NEW YORK, Sept. 23 (Xinhua) -- Chinese Premier Wen Jiabao said Tuesday that China and the United States are not rivals but partners in cooperation and they should work together to further strengthen bilateral relations.     In a speech delivered at a luncheon co-hosted by the National Committee on U.S.-China Relations and other friendly American organizations, Wen said China-U.S. relations have made significant progress since his first official visit to the United States in 2003.     High-level contacts between the two sides are more frequent than ever before, said Wen, who arrived here Tuesday to attend meetings at the headquarters of the United Nations.     "There are now over 60 dialogue and consultative mechanisms between our two countries. The Strategic Economic Dialogue and the Strategic Dialogue have in particular played an important part in increasing strategic mutual trust between the two sides."     On economic cooperation, Wen noted that China and the United States are now each other's second largest trading partners.     Dialogue and cooperation have also extended to a number of new areas, such as energy resources and climate change, he added.     In addition, China and the United States have maintained communication and coordination on global security issues such as counter-terrorism and non-proliferation and on regional and international hot-spot issues, the Chinese premier said.     The ever-deepening friendship between the two peoples is an integral part of growing relations between the two countries, Wen said.     He also expressed sincere appreciation to the American people from all walks of life for their abiding commitment to China-U.S. friendship and extended heartfelt gratitude to the U.S. government and people for their strong support for China's earthquake relief and efforts in hosting the 2008 Beijing Olympic Games.     As to the China-U.S. relations after the upcoming U.S. presidential election, Wen said China hopes to maintain and develop the constructive and cooperative relations with the United States whoever becomes the next U.S. president. History has shown that the smooth development of China-U.S. relations depends, to a great extent, on the proper handling of the Taiwan question.     "We hope the U.S. side will stick to its commitment, adhere to the one China principle and the three China-U.S. joint communiques, and oppose Taiwan independence," he emphasized.     "We hope the United States will support improvement of relations and the realization of common development between the two sides of the Taiwan Strait. This serves the interests of people on both sides of the Taiwan Strait and is conducive to China-U.S. relations and peace in the world."     Wen also took questions after delivering the speech. When asked about China's food safety, he said that the Chinese government has paid great attention to the country's recent infant formula milk power contamination incident and adopted a series of resolute measures to deal with it.     China will take vigorous measures to ensure the quality of products and food safety, Wen said, adding that China's exports will meet both international standards and requirements of importers and China is willing to enhance cooperation with the U.S. in this regard.     U.S. Secretary of Labor Elaine L. BUDAPEST, May 8 (Xinhua) -- Jia Qinglin, head of China's top political advisory body, on Thursday met with Hungary's parliament speaker and put forward a package of proposals for further expanding friendship and cooperation between China and Hungary.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), held talks with Szili Katalin, speaker of the Hungarian National Assembly in Budapest Thursday morning.     During the meeting, Jia suggested that the two countries should maintain high-level contact so as to deepen political trust. The two countries should also expand trade and economic cooperation in a bid to promote common development. China will continue to encourage well-established companies to invest in Hungary. It will also adopt effective measures to increase imports from Hungary and encourage enterprises from both countries to carry out active and concrete cooperation, Jia said. BEIJING, Aug. 8 -- China's consumer inflation may continue to decline in July, marking the second consecutive month this year that it has dropped, according to economists' estimates.    That may mean a departure from the rising spiral of inflation after it peaked at an annualized 8.7 percent in February. Lehman Brothers economist Sun Mingchun said his team's research found the July consumer price index (CPI), the main barometer of inflation, may drop to 6.7 percent year-on-year from 7.1 percent in June.     The domestic Bank of Communications research arm said the figure could fall at 6.4 percent, which is also the estimate of Southwest Securities. China's consumer inflation may continue to decline in July, marking the second consecutive month this year that it has dropped, according to economists' estimates.    One of the reasons why prices are stable is that there has been no flooding, a regular feature of the rainy seaon, said Sun of Lehman Brothers.     Daily price data from the Ministry of Agriculture and the National Development and Reform Commission show that agricultural product prices rose only slightly in July while meat prices fell. Weekly price data released by the Ministry of Commerce also showed a moderate decline in food prices.     The relatively high statistical base of last July also contributed to the drop in inflation this July, said Guo Tianyong, economist with the Central University of Finance and Economics.     China's CPI hit 5.6 percent year-on-year last July, the first time it reached the 5-percent level that year.     "If no major natural disaster hits China in August, CPI could fall below 6 percent in August, providing more room for the government to remove its price controls," said Sun.     Economists said that without many unexpected incidence, it will gradually ease to around 5 percent by the year-end.     A possible price liberalization of oil products, however, should not be a one-off adjustment, which will put a huge pressure on the country's battle against inflation, Guo said.     China raised the prices of oil products and electricity late June. Analysts said that once the inflation pressure eases, policymakers may start a second round of price liberalization, which may lead to a rebound in CPI.     If such liberalization moves are indeed made, they should be done in phases, not in one go, said Guo. Only that will ensure inflation does not peak again, as it did in February.     The pressure from the rising producer price index (PPI), which gauges ex-factory prices and influences CPI, may be a concern, but even taking into consideration its impact, consumer inflation may no longer exceed the February peak in the coming months and the first half of next year     "The worst times are behind us," said Dong Xianan, macroeconomic analyst with Southwest Securities.     "From the second half of last year, the tightenting stance had been obvious, which is a pre-emptive move to ensure the current easing of inflation."     Macroeconomic growth     The economic growth may gradually slow down in the rest of the year, analysts said, but the fine-tuning of policies would shore it up.     Dong from Southwest Securities forecasts that given the current growth momentum, the whole-year figure for GDP growth may be 10.1 percent, well below the 11.9 percent of last year. Other estimates are around the 10 percent mark.     The global economic slow-down, which reduces external demand for China's exports, will bring much trouble to China, but its domestic consumption and investment will remain stable, analysts said.     More importantly, the central authorities may adjust its tight policies to cater to individual demand of regions and sectors that have found it difficult to survive the tightened policies.

"We remain ready to negotiate future arrangements, modalities and timing ... once the conditions for negotiations have been established."

    BEIJING, Oct. 8 (Xinhua) -- President Hu Jintao on Wednesday urged China to carry on the spirit of unity, courage, "people first" and scientific thinking that characterized the May 12 earthquake relief effort.     At a ceremony in Beijing's Great Hall of the People to honor outstanding organizations and individuals for their contributions to the rescue and relief work, Hu said the spirit should be promoted among the Communist Party of China (CPC) members and the public.     This would help advance the sound and rapid economic and social development.     He said that in face of the major disaster, the CPC Central Committee had listed quake relief as the most important and urgent task for the Party and country as soon as possible.     Quake relief headquarters under the State Council had been set up and a system to coordinate the military and local governments had been established to mobilize the nation to advance the quake relief and reconstruction.     "We organized the fastest quake relief work with the most people mobilized in China's history, saved as many as possible lives and minimized the losses from the disaster," Hu said.     The 8.0-magnitude quake was the most destructive one since the People's Republic of China was founded in 1949, with more than 30,000 aftershocks, affecting 500,000 square km over more than 10 provinces, autonomous regions and municipalities, including Gansu, Shaanxi and Chongqing.     It was felt in 417 counties, 4,667 townships and 48,810 villages. It left 69,227 dead with 17,923 still missing. Despite her tremendous grief, Jiang kept helping others affected in the quake.     Hu Jintao said the May earthquake was "a great test of Chinese will, courage and strength, as well as the Party's ruling capability."     "The relief work showed the great strength of the CPC and the socialist state, the great strength of the 1.3 billion Chinese people, the great strength of the reform and opening up, and the great strength of socialism with Chinese characteristics," he said.     During his speech, Hu suggested people who attended the ceremony stand in silent tribute for compatriots who died in the quake and the martyrs who sacrificed themselves in the relief work.     RECONSTRUCTION NOW A MAJOR FOCUS     Hu said the anti-quake work had again proved China's system of socialism had great vitality for development with the advantage of "concentrating strength on big events."     This proved people are the real driving force for the country's development.
