BEIJING, June 22 (Xinhua) -- Shang Fulin, chairman of the China Securities Regulatory Commission (CSRC), on Sunday vowed to deepen reform and boost regulation to promote a stable and healthy development of the capital market.     The CSRC would rationally balance the market supply and demand, and regulate the pace of fund-raising, Shang told an interior meeting in Beijing.     The stock regulator would encourage and steer funds into the market for long-term investment and gradually improve the inner market stabilizing mechanism.     China's benchmark Shanghai Composite Index have fallen 54 percent from its all time high in mid October 2007. The steep decline came amid fears that the tightening measures would erode corporate profits and the equities supply would overwhelm demand.     Analysts said the regulator has been delaying approvals of initial public offerings over the past couple of months to stabilize market that was hard-hit by weak investor sentiment.     Shang noted the CSRC would boost cooperation with the prosecutors on crackdown on market manipulation, irregular information disclosure, and false information and rumors distributed to manipulate stock prices. VIENTIANE, March 29 (Xinhua) -- Chinese Premier Wen Jiabao arrived here on Saturday evening, starting his working visit to Laos.     Wen is also scheduled to attend the 3rd Summit of the Great Mekong Subregion countries -- China, Laos, Vietnam, Cambodia, Thailand and Myanmar -- to be convened in this Laos capital city on Monday.     According to the Chinese Foreign Ministry, Wen, invited by Lao Prime Minister Bouasone Bouphavanh, will meet with Lao President Choummaly Saygnasone and hold talks with his Lao counterpart Bouasone on future bilateral cooperation.     Wen and Bouasone are scheduled to attend the signing ceremony of cooperation agreement in the sectors of economy, technology, coal and e-governance. BEIJING, May 28 (Xinhua) -- General Secretary of the Communist Party of China Central Committee Hu Jintao met with Kuomintang (KMT) Chairman Wu Poh-hsiung at the Great Hall of the People in Beijing on Wednesday afternoon.     Hu said that with the joint efforts of the CPC and KMT, and of compatriots on both sides of the Taiwan Strait, the political situation in Taiwan has gone through positive changes, and the cross-Strait relationship faces a precious opportunity.     "We should cherish this hard-earned situation," said Hu.     It is the first meeting between chiefs of the two parties since positive changes took place in Taiwan.     Hu invited Wu to attend the opening ceremony of the 2008 Beijing Olympics. Wu thanked him and accepted the invitation with pleasure. The mainstream public opinion in Taiwan expects the relationship to become more good-willed and interactive.     He said the KMT has listed the "common aspiration and prospects for cross-strait peace and development" into its guiding political principle, and has made it a promise for compatriots across the Strait.     "We hope that both sides across the strait will lay aside disputes, and work for a win-win situation on the basis of the '1992 consensus,'" he said.     He hoped the cross-strait negotiation, which had been severed for years, would be resumed as soon as possible.     The KMT hopes that cross-strait chartered flights on weekends and mainland tourists' visit to Taiwan could be realized in July, he said.     He expressed hope that the giant pandas, which people in Taiwan, especially children, are very fond of, can come to live in Taiwan soon.     He said he would invite the chairman of the mainland-based Association for Relations Across the Taiwan Straits (ARATS) to visit Taiwan at an appropriate time.     Wu said some Taiwan people had doubts over the development of the cross-strait relations, and that KMT itself shares Taiwan people's wish for the island to take part in international activities.     However, the KMT was against some people's distortion of "Taiwan consciousness" into "Taiwan independence consciousness," he said.     Wu expressed hope that through expanded exchanges, reciprocal and win-win cooperation across the strait, the suspicion of some Taiwan people would be dissolved.     Hu said with regard to the question of Taiwan compatriots participating in international activities, the mainland side understood their feelings. According to the "common aspiration and prospects for cross-strait peace and development," Taiwan compatriots' participation in international activities would be discussed with priority given to participation of the World Health Organization's (WHO) activities after the cross-strait consultations were resumed.     "I believe that if two sides can work together and create conditions, solutions will be found to these issues through consultation," Hu said.     He stressed that on developing cross-strait relations, the CPC has always adhered to the principal of safeguarding the fundamental interests of the Chinese nation and safeguarding the common interests of all Chinese people, including Taiwan compatriots.     "We care for, respect and believe in the Taiwan compatriots. BEIJING, May 25 (Xinhua) -- All the barrier lakes (or quake lakes) formed after the massive May 12 earthquake in southwest China's Sichuan Province are "under control" but the situation is still grim, said Vice Minister of Water Resources E Jingping on Sunday.    Heavy rains forecast for the area over the next three days are a major threat, as the additional water build-up in the lakes could cause the landslide barriers that formed them to burst, flooding nearby areas, E told a news conference. Liu Ning, chief engineer of China's Water Resources Ministry, briefs the media on the emergency control of the Tangjiashan imprisoned lake in Beichuan County, southwest China's Sichuan Province, after a news conference in Beijing, capital of China, May 25, 2008.The 8.0-magnitude earthquake, aftershocks and landslides created 35 such lakes, with 34 in Sichuan, posing a new danger to more than 700,000 of the people who survived the deadly quake, thevice minister said.     E admitted that these lakes posed a challenge for the government's efforts to prevent secondary disasters in the quake regions.     The biggest concern is the Tangjiashan lake, the largest of the34 quake lakes in Sichuan, whose water level rose by nearly 2 meters Saturday to 723 meters, only 29 meters below the lowest part of the barrier.     About 1,600 armed police officers and People's Liberation Army soldiers were hiking on Sunday toward the Tangjiashan lake, hoping to blast away its landslide barrier before it bursts and causes a flood.     Earlier attempts to send military helicopters on the same mission were hampered by adverse weather and low visibility at the lake.     The ministry has drawn up evacuation plans for communities downstream of the 19 quake lakes at high risk of bursting, E said. He did not provide an estimate of the people who might have to move.     The massive earthquake also left 69 reservoirs in danger of collapse in Sichuan. Another 310 reservoirs were in "highly dangerous" situations and more than 1,400 posed a moderate risk, according to E.     Steps have been taken to tackle the problem, E said, such as completely draining the 69 collapse-prone reservoirs, lowering water levels at 826 others and putting all the damaged reservoirs under 24-hour observation.     The ministry wants to fix the reservoirs in the "highly dangerous" and more risky categories before July, when the rainy season is expected to start in the quake regions, he said.     Priority has been given to the Zipingpu dam, which is only 17 kilometers from the quake epicenter of Wenchuan County and would threaten 11 million lives on the downstream Chengdu Plain if it collapsed, E said. However, he said, the dam was structurally stable and safe despite some minor damage.     Meanwhile, 803 hydropower stations were damaged in the quake nationwide, including 481 in Sichuan.
