SAN DIEGO (KGTV) - 10 years ago, a Poway teen disappeared during a jog, and a collective sense of security was never the same. What followed were massive searches and an outpouring of support from the community. The investigation led to the arrest of the man who killed teenagers Chelsea King, 17, and Amber Dubois, 14. Carrie Cave's daughter Amber vanished in 2009 while walking to Escondido High. She planned to purchase a lamb that day and raise it as part of a school program. Her fate was revealed a year later after Poway High School senior Chelsea King went missing during a jog near Lake Hodges."I remember not being able to breathe. Your whole body is shaking," said Brent King, Chelsea's father.The evidence trail led to convicted sex offender John Gardner, who was ultimately convicted for a series of crimes, including the rape and murder of the two girls. Their bodies were recovered. After an emotional confrontation with Gardner in prison, Cave decided to forgive Gardner before he was sentenced."I got the answers about her last moments that I wanted ... I forgave him because I had another daughter to raise, and if I didn't, I wouldn't be able to live," said Cave.Cave started a search and rescue group. Her dog Amber discovered the remains of missing San Diego native and nursing student Michelle Le in the Bay Area in 2011."It was a lot to take in. I sat under a tree for two hours and cried," said Cave.That emotion is something the King family also knows well. The family channeled their grief and helped pass Chelsea's Law, a state law which enhanced sentences, parole terms and monitoring for violent sex offenders who commit crimes against children. To date, more than 2,500 offenders have been charged under Chelsea's Law."Because of Chelsea's Law, our children are safer, but that doesn't mean they're safe," said King.Besides advocating for laws, the King family's nonprofit Chelsea's Light Foundation has handed out over 0,000 in scholarships to local children. A run celebrating Chelsea's memory was held for eight years, before coming to an end.In 2014, Chelsea’s brother Tyler King directed a documentary he called “Chelsea’s Light: A Brother’s Journey.” "She is with us. That's the best I can tell you. She drives us every day to smile, to see life in a really beautiful way," said King.For Cave, a decade after the arrest of her daughter's killer, her grief is still complicated."It gets easier, but it still hurts ... I do good sometimes and then my emotions get all screwed up," said Cave.Cave says her she's still forging her daughter's legacy. She plans to start fostering children in the probation system."Not many people are willing to take in the kids. I just want to help kids. That would be a good legacy," said Cave. 2773
SAN DIEGO (KGTV) — Current COVID-19 restrictions in San Diego County are crushing the coin-operated game industry.From manufacturers to those who place games in restaurants, business is almost non-existent. The industry is calling on the county and state to step in before the local businesses are no more.Doug Hutton says his passion for coin-operated games started at a young age before blooming into a successful business 31 years later."Instead of putting all our money into the games, we should buy a game and I said that's the stupidest idea and suddenly here I am," Hutton said. "Three or four games in a restaurant and we share that revenue with the restaurant."Then the moment that all but ended the game. California ordered restaurants to close indoor operations due to the spread of the coronavirus."The governor mandated all restaurants needed to be closed for dine ins so, of course, that means we're out of business too," Hutton said.No quarters meant no money. No money meant no jobs for his five employees."It's been really hard. I mean first I had to lay them all off and they knew, I mean we had a meeting and I don't have a choice, there's no revenue," Hutton said.Five months later, Hutton's business is in the same predicament.For a moment, he thought he'd gotten a new life. Positive cases of COVID-19 were dropping and businesses reopened in San Diego and Southern California. Hutton said he had a safety plan ready."Maybe I don't want to wear a glove but I still want to sanitize, I mean that's not hard these are easy to come by. Our industry is selling them," says Hutton.Then a resurgence of cases and indoor operations once again came to a stop. Hutton's world got put on tilt. With no signs of things letting up he worries the stay at home orders are driving the arcade game industry out business."I've got to feed my family. I've got to pay rent here," Hutton says. “There are thousands and thousands of people and it’s crushing the whole industry."Hutton believes the only way to survive is by getting the government to allow businesses to get in the game before time runs out."The only way I won't come back is if I can't wait it out long enough," said Hutton.In a statement to ABC 10News, San Diego County Supervisor Kristin Gaspar said, in part, "Much like the clock winding down on a popular arcade game, the family entertainment industry is in a race against time to stay solvent. This unprecedented shutdown has dealt family entertainment centers a heavy blow with no relief in sight. SAN DIEGO (KGTV) - A 98-year-old woman is being evicted from her Ocean Beach home after living there for nearly three decades. Betty Morse moved into her tiny Ocean Beach cottage back in the late 1980’s. After her husband died, she needed a place she could afford. “I was by myself, but I managed,” Morse said. “I could walk to work.” Morse said the rent was about 0 when she moved in. “It was a beautiful place to live because you could walk to the beach and watch the sunset,” she said. This little place by the beach that fits her so well was supposed to be her last stop. "See, I figured I'd lived a wonderful life in Ocean Beach, and I want to live and die here, you know, because I feel so comfortable here,” Morse said. “It's my little house, and it's all I know.” Morse said this year she was asked to sign a new rental agreement. Her family had some disagreements with a couple of changes made by the landlord: one was a no-smoking addendum. Morse told 10News after decades of being a smoker at 98-years-old, she quit so she could stay in the home. Despite her efforts, she said after the attorneys went back and forth a few times, she received a 90-day-notice in July terminating her tenancy. Morse doesn't know what to do if she’s forced to leave. “I don’t know who will rent to me because in two months I’ll be 99 and they are not going to be happy to rent an apartment,” she said. During her 30 years at the property, Morse said she never had a problem with the rental. A fixture in the neighborhood, she knows San Diego Mayor Kevin Faulconer and his mother. "She said, 'Kevin, I want a picture of Betty with you' and he said 'OK mom,'” she said. “He came over to the step and she said, 'She's very unsteady on her feet, Kevin, don't let her fall.'" Morse said her rent was always paid on time, a trait she picked up from the one man she ever loved. "Before he died, when he was in the ICU, he had a tube, but he wrote, don't forget to pay the rent.” A model tenant, Morse is using Section 8 housing assistance to help cover her rent. According to the termination notice she showed to 10News, the owner is electing to opt out of the Section 8 program and not renew the lease. It states the owner will be conducting substantial renovations to the unit and following the renovations the owner desires to rent the unit at a higher rental value, being that of the market rate value. The notice states the owner will be opting out of Section 8 entirely."They clearly state on their 90-day notice that their just cause is they don't want to comply with Section 8,” said Pamela Macias with San Diego County Evictions. Macias is working with Morse and her family to try and keep her in the home. "She's willing to pay market rent and just for no reason at all they want her out,” Macias said. Morse does have children, and instead of being out on the street she could move in with one of them. However, nearing the century mark she worries about being a burden.“I don't want to be in a nursing home either,” she said. “I still want to be independent.” The 90-day-notice has expired and Morse is still living in the property. The property owner filed an unlawful detainer, which is basically an eviction lawsuit. Team 10 contacted the owners of the property; they declined to comment due to pending litigation. Housing Assistance in San Diego The San Diego Housing Commission (SDHC) states that more than 6,000 landlords are participating in the rental assistance program. Most landlords don’t usually stop participating in the program, but it does happen, according to the commission. They say the Section 8 Housing Choice Voucher Rental Assistance program includes options to meet the needs of both landlords and tenants. Landlords can increase rents for rental-assistance tenants as they would for market-rate tenants as long as 60 days’ notice is provided to the rental assistance tenants and the new rent is determined to be reasonable.According to SDHC, to evaluate the reasonableness of the rent it compares the requested rent to the rents on other units on the premises with tenants who do not receive rental assistance. Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019 a new amendment to San Diego’s source of income ordinance will prevent landlords from declining a tenant based only on the household receiving rental assistance. “It opens large opportunities for our clients to receive assistance and utilize their voucher in the City of San Diego,” said Carrie Leverett, director of the SDHC rental assistance department. “It allows our clients to maintain affordable housing and find affordable housing. SAN DIEGO (CNS) - Violent crime in San Diego County rose in the first half of the year for the fifth consecutive year, according to a report released Tuesday by the San Diego Association of Governments. The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,545, up from 5,510 last year; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounts to a 4% bump in violent crime. Reports of property crime went the opposite direction, falling from 30,447 in 2015 to 27,236 in 2019, an 11% decrease. The mid-year numbers of violent and property crimes in 2019 are vastly different from 2009, when the city received 6,256 violent crime reports and 35,204 property crime reports. Violent crime reports dropped 11.4% in that span, mainly because robbery reports fell from 1,931 to 1,411, according to the SANDAG report. Despite the overall drop in robbery reports, this year's number increased 5% compared to the same six-month period last year. Arson reports saw the largest drop from last year to this year -- falling 28% from 190 to 136 -- while homicides dropped from 40 to 38. Reported property crimes fell 22.6% from 2009 to 2019 and residential burglaries saw the biggest decrease in that time, dropping 53.9% from 4,460 to 2,054. Larceny over 0 was the only category to increase from 2009 to 2019, rising from 7,578 to 8,527. Reports of rape fell to 539 after reaching 604 at the midway point of 2018. However, numbers since 2015 may be somewhat deceiving, as California law enforcement broadened the definition of rape in 2015 to include ``male victims, sodomy, penetration with any body part or object, and no longer requires force,'' according to SANDAG Division Director of Criminal Justice Dr. Cynthia Burke. SAN DIEGO (KGTV) — A Descanso woman whose power was cut during last week's Red Flag warning was surprised to receive a utility estimate showing an increase in power use.Cheryl Erpelding's power was taken away for parts of both Oct. 30 and Oct. 31, when SDG&E was trying to prevent a wildfire from igniting and spreading. Still, she got an estimate from SDG&E showing that she used the most power during the parts of those two days when the power was on. "If you're going to email me how much I'm using, why don't you email me a better guess," Erpelding said. RELATED: Homeowners with solar heated about SDG&E proposal to raise minimum billErpelding's weekly estimate showed she used 31 kilowatt hours on Oct. 31, and 26 kilowatt hours on Oct. 30. On other days of the week, her usage ranged from 16 to 24 kilowatt hours.SDG&E says the reason for this is Erpelding is a solar customer. The estimate she received reflects her net usage, which usually reflects credit for her putting power back into the grid. That reduces her net usage significantly. During the public safety power shutoffs, she did not put power back into the grid, but still used power during parts of the day it was on.
