JINAN, Sept. 18 (Xinhua) -- Chinese Vice Premier Hui Liangyu has called on authorities to give more support to the country's major grain production areas so to ensure grain supply and security.Hui made the comments while attending a grain production seminar held in Yantai City of east China's Shandong Province on Friday and Saturday.The vice premier demanded efforts be undertaken to promote agricultural production in the country's major grain production areas, which he said were of great importance to China's agricultural development.Hui urged authorities to offer financial assistance to these areas and ensure the continuous increase of farmers' incomes.China was facing and would be confronted by increasing challenges in grain production, such as the challenge to meet market demand for agricultural products and ensure quality, Hui said.To address these challenges, he said China must improve support to farmers to increase their enthusiasm for growing grain.Efforts should also go to improving production capacity in the agriculture sector, promoting agricultural technology progress and accelerating agricultural reform, the vice premier said.During the rest of the year, relative authorities should focus on improving agricultural production management and disaster prevention to guarantee a bumper autumn grain harvest, as well as ensuring market supplies and price stabilization of commodities such as vegetable, meat, grain and edible oil, he said.

MATYBULAK RANGE, Kazakhstan, Sept. 16 (Xinhua) -- Ma Xiaotian, chief commander of the 1,000 Chinese troops taking part in the "Peace Mission 2010" in south Kazakhstan said Thursday that the ongoing military exercise of the Shanghai Cooperation Organization (SCO) is purely a strategic action against terrorism.MAJOR CONTRIBUTIONS TO REGIONAL, WORLD PEACE"Peace Mission 2010" involves 5,000 troops from five of the six SCO member states -- China, Kazakhstan, Kyrgyzstan, Russia and Tajikistan -- from Sept. 9 to 25. Uzbekistan is not taking part.The ongoing exericse never targets or constitutes a threat to any country, Ma emphasized.Ma, who is also deputy chief of the People's Liberation Army General Staff, said China's purpose in taking part in the military drills was the same as the previous six military exercises launched under the SCO framework."We aim to put in place a common understanding among SCO member states to further strengthen cooperation in various aspects, including national defense cooperation, maintaining regional security, peace and stability, and to show the resolution, willingness and capability of the SCO member states to fight the three evil forces of extremism, separatism and terrorism," Ma said.CHINA'S NEW EQUIPMENTMa said the Chinese weaponry used in the exercises were all new and by and large represented the latest development of Chinese troops' equipment.Ma said China had three goals in using the new equipment.Firstly, it showed China attached high importance to this joint exercise and defense cooperation among SCO member states, he said.Secondly, it indicated Chinese troops' determination, will and capability to strike terrorism.And thirdly, it promoted military transparency, Ma said.According to the Chinese general, the Chinese air troops were assembled home in Chinese territory and took part in the exercises by long-distance projection, which was the first time in the history of Chinese air forces.By contacting the troops of the other countries in the exercises, Chinese troops had also learned a lot of good practices and experiences, Ma said.JOINT DRILL ADVANCES SMOOTHLYMa said the massive joint drill had unfolded successfully at present.He said the troops had staged two joint training sessions with cooperation of command personnel and troops of all sides."The process of cooperation is also a process of mutual learning and understanding. It has become more smooth and much better," Ma said, "The next step is to switch to live firing and nighttime exercises once the conditions allow."KAZAKHSTAN'S EFFORTS FOR DRILLS' SUCCESS LAUDEDMa highly appreciated the efforts made by the Kazakh side to ensure the success of the anti-terror exercises.He said that Kazakhstan, as the host country, had made full preparations and arrangements for the drills in various aspects, including overall planning, force delivery, preparations for the drilling grounds, the designs of military field camps, and logistics support.EQUALITY, CONSULTATION, MUTUAL BENEFITWhen asked whether the drills were "dominated" by China and Russia, Ma said, before the drills started, all the five participating countries had jointly held four rounds of consultation and participated in the overall planning and designs of the drills.The principles of equality, consultation and mutual benefit were demonstrated and followed both during pre-drill training and the drills, Ma said.The common desire and consensus of the SCO member countries were reflected in the drills and requirements from each participating country had been taken into account, he said.He also noted that the succes of the SCO drills relied on the concerted efforts made by each participating member country.Joint anti-terror drills of the SCO entered the second phase on Monday at the Matybulak range near the largest Kazakh city of Almaty.

NEW DELHI, Nov. 1 (Xinhua) -- Zhou Yongkang, a senior official of the Communist Party of China (CPC), on Monday asked for joint efforts to promote China-India relations."It is an inevitable trend of history to consolidate and develop the peace and friendship between China and India," Zhou told a seminar on China-India ties."We should extract nutrition and wisdom from history to persist in maintaining peace, friendship and mutually beneficial cooperation, and to be good neighbors, good friends and good partners forever," said Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee.He made a five-point proposal on the further development of China-India relations: Zhou Yongkang (L), a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Political and Legislative Affairs Committee of the CPC Central Committee, meets with Indian Prime Minister Manmohan Singh in New Delhi, capital of India, Nov. 1, 2010.First, both sides should promote political mutual trust."We should maintain high-level visits and exchanges, strengthen communication and cooperation between our governments, parties, parliaments and the armed forces, promote cooperation in defense and security, respect and accommodate each other's core interests and major concerns and continue to build up strategic mutual trust," he said."By doing so we can further consolidate our strategic cooperative partnership," he added.Second, the two countries should expand cooperation in economics and trade."We should intensify cooperation in areas of resources, energy, agriculture, manufacturing, infrastructure, information technology, etc. and also promote mutual investments," he said."We should properly settle problems arising in these fields, reduce restrictive measures against each other to achieve mutually beneficial and win-win results," he added.Third, China and India should expand friendly exchanges."We should further our exchanges and communication in the fields of culture, education, science and technology, promote exchanges between our two countries' academic institutions, youths, as well as press and media, so as to boost mutual understanding and trust between our two peoples," he said."We should do more things conducive to the Sino-Indian friendship and create a good atmosphere for the healthy development of bilateral ties."Fourth, both sides should strengthen international cooperation."We should actively coordinate our stances and strengthen cooperation in international affairs and deal together with global issues including climate change, food security, energy and resource security, terrorism, separatism and extremism, so as to safeguard developing countries' interests," he said.Fifth, the two should strengthen friendly consultation.For controversial issues and disagreements, the two countries should properly handle them on the basis of mutual respect, consultations on equal basis and mutual understanding and mutual accommodation, so as not to let specific issues affect the overall relations, he said.This year marks the 60th anniversary of China-India diplomatic relations."Looking back into our history of exchanges, we felt that peace and friendship between China and India were deeply rooted in the history and culture of our two countries and among our two peoples," said Zhou, who is also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee."It is an established policy and strategic decision of the party and the government of China to develop friendly relations with India," he said.Zhou arrived here Sunday for a visit. NEW YORK, Sept. 22 (Xinhua) -- China on Wednesday urged all parties to seize "new opportunities" to find a diplomatic solution to the Iranian nuclear issue.Chinese Foreign Minister Yang Jiechi made the remarks in a meeting on Iran with his counterparts from the United States, Russia, Britain, France and Germany in New York."At present, there are new opportunities in advancing the diplomatic solution to the Iranian nuclear issue," Yang said."All parties should use the positive elements in the current circumstances to further enhance diplomatic efforts so as to push the Iranian nuclear issue back to the track of dialogue."Yang said that China will continue to play a "constructive role " in the international community's effort to find "a comprehensive, lasting and fair" solution to the Iranian nuclear issue.A statement issued after the foreign ministers' meeting called for an "early negotiated solution" to the Iranian nuclear issue.The foreign ministers are "ready to engage with Iran," the statement said.The six-nation ministerial meeting on Iran was held on the sidelines of a UN high-level meeting on the Millennium Development Goals (MDGs).

  

BEIJING, Sept. 27 (Xinhua) -- Chinese Premier Wen Jiabao and his Spanish counterpart Jose Luis Rodriguez Zapatero discussed ways to make Sino-EU relations more mature and stable in a phone conversation on Monday.Wen said China highly values its economic and trade cooperation with Spain and firmly backs Spain and the European Union (EU) in their efforts to overcome difficulties and realize economic recovery and growth.Wen spoke highly of Spain's active role in promoting ties between the EU and China.He said reinforcing a comprehensive strategic partnership between China and the EU is in the fundamental interests of both sides as profound changes are taking place in the current international political and economic landscape.He urged political leaders on both sides to offer vigorous guidance in this regard.The Chinese premier, who will attend the 8th Asia-Europe Meeting and the 13th China-EU summit early next month, said he is looking forward to mapping out comprehensive cooperation plans with the EU side and exploring ways to jointly tackle global challenges.Wen also said he wishes to work for pushing forward the resettlement of problems existing between China and the EU, so as to make the bilateral relationship more mature and stable and make it develop forward with full vitality.On his part, Prime Minister Zapatero spoke highly of the development of the Spain-China relationship and expressed thanks to China for its strong support for Spain as well as the EU to tackle the financial crisis and stabilize the economy.He said Spain would like to use the mechanisms such as the mixed committee on trade and economic cooperation between the two countries to enhance economic and trade cooperation with China in an all-round way and boost the further development of their bilateral ties.He said the EU attaches great importance to its ties with China, and the 13th China-EU summit is of great significance to the development of a comprehensive strategic partnership between the EU and China, adding that Spain is ready to contribute to the success of the meeting.
