BEIJING, April 27 (Xinhua) -- China should still be alert to the credit crisis starting in the United States more than one year ago that has afflicted the Chinese financial sector and export, Ou Minggang, deputy editor-in-chief of Chinese Banker magazine, said on Saturday.     Ou told Xinhua during an interview that domestic banks and other financial institutions bear the brunt of the widespread U.S. subprime mortgage crisis, as those agencies' asset value and book earnings would dip to some extent.     "Currently the impact on domestic financial institutions is still limited," he said.     The Industrial and Commercial Bank of China, the country's largest lender, said at the end of last month its 2007 net profit rose 64.9 percent year-on-year to 82.3 billion yuan (11.7 billion U.S. dollars).     The Bank of China posted a 31.3 percent net profit rise in 2007 after booking 1.3 billion U.S. dollars as an impairment allowance for its 4.99 billion U.S. dollars in investment in securities linked to U.S. subprime mortgages by the end of last year.     However, the International Monetary Fund (IMF) said on April 8 that the recent financial turbulence triggered by the collapse of the U.S. subprime mortgage market could cost the global financial system to the tune of 945 billion U.S. dollars.     "The global financial system has undoubtedly come under increasing strains since October 2007, and risks to financial stability remain elevated," the IMF warned in its latest Global Financial Stability Report.     Ou said, "The crisis also made Chinese financial supervision regulators face up to the challenges of balancing financial innovation and risks, which requires them to push forward the reforms in the country's financial system in a more cautious manner."     Experts warned that financial risks know no national boundaries and some foreign capital has fled from the Chinese financial market as many banking titans including Citigroup and Merrill Lynch were in deep water in credit crisis.     China's benchmark Shanghai Composite Index, which covers both A and B shares, shrank nearly half from the peak of 6124.04 points of Oct. 16 last year to 3094.67 points on April 18.     The overnight announcement of a cut in share trading taxes drove Chinese stocks 9.29 percent higher in soaring turnover on Thursday, with the key Shanghai Composite Index up 304 points to 3,583.03, the largest gain since Oct. 23, 2001.     Chinese regulators announced curbs on the sale of non-tradable shares that come out of lock-up periods on April 20, another move to bolster the falling market.     However, market observers held that the credit crisis and the U.S. economic slowdown are still casting gloom over Chinese investors' confidence.     Experts said the crisis was spreading beyond the financial sector. Consumption confidence in the United States is dampened as the credit crisis unfolded, with Chinese exports also hurt.     From January to March, China's total exports rose 21 percent to206 billion U.S. dollars, 6.4 percentage points lower than a year earlier. The exports to the U.S. grew 5.4 percent to 53 billion yuan, 15 percentage points lower than the same period of last year, according to customs statistics.     In the trade hub of southern Guangdong Province, the growth of exports to the United States dwindled to 4.8 percent in the first quarter of this year from 15.5 percent in the same period of 2007,said Wu Gongquan, vice director-general with the province's department of foreign trade and economic cooperation.     Zhang Yansheng, director of the International Economic Research Institute under the National Development and Reform Commission, said China needs to shift its economic driving force from relying on exports to domestic consumption, technology upgrading and management innovation.     Ou added that the country should increase financial transfer payments to help low-income families to consume more and boost the consumption in the vast rural areas.     Experts suggested that Chinese exporters should upgrade their products mix and open new markets besides their traditional key markets in the United States and Europe.

BEIJING, Aug. 6 (Xinhua) -- Senior Chinese leader Jia Qinglin urged here on Wednesday that the role of the Chinese People's Political Consultative Conference (CPPCC) in scientific and democratic policy-making should be strengthened.     "We should increase the forms of political consultation and make it an important aspect in making scientific and democratic policies," Jia, chairman of the 11th CPPCC National Committee, said at a seminar held by political advisory body.     Jia, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, stressed improving democratic supervision in three phases: information, communication and feedback.     Jia said the work in the latter half of 2008 would be extensive and tough, and he urged officials at all levels to closely track changing international economic trends and research the new issues emerging in domestic economic development. BEIJING, June 16 (Xinhua) -- Prevention of secondary disasters, such as landslides and mud-rock flows, amid rain storms and frequent aftershocks following the May 12 earthquake was an "urgent task", said the quake relief headquarters of China's State Council on Monday.     "New geological disasters can happen at any time due to the long-lasting aftershocks and much stronger precipitation as the country's rivers enter the flooding season," the headquarters warned after a meeting presided by Premier Wen Jiabao.     The quake zone and the rain-lashed southern regions are the focuses of the prevention work, according to the meeting.     Work must be sped up to remove the dangers of quake-formed lakes, quake-damaged dams and hydropower plants as well as dikes of major rivers, the headquarters said.     The headquarters urged local governments and related departments to strengthen monitoring and alarms of rains, floods and aftershocks, and told quake-hit regions to base their recovery plans on geological hazard assessment. The meeting focused on the prevention of secondary disasters of quake    Up to 50,000 residents were asked last week to move from highly-dangerous terrain in Wenchuan, epicenter of the May 12 earthquake, to shelters built on open and solid ground before June30 to avoid secondary disasters.     As of Monday noon, 12,437 aftershocks had been detected since the 8.0-magnitude quake struck southwest Sichuan Province, official figures show.     By Sunday, at least 57 people had been killed and 1.27 million people relocated as rainstorms and floods ravaged nine provinces and region in south China.

  

HARBIN, Aug. 30 (Xinhua) -- Top Chinese political advisor Jia Qinglin on Saturday urged new social and economic development in northeast China's Heilongjiang province, in accordance with the country's strategy to revitalize the old industrial base.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the requirement during an inspection tour of Heilongjiang from Aug. 26 to 30. He visited local farms, enterprises and research institutes.     He said Heilongjiang, the country's largest production base of commodity grain, should make more efforts on grain production, by further increasing agricultural input and infrastructure construction. DUSHANBE, Aug. 28 (Xinhua) -- Chinese President Hu Jintao and his Kyrgyz counterpart Kurmanbek Bakiyev on Thursday agreed to promote cooperation of the two countries in various fields.     During a meeting with Bakiyev here, Hu said "The consensus reached between us during my visit to Kyrgyzstan last year to fully deepen the mutually beneficial cooperation in all areas has been orderly put into practice, and bilateral ties have made new progress."     China attaches great importance to its ties with Kyrgyzstan and regards Kyrgyzstan as an important partner in Central Asia, he added.     Hu urged the two sides to well implement bilateral cooperative programs in the building of roads and railways, and to promote business at land ports to deepen bilateral trade and economic cooperation. Chinese President Hu Jintao (R) meets with Kyrgyz President Kurmanbek Bakiyev in Dushanbe, capital of Tajikistan, on Aug. 28, 2008, during the annual summit of the Shanghai Cooperation Organization (SCO).     The president said China is also willing to strengthen security cooperation with Kyrgyzstan.     Bakiyev said Kyrgyzstan has increased contacts with China "in all fields and at all levels" after Hu's visit in 2007.     He also highly spoke of bilateral cooperation under the framework of the Shanghai Cooperation Organization (SCO) and other multilateral organs.     "The Kyrgyz government, legislature and political parties will make all efforts to promote ties and advance cooperation in all areas with China," he said.     Speaking of the situation in Central Asia, Hu said China pays close attention to the changes of regional situation and will make its own efforts to promote solidarity, social stability and economic development among Central Asian nations.     China is also willing to closely coordinate with Kyrgyzstan to make Central Asia become a harmonious region featuring lasting peace and common prosperity, he said.     Bakiyev said Kyrgyzstan will continue to make efforts along with China and other nations in the region to safeguard regional peace and stability.     The meeting was held on the sidelines of the SCO summit which concluded earlier Thursday. The SCO, founded in 2001, groups China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.     After paying a state visit to Tajikistan and attending the SCO summit, Hu would fly to Turkmenistan on Thursday night. He has already visited the Republic of Korea, the first-leg of his three-nation tour in Asia.
