SAN DIEGO (KGTV) — As California deals with its worst energy crisis in two decades and the threat of more rolling blackouts, a lot of people are wondering who -- or what -- is to blame.Energy experts say last weekend’s blackouts are raising new questions about the way the state manages its electrical grid. California is the only state in the west that uses an independent system operator, an entity known as Cal ISO.“This is really just a demonstration that the reliability of the grid is less reliable with [Cal ISO] than when we just had regular utilities,” said San Diego-based energy consultant Bill Powers.Cal ISO manages 80 percent of California’s power grid. It manages the flow of electricity for investor-owned utilities like an air traffic controller manages the flow of privately owned airplanes down a runway. City-owned utilities like the Los Angeles Department of Water and Power are not part of the Cal ISO system.Cal ISO, previously known as CAISO, was formed in 1998 after regulatory changes during the Clinton administration that were designed to make the energy market more competitive.Powers said the fundamental idea was simple: “instead of having these monopoly utilities controlling everything, let's open up the transmission systems.”But it didn’t take long for flaws in the system to emerge. In 2001, market manipulation from companies like Enron prompted dozens of rolling blackouts.In other states like Arizona, utilities are responsible for the electrical transmission within their service territory. Those utilities are able to rapidly respond if conditions prompt the need for additional power generation, Powers said.“[It’s] one-stop shopping. Here it’s two-stop shopping,” he said. “You've got another layer of fat in there. And if that layer of fat is playing the game a different way, simply making sure everyone is covered, then you have the potential to have a breakdown. And we're now experiencing a breakdown.”The most recent major breakdown was in 2011, when 1.4 million San Diegans suddenly found themselves in the dark.A federal investigation into the Great Blackout of 2011 cited “inadequate real-time situational awareness” -- basically bad grid management -- and faulted several entities, including Cal ISO.Edward Lopez, the executive director of the Utility Consumers’ Action Network, said last weekend’s rolling blackouts were another example of bad grid management.“This is an indication that, again, this statewide organization needs to be better prepared and ready to jump into action quicker,” he said.Cal ISO blames another state agency for the recent rolling blackouts, the California Public Utilities Commission, along with California’s evolving energy portfolio.About one-third of the energy California now generates in-state is from renewable sources like solar and wind. When clouds roll in and the winds subside, that can be a problem.“Lack of resources, the heat, those go into account,” Lopez said, “but on the other hand, this was not unpredictable.”Even though more Californians have been staying home due to the pandemic, last weekend’s conditions were not particularly remarkable, he said. With the impact of climate change, above normal temperatures are expected to become more common.One solution to California’s renewable energy problem, he said, is to invest in more energy storage.Cal ISO’s own data shows energy demand last weekend was lower than in previous peak years and there were reserves available, Powers said.“Why do we keep reserves if we’re not willing to use those reserves when conditions get tight?” Powers said.City-owned utilities like LADWP that are independent from Cal ISO did not experience rolling blackouts, one reason Powers thinks there’s a problem with California’s energy air traffic controller.“Maybe we need better rules. SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They’re also looking to stagger start and dismissal times.While some parents believe having students return to school is easier than virtual learning, San Diego Education Association President Kisha Borden said, “I also think it will create a need for more teachers, we may have to utilize more of our visiting teachers.”The state superintendent is also recommending face coverings before entering campus. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. SAN DIEGO (KGTV) - Border agents have seen a huge drop in traffic along the San Diego Sector ports of entry since the Trump Administration restricted all non-essential travel at the U.S.-Mexico border last Friday.In a conference call with reporters on Monday morning, U.S. Customs and Border Protection (CBP) revealed new details about its plan to handle the implications of the restrictions on the migrant population and the cross-border worker population. Recent tweets posted by CBP showed empty ports of entry. “We have seen about a 70% decrease on average at all our ports of entry,” said a CBP spokesperson during Monday’s conference call. That plunge in foot and vehicle traffic comes after the border restrictions took effect on Saturday.CBP said Monday that the restrictions don't apply to U.S. citizens, legal permanent residents or those traveling for medical, work or educational purposes.The agency reports that people’s work verification or documentation is currently on a sort of “honor system”. “At this point in time, we are not formally asking for verification or employment ID,” said a spokesperson on Monday.A spokesperson also reaffirmed that most apprehended migrants will be returned immediately, adding in part, “Individuals are no longer being held in detention areas.Quick interviews will be conducted in the field. Basic biographic scans run in the field as well. Then the individual will be [taken] back to the border and expelled to the country they came from.”There's now at least a 48-hour suspension on migrants crossing for court hearings, said a CBP spokesperson, who added that all new asylum seekers will be reviewed independently. “We're taking each case, case by case, depending on what the claim is, the nationality and the country from which they come from,” he added.“I'm particularly concerned about the asylum migrancy [population],” said Rafael Fernández de Castro, a U.S.-Mexico relations expert at UC San Diego. “In the shelters in Tijuana, sometimes there's 15, 20 [or even] 40 people sleeping in a room. That's basically a horrible story because that's a way to get a lot of migrants contaminated with coronavirus,” he added in his interview with 10News.
