SAN DIEGO (KGTV) --The FDA has placed new restrictions on a controversial birth control device called Essure.  The maker of the implant, Bayer, will only be allowed to sell to providers who agree to fully inform women about the risks and side effects.  A San Diego woman who had the Essure implant is now suing the physician who performed the procedure.  She says she wasn't given enough information and wants to warn others about her experience.  Three months after Essure was implanted she began experiencing severe pain. SAN DIEGO (KGTV)-  Tens of thousands of people in San Diego are on a waiting list for rental assistance.According to the San Diego Housing Commission, the Section 8 voucher program is currently helping about 15,000 families.With the need so great, Team 10 wanted to know if everyone getting help qualifies for a voucher.RELATED: Making It in San Diego: Region needs 143,000 affordable homesUsing information from the San Diego Housing Commission, 10News compared 2017 data on family size and income limits to the maximum annual income limits allowed at the time. The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit.  "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program. SAN DIEGO (KGTV)- While indoor dining at restaurants across San Diego County will be banned for at least three weeks starting Tuesday, outdoor dining can continue.Outdoor dining will be permitted until 10 p.m. and take out, delivery and drive-thru are still allowed.San Diego landed on California’s watchlist as COVID-19 cases continue to rise, prompting the latest restrictions.Museums, movie theaters, cardrooms, and family entertainment centers must also restrict indoor activities.Poway Mayor Steve Vaus hopes to make the situation a little easier to manage for Poway restaurant owners.RELATED: San Diego to close some businesses as COVID-19 cases spike“With the state and the county restricting indoor dining for three weeks, I wanted to make sure to provide a lifeline,” he said. “We could buy some picnic tables, put them in parking lots and adjacent areas as long as they need them, and then we can repurpose them in the parks.”His proposal will head to Poway city council for approval on Tuesday night.“I suspect that the council is going to approve this unanimously,” he said.Vaus said the tables would be paid for through the CARES Act, and business owners would not have to pay a fee to use them.“Absolutely free,” he said. “We’re trying to make life easier. Players will have to quickly adjust to the first major renovation at the famed South Course in more than a decade."I can't wait to see them play it and see what their scores are and try to hear some of their comments," Scott Bentley, who helps oversee the City of San Diego Parks and Recreation Golf Division, said while giving 10News a tour of the changes Monday ahead of the tournment.Respected course designer Rees Jones, who helmed the last major renovation to Torrey Pines in 2001, examined advanced analytical data from the 2019 tournament, studying where the pros are hitting their shots. Jones used that information to recommend changes, moving several bunkers to locations that will force players to make a difficult strategic decision on how to approach the hole. SAN DIEGO (KGTV)- Thousands of survivors laced up their walking shoes this morning to support breast cancer survivors and others battling the disease.The annual Susan G. Women San Diego Race for the Cure was held in Balboa Park this morning. The main focus of the event is to bring awareness to breast cancer.Organizers say early detections and knowing your family health history can save your life.“When I was 10 my mom was diagnosed with breast cancer. So I’ve been really diligent throughout my whole life in getting mammograms," Survivor Merrilee Neal says. Komen San Diego offers a number of free resources, including free mammograms.“I am a recipient of the Susan G Komen free mammograms and that’s where my breast cancer was detected,’ says survivor Wendy Shurelds.In San Diego, six women are diagnosed with breast cancer each day. The state of California and the Komen Foundation teamed up for an initiative, called “The Circle of Promise,” to educate women.“The Circle of Promise was created for African American women, due to the fact that the African American women mortality rate is 41% higher in San Diego than any other race.”The goal for the event was 5,000.
