SAN DIEGO (KGTV) - The California Attorney General’s office sent a warning to HiCaliber Horse Rescue in Valley Center, days after a Team 10 investigation into the group’s practices.The rescue is delinquent with the Registry of Charitable Trusts for failing, in part, to submit its 2016 taxes, according to the Attorney General’s office.HiCaliber told Team 10 investigator Jennifer Kastner it was honest mistake that’s being addressed.RELATED: Questions of fraud and abuse at prominent horse rescueThe group told 10News it received an extension on its 2016 taxes because of a personal emergency.The rescue recently came under fire for euthanasia and questionable fundraising practices. 692

SAN DIEGO (KGTV) — The military poured .1 billion into San Diego's economy, according to the Military Economic Impact Study released Thursday.The figure higher than expected, according to Executive Director of SDMAC Mark Balmert, due to more ships stopping in San Diego and more sailors and Marines coming to the region.The author of the report, Dr. Lynn Reaser, said these numbers back the idea the military is a mega-industry. She noted San Diego is home to one in every six of the nation's sailors.The study's results were announced across the bay from Naval Air Station North Island, at the Harbor Drive Annex. Mayor Kevin Faulconer was among the speakers and drove home the message: Don't take our military for granted."Those dollars are really going to help every portion of our city," Faulconer said.The focus of this year's study surrounded NAVWAR, Naval Information Warfare Systems Command. The Navy communications headquarters used to be known as SPAWAR. "The new plan is to develop those 70 acres into a technology hub with the NAVWAR headquarters at its center and that will change the Midway District. It will be wonderful for San Diego and it's wonderful for the Navy," Balmert said. "What that's going to mean for our national security for our entire country but also to connect the airport to the trolley," Faulconer added. NAVWAR produced billion in gross regional product and houses 26,000 jobs, according to Balmert, who described the jobs as, "among the better jobs in our community they're high tech jobs, high paying jobs."The study states more than four-fifths of the workforce hold at least a four-year college degree. About two-fifths hold a Master's or Doctorate degree.Reaser said those jobs are secure and will grow, "two-thirds of NAVWAR's employees work in cyber security which is a major emerging cluster in the overall county."Balmert said the future looks brights for San Diego's military growth. He said in the next five years we will double the amount of submarines at Point Loma and add another aircraft carrier to our home port. SAN DIEGO (KGTV) -- The County has announced 61 sites where you can easily drop off your mail ballot ahead of the March 3 primary. According to County News Center, those who wait to drop off their ballot past Tuesday, February 25 may want to drop it off at one of the county sites before Election Day. The drop-off sites will be open during each location’s business hours from Monday, February 24 through Election Day Tuesday, March 3. “More than 1.3 million San Diego County voters have chosen the convenience of mail ballots and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites provide a great service for voters. They help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”The sites are located at 61 libraries throughout the county. Click here for a list of locations. The county warns that the sites are not for early voting, but for mail ballots only. Voters can also drop off their mail ballot or vote in person at the Registrar of Voters located at 5600 Overland Avenue. The office is open 8 a.m. through 5 p.m. Monday through Friday. SAN DIEGO (KGTV) -- The California Department of Motor Vehicles announced new safety measures for its offices Thursday as the coronavirus pandemic continues across the state.Starting Thursday morning, every person who goes to a DMV location will get their temperature checked before they're allowed inside.Previously, only people getting in-car driving tests were subject to temperature checks.A DMV spokesperson told ABC 10News they'll follow CDC guidelines, only letting people inside if their temperature is below 100.4 degrees."We always follow the guidelines that are issued by the CDC," said DMV spokesperson Cynthia Moreno. "So, following their guidelines, we decided that it would be best to start taking the temperature of all of our customers and our employees to make sure that we follow the safety protocols."The temperature screening is in addition to safety measures already in place, which include mask requirements, social distancing, limited services available and hand-washing and sanitizing stations located throughout each field office.Because of all that, DMV officials say it's best to do as much as you can on the agency's website and avoid coming into the offices, if possible."We want to make sure the people who come to our offices feel safe," said Moreno. SAN DIEGO (KGTV) — The County of San Diego is providing free COVID-19 testing to all school employees returning to in-person learning, a recommendation by the California Department of Public Health.There are more than 80,000 school employees across the county. “This is everybody from bus drivers, to food service workers, to teachers, to administrators,” said Music Watson, the Chief of Staff for the San Diego County Office of Education, or SDCOE.While most schools are sticking with distance learning, for now, some are preparing to return to in-person learning starting in September.The school employees that do return will be tested for COVID-19 often.“The recommendation is that in any given two month period, you’ve tested 100% of school employees, with about half being tested in any given month,” said Watson. “People who are doing distance learning and teaching in a distance format and not coming into contact with students and school staff, they’re not going to have to be tested.”The county is partnering with SDCOE to develop more testing sites specifically for school employees by late September.Testing is currently available at the more than 20 county coordinated sites at no cost to school staff.If positive tests are discovered, classrooms, schools, and districts may need to shut down for two weeks.“If 5% of a classroom tests positive, that classroom would close, and they would self-isolate. If 5% of a school tests positive, the school would close for two weeks, and if 25% of district tests positive, the entire district would close for that two week self-isolation period,” said Watson. “In a classroom, 5% is basically one student or teacher, that’s why it’s so important to have a testing protocol in place.”If a classroom or school does have to shut down, students will continue learning for the two weeks.“That doesn’t mean all of a sudden it’s 14-days of no learning, it means transitioning to virtual which might be online or packet work depending on the particulars of that situation,” said Watson.It’s not currently recommended that asymptomatic children get tested for COVID-19, but if a parent or guardian wants their child tested, they should discuss it with their pediatrician. 2222
