SAN DIEGO (KGTV) -- Two people spotted by police smashing a window at a Pacific Beach Wendy’s restaurant were arrested after leading officers on a chase.The incident unfolded at around 1:15 a.m. at the fast food restaurant on 1621 Grand Ave., according to San Diego police.Officers were in the area when they saw two people smash a window at the eatery. When police tried to make contact with them, they got into a pickup truck and drove away.The truck reached speeds of up to 100 MPH as it led police on a pursuit towards Interstate 8.Police’s ABLE helicopter helped ground units track the truck into the Midway District, and as the vehicle tried to make a left turn on Rosecrans Street, it crashed into the center divider.The truck then entered a nearby strip mall and came to a stop. The two occupants got out, but officers arrived and took them into custody.Police are trying to determine if the window smash was part of a burglary attempt or an act of vandalism. 975

SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156

SAN DIEGO (KGTV) - Two more migrants were diagnosed with the flu in the county shelter downtown and one was sent to the hospital, according to Jose Alvarez Communications Specialist with the County of San Diego Communications Office.The flights have been landing at Lindbergh Field since May 14th, easing overcrowding in Texas detention centers.Border Patrol officials stated migrants are given a health screening in Texas before they travel to San Diego, and are screened again once they land.County Health officials stated a total of 31 migrants have been diagnosed with the flu since May 19, officials say. There they get another health screening and starting Thursday, everyone gets a mask and Tamiflu pill as a precaution to keep the sickness from spreading. The pill and a flu shot is offered to staff and volunteers at the shelter.As of Friday, extra nurses are coming into the shelter to check on the group and ensure no one else has come down with the flu.Those who are diagnosed go with their families to a hotel that has individual air units, so they don't spread the virus. They are educated on why they should stay in the room and, if they leave, what precautions to take so they don't infect others.Migrants in the shelter can come and go as they wish.Border Patrol stated migrants who exhibit flu-like symptoms are not allowed to fly and instead are given medical treatment in Texas. Gavin Newsom issued the order requiring Californians to remain home amid the COVID-19 pandemic.But residents aren't totally locked into their homes during the order.RELATED: What's the difference? San Diego (KGTV)- A high school teen decided to use his passion for science and astronomy to create a virtual space camp. The teen hopes to spark the interest of kids around the county and beyond.Ryan Clairmont is a junior at Canyon Crest Academy High School. He says his interest in astronomy started at a young age.“I remember when I was 6 or 7 years old, I went to the Palomar observatory,” says Clairmont. “I was able to look through their 60-inch telescope at Jupiter and the moon. It was an eye-opening experience for me.”The teen had plans to participate in a bio-physics internship this summer, but it was canceled due to the pandemic.“At that point, I realized there must be a lot of other children in San Diego and across the country, whose in-person summer programs have been canceled for the summer.”That’s when Clairmont created Cosmoto, a free virtual space for kids.Each day kids will learn about a different space topic and participate in hands-on science experiments and activities. All of the materials for the activities are low-cost items you can find at home. The full list of supplies is located on the Cosmoto website.So far, more than 100 kids have signed up for the virtual space camp.There are five weeks of lessons. Kids can start at any time. 1278
