Ricardo Rossello to call on the Puerto Rico Electric Power Authority (PREPA) to cancel its contract with the subcontractor that caused the massive outage."I have suggested to the PREPA Board of Directors that they cancel the contract with the Cobra subcontractor who is directly responsible for this power outage," he said in a statement Wednesday.An excavator operated by D. Grimm, a subcontractor for Cobra Acquisitions, apparently caused the blackout, according to the authority. Workers had been removing a fallen tower when the machine got too close to an energized line and an electrical ground fault caused the outage, according to Mammoth Energy, Cobra's parent company.The same company was responsible for an outage that affected 870,000 customers after a tree fell on a power line last week, PREPA said."This is the second power failure that has affected the people of Puerto Rico in less than a week," Rossello said. "This incident denotes the need to transform PREPA into a cutting-edge, modern and robust corporation. HOUSTON, Texas -- Police engaged a driver in a prolonged slow-motion chase along Houston highways Thursday morning.According to KTRK, the chase started after a 911 call to a disturbance. The suspect reportedly pistol whipped a woman and fled when police arrived.Police believed the suspect might have been armed during the pursuit.The chase started out as a high-speed chase. But when the SUV suffered a flat tire, the driver briefly stopped on the highway before proceeding at very slow speeds.Several miles later, the driver again pulled over and the SUV was surrounded by authorities.  Yet somehow the SUV was able to drive away again.After another brief chase, a patrol car performed a PIT maneuver to stop the SUV for good.Officers surrounded the vehicle and pulled the driver out.The driver was removed from the scene on a stretcher. 872

Too much of the old-fashioned favorite can cause health problems such as irregular heart rhythm, especially in people over 40.Black licorice contains a sweetening compound called glycyrrhizin, which can cause a drop in potassium levels. It is a move that other nations have made. Canada has already implemented such a ban, and the European Union's menthol ban goes into effect in 2020. According to the FDA, menthol may reduce the irritation and harshness of smoking. According to FDA statistics, more than half of youth smokers smoke menthols. Also, a disproportionate number of minorities smoke menthols. Studies have also suggested that using menthol makes it more difficult to quit smoking, the FDA says. There have been groups, such as the African American Tobacco Control Leadership Council, that have pushed the federal government to ban menthol cigarettes.
