it is widely believed that he will visit in the autumn to attend the celebrations marking the 35th anniversary of the normalization of bilateral relations. His trip is seen as setting the stage for President Hu Jintao's first visit to Japan next year.

The reason: Harry Potter and the Deathly Hallows, the eagerly awaited seventh and final installment, is due out today. And like children around the world, Chinese youngsters can't wait to start reading it, which is certain to make the Harry Potter series the best-selling foreign language books in the country's history. "Never has an English language book attracted such great attention as Harry Potter," said Liang Jianrui, vice-president of the China National Publications Import and Export Corporation, China's largest foreign book trader. The company has imported 50,000 copies of Harry Potter and the Deathly Hallows, or about half of the total imports of the books in China. The figure is in sharp contrast with the company's imports of one of the New York Times bestsellers of about 100 copies. The hardback book, available at retailers, 800 newspaper vendors in Beijing and online book retailers, has US and UK versions. The two versions are slightly different in terms of layout and illustrations, Liang said. The popularity of the Harry Potter books in English has been a result of Chinese people's improved English skills and more frequent cultural exchanges in recent years. "We didn't create the demand," said Liang. "The demand creates this miracle." "All of our stock has been preordered by retailers. The book will hit a record." The UK version is priced at 208 yuan and the US one at 218 yuan (.60), which is lower than 17.99 pounds in the United Kingdom and .99 in the United States. The books arrived in Beijing on July, where they have been stored in boxes reading, "Don't open until July 21". "It is fantastic and exciting to know that Chinese readers are interested in Harry Potter and the Deathly Hallows," said Lucy Holden, head of Children's Publicity at Bloomsbury, the book's British publisher.
