Central China's Hubei Province has banned pearl farming in all lakes, rivers and reservoirs in an attempt to prevent water quality from worsening, local aquatic products administration said Saturday.Pearl farms have covered a total area of 13,000 hectares in the province, and the annual output has exceeded 400 tons, a spokesman with the administration said.Some farmers resorted to pesticides and manure to farm the pearl oysters, which has caused swathes of algae to bloom in the water, and turned the water stinky, he said.The administration said it would not approve new applications to establish such farms, and has ordered all water areas used to cultivate pearls to be cleaned.Over the past several months, blue-green algae outbreaks, usually caused by pesticides runoffs and other pollutants, have been reported in Taihu Lake, Chaohu Lake and the Dianchi Lake in southwestern China, endangering domestic water supplies.Zhou Shengxian, director of the State Environmental Protection Administration (SEPA), unveiled a set of tough new rules early July to tackle worsening pollution in the three lakes.The rules include a ban on all projects involving discharges containing ammonia and phosphorus. He also ordered all fish farms to be removed from the three lake areas by the end of 2008.

Soaring global oil prices have led to small refiners drastically cutting down on production - forcing Sinopec to fill the void.Since the prices of refined oil products are set by the central government, the refiners - private or local-government-owned - find it unprofitable when the price of crude is as high as is now. Crude prices reached a record .80 a barrel at the New York close on Monday."Surging international crude prices are exerting mounting pressure on the local market (by discouraging small refiners). We are already running at full capacity to ensure fuel supply," Mao Jiaxiang, vice-president of Sinopec Economics & Development Research Institute, told China Daily Tuesday.Sinopec is Asia's top refiner, feeding the bulk of fuel consumption in China. But due to capacity limitations at its plants, there is a rising gap between demand and supply.Mao pointed out that fuel shortages are mainly triggered by the production drop at medium- and small-sized refiners scattered around the country, which contribute 5 to 10 percent of the country's supply.The National Development and Reform Commission (NDRC), the top economic planner, keeps a tight lid on domestic fuel prices to fend off inflation, only allowing refiners to set prices within an 8 percent band of a government-imposed benchmark.Sinopec will have more refining capacity on stream next year, which will help ease supply pressure, Mao said.This year, it is believed Sinopec may import more oil products from abroad if necessary. The company imported 60,000 tons of gasoline in September and sold it at a lower price.Gasoline retailers raised prices by 2.92 percent in the first nine months after crude costs climbed, the NDRC said in a statement on its website on Monday.However, the NDRC said last month that energy prices will not be raised "in principle" this year after the consumer price index (CPI) hit a 10-year high of 6.5 percent in August."As global crude prices and the CPI stay at high levels, it is possible for the authorities to seek a compromise by not raising fuel prices but giving subsidies to major refiners at the end of the year," said Niu Li, an economist with the State Information Center affiliated to the NDRC.

BEIJING -- The Industrial and Commercial Bank of China (ICBC) has planned to open a subsidiary in the United States, as part of its going-global strategy which also involves Russia, Indonesia and the Middle East, Board Chairman Jiang Jianqing said here on Wednesday."Preparations have been going on smoothly. We hope to receive approval from American authorities as early as possible," said Jiang, a delegate to the ongoing 17th National Congress of the Communist Party of China, at a news briefing.Jiang said that next month the ICBC would open a branch in Russia and take over the Bank Halim in Indonesia. Applications to set up new branches in Dubai and Doha have been approved by the banking authorities of China, paving the way for its march into the emerging Middle East market.In its latest overseas expansion, the ICBC clinched an agreement with Seng Heng Bank Limited on August 29 to acquire a stake of nearly 80 percent of the bank in Macao for 4.683 billion patacas (US5 million), according to the bank's website.Jiang said that the ICBC would "cautiously" advance its going- global strategy. "Only when the price, opportunity and place are right will we make a move."The bank has established more than 100 branches so far in 13 countries and regions, mainly through greenfield investment, merger and acquisition. But overseas business only contributed three percent of its total assets and four percent of its profits. ICBC¡¯s Shanghai-listed A shares surged 2.68% to 5.75 yuan, giving it a market capitalisation of 4bn, according to Reuters calculations. That exceeded the 1bn capitalisation of Citigroup, previously the world¡¯s biggest bank, when its shares closed at .73 in New York on Friday. HSBC Holdings was in third place with 5bn. Shares in ICBC, which listed in Shanghai and Hong Kong last October, have gained 15% this month on the back of a rally in China¡¯s booming stock market as well as strong growth in the bank¡¯s own earnings. The State Administration of Radio, Film and Television has called a halt to all TV and radio programs on plastic surgery or sex-change operations.The administration issued a notice on Thursday that forbids programs with such "indecent themes and bloody and explicit scenes".As the decision states, it is forbidden to plan, program or broadcast any programs about plastic surgery or sex-change operations.The decision came as growing numbers of local TV stations decide to broadcast such programs, which have attracted complaints from many viewers.For example, Sun Min, a viewer in South China's Guangdong Province, said she found the scenes of plastic surgery in "New Agreement on Beauty", broadcast by a local TV station, to be "horrifying and sickening"."Ongoing programs of this kind should be stopped immediately," said the notice. "Any party that violates the rule will be punished."The administration has already stopped broadcasts of "New Agreement on Beauty".In response, He Yi, an official with the Guangdong TV Station, said that the program's production team understands the administration's decision and would abide by it.The administration's move came a week after it banned "The First Heartthrob", a local talent show broadcast in Southwest China's Chongqing Municipality, due to its vulgar content.The program caters to "low-grade interests", with the judges and songs on the program often featuring bad language.The administration said this seriously damages the image of the television industry and has a negative social influence.The director of the program has already been fired by Chongqing TV station.
