BEIJING, Aug. 19 (Xinhua) -- China on Wednesday called for more policy assistance and financial support to encourage the development of small and medium-sized enterprises (SMEs).     Attendees at a State Council executive meeting, chaired by Premier Wen Jiabao, agreed that promoting the sound development of the SMEs was of great importance to maintain economic growth and social stability.     The government would exert more efforts to improve the policy and law system to create a more open and fair competition environment for SMEs.     Measures would be taken to help SMEs tackle financing difficulties, and the establishment of the Growth Enterprise Market (GEM), the country's first Nasdaq-style market, would speedup helping small companies raise fund.     The central government would also increase funding to support the SMEs, especially in sectors such as technological innovation, industrial structure adjustment and employment.     The government would pick some SMEs to participate in the country's subsidized purchasing program of home appliances, agricultural machinery and automobiles in rural areas as well as the auto, home appliance replacement program.     Attendees at the meeting demanded better services for SMEs and support to promote technological progress and structure adjustment in SMEs.     They also reviewed and approved draft regulations on national body-building and on the administration of joint-venture establishment of foreign companies or individuals in China. Both regulations would be released to public after further revision.

GUANGZHOU, Sept. 15 (Xinhua) -- One person is missing and more than a million residents affected as typhoon Koppu landed in southern China's Guangdong Province Tuesday, local authorities said.     About 1.06 million people in 69 townships in Jiangmen and Yangjiang cities were feeling the effect of the storm at 6 p.m., said Guangdong Flooding and Drought Relief Headquarters. One person in Zhuhai City is missing.     In Shenzhen City, 169 flights were delayed on Tuesday, stranding nearly 10,000 passengers.     The typhoon, the 15th this year, has brought heavy rains to Guangdong.     In Yangjiang City, where the typhoon downgraded into a strong tropical storm, fallen trees and branches could be seen along the roads.     In Sanya City in the southern island province of Hainan, the typhoon brought rain of more than 167 millimeters.     Shipping services across the southern Qiongzhou Strait, which have been suspended since Monday afternoon, were expected to resume Wednesday.     Local experts have warned of flash flooding, with the possible dangers of mudslides and landslides.     Koppu would bring heavy rain to most parts of southwestern Guangxi Zhuang Autonomous Region, Hainan and Guangdong during the next two days, China's central observatory said.

BEIJING, July 24 (Xinhua) -- Chinese President Hu Jintao said Friday that the role of the United Nations should be bolstered in handling the global economic downturn, achieving sustainable development, and safeguarding world peace and security. As a permanent member of the UN Security Council and the largest developing nation, China has always observed the principles of the UN Charter, supported the UN's efforts to improve security, development and human rights and its reform to increase efficiency, Hu said to visiting UN Secretary-General Ban Ki-Moon Hu.     "China will continue to join in the UN undertakings and carry out its duties with responsive and constructive attitude, and will work with the international community to build a harmonious world," Hu said. TAIPEI, Oct. 4 (Xinhua) -- Taiwan is on high alert and taking early actions including pre-storm evacuations in expectation of typhoon Parma, barely two months after typhoon Morakot devastated the island.     More than 1,200 villagers from four counties including Nantou, Chiayi, Kaohsiung and Pingtung have been evacuated as of 1 p.m. on Sunday, in case of mudslides triggered by Parma. These people were sheltered in safer places, local authorities said.     "Taiwan has been working hard to get ready for the typhoon, in the hope of reducing people's losses. Even if Parma doesn't come, we take it as successful relief exercises," said Wu Den-yih, head of "Executive Yuan"on the island.     Wu and deputy head Chu Liluan inspected precaution work against the typhoon in various places on Sunday.     It started raining after noon Sunday in Taitung County, and evacuation in several villages were completed in the evening. Classes in a village schools would be suspended on Monday, local media reported.     Chou Hsi-wei, head of Taipei County, said on Sunday authorities of cities, towns and counties could decide by themselves whether to suspend classes or work.     In early morning of Sunday, Taiwan's meteorological authorities issued warnings of torrential rain across the island from Sunday to Wednesday. Local observatory also forecast heavy rainstorms in northern, eastern and southermost Taiwan from Sunday to Monday.     The island's rescue authorities have prepared 70 helicopters and more than 100 ships for disaster relief operations.
