SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. SAN DIEGO (CNS) - San Diego County students' performance on standardized tests in English and math mostly held steady from the previous year, according to scores released Wednesday by the California Department of Education.The performance of San Diego County students on the California Assessment of Student Performance and Progress tests generally surpassed that of students statewide, according to the department. The CAASPP tests were administered in the spring to more than 3 million students across the state in grades 3-8 and 11. In San Diego County, 26.45% of the more than 250,000 students who took the tests exceeded the state standard in English, up slightly from 25.79 percent the previous year. According to the state, 30.1% met the standard, down slightly from 30.46% last year; 20.89% ``nearly'' met the standard, down slightly from 20.93% last year; and 22.55% failed to meet it, down from 22.82% the previous year. In math, 23.45% exceeded the standard, 21.6% met it, 24.84% nearly met it and 30.12% failed to meet it. The percentages from the previous year were 22.52%, 21.76%, 25.37% and 30.36%, respectively. Statewide, 22.23% exceeded the standard in English, while 28.64% met it, 22.4% nearly met it and 26.73% failed to meet it. In math, 19.69% exceeded the standard, 20.04% met it, 25.41% nearly met it and 34.86% failed to meet it. The statewide scores were all also moderately improved from the previous year. SAN DIEGO (CNS) - One person was killed today in a fiery collision near Fairbanks Ranch Country Club.The crash, which involved a big rig and another vehicle, happened at about 12:30 p.m. in the 14900 block of San Dieguito Road in the North City area, according to San Diego police.The accident forced a closure of the roadway in the area to allow for investigation and cleanup, SDPD public affairs Sgt. SAN DIEGO (CNS) - San Diego City Council President Georgette Gomez announced Thursday she will place a proposed ballot measure to expand police oversight and create an Independent Police Practices Commission on the docket for the June 23 council meeting."The murder of George Floyd has exposed a crumbling faith in government and mistrust of police that must be addressed immediately," Gomez said. "It's critical that we build trust between communities and law enforcement and restore the public's faith in police oversight. We need to address the reality that many communities have been treated unfairly by police and have nowhere to turn to correct injustice."During a marathon meeting Tuesday that lasted about 10 hours, dozens of people phoned in during the public comment period and called for defunding the police and voicing support for the Black Lives Matter movement."I want the public to know that we are advancing the Independent Police Practices Commission measure without delay, and my hope is to bring together everyone on the council -- Democrat, Republican, Independent -- for a unanimous vote," Gomez said.
