BEIJING, June 12 (Xinhua) -- China's top economic planner Saturday forecast a "mild" year-on-year rise in the consumer price index (CPI), a main gauge of inflation, in June, resulting in an average CPI increase of around 2.6 percent in the first half. The projection by the National Development and Reform Commission (NDRC) came one day after China released its latest economic data. The latest estimate was revised up from a 2.5-percent CPI rise the NDRC projected on May 18.China's CPI hit a 19-month high with a 3.1 percent year-on-year increase in May, surpassing the central government's targeted 3 percent annual inflation limit.During the January-May period, China's CPI rose 2.5 percent year on year.According to the NDRC's projection posted on its website, China's June CPI will dip slightly month on month, but still post a "mild year-on-year increase" due to the low comparison basis in the same month last year. The NDRC said positive factors for basic price stability were on the increase, citing sharp falls in international commodities prices, the government's macro control policies and a crack-down on farm produce speculation as well as a possible good grain harvest this summer.Sheng Laiyun, spokesman for the National Bureau of Statistics, said Friday at a press conference that China had the basics for keeping prices under control this year."Although China faces quite a lot of pressure, the 3-percent target (for the whole year) is still possible with effort," he said.

UNITED NATIONS, July 7 (Xinhua) -- China on Wednesday called on the UN Security Council to address the root cause of the armed conflicts in order to better protect civilians in such conflicts, which often took place in regions with backward economic and social conditions. The statement came as Wang Min, the deputy Chinese permanent representative to the United Nations, was taking the floor at an open Security Council debate on the protection of civilians in armed conflicts."As the organ which has the primary responsibility for the maintenance of international peace and security, the Security Council is duty bound to address the issue of the protection of civilians in armed conflicts," Wang said.China supports the Security Council in its efforts to strengthen the protection of civilians in armed conflicts, he said, voicing his deep concerns with the fact that civilians are the subject of threat and violations in armed conflicts."The Security Council should pay attention to the root cause of the problem and invest more energy in preventing and controlling conflicts," he said. "At the same time, efforts should be made to put the protection of civilians in armed conflicts into the overall framework of the political process for the peaceful settlement of conflicts.""The responsibility for the protection of civilians lies primarily with national governments," he said. "While the international community provides constructive assistance, it must do so in compliance with the UN Charter, respect the sovereignty of the countries concerned and avoid the interference of their international affairs.""On the issue of impunity, we are in favor that the domestic judicial system of the countries concerned can play the role of the main channel," he said.At present, the key is to ensure the comprehensive, equitable and effective implementation of the whole set of international law and rules that are already put in place in the field of protecting civilians in armed conflicts, he said, adding that relevant UN and treaty organs can continue to play an important role in this regard.

BEIJING, June 14 (Xinhua) -- China's State Flood Control and Drought Relief Headquarters (SFDH) has sent four working teams Monday to help flood control in provinces and regions pounded by heavy rains that triggered floods and mud slides. The flood control authority held a meeting Monday night with the Ministry of Water Resources agreeing to dispatch one more working team to central Hunan Province to help consolidate river banks along the upper reaches of the Xiangjiang River and ensure the safety of reservoirs.Three other teams were separately sent Monday afternoon to Xinjiang Uygur Autonomous Region, Guangxi Zhuang Autonomous Region and the eastern province of Fujian. From 8 a.m. to 6 p.m. Monday, torrential rains pelted Guangxi, provinces of Guangdong, Fujian, Hunan and Jiangxi. Some regions even saw rainstorms, according to the SFDH.At least 24 people are missing after flash floods and landslides triggered by heavy rains engulfed two vehicles in Fujian Province Monday, according to a local official. The authority asked the Guangxi team to help with floods control and mud slides prevention work there. It ordered the team sent to Fujian to help with rescue work. The team for Xinjiang will help investigate the collapse of a reservoir dam in Xinjiang on Monday morning after heavy rains on the previous night. The local government had evacuated more than 200 families living downstream the reservoir. No casualties are reported so far.

BEIJING, June 8 (Xinhua) -- China's central authorities have promised to treat talents in private companies and social organizations the same as their counterparts in the public sector to facilitate personnel mobility and sustainable development in the private sector.According to the newly unveiled National Medium- and Long-term Talent Development Plan (2010-2020), non-public economic groups and social organizations can enjoy equal treatment in government policy on the training, attracting, appraisal, and use of talents.Specialists in the private sector should be incorporated into talent development projects of various governments, the document said. They can have "equal access to public resources including funds, projects and information for supporting innovation and starting businesses," the document also said. The national plan, a blueprint for creating a highly skilled national work force over the next decade, aims to transform the country from being "labor-rich to talent-intensive."Zhang Lihua, professor with the Labor and Human Resources School at the Beijing-based Renmin University of China, said, "The non state-owned economic institutions and new social organizations are playing a more important role in China's economic and social development.""It's becoming more important for talents in these sectors to compete equally with others in the public sector," she said.At present, more than 70 percent of China's companies are privately-owned and generate more than 60 percent of the country's GDP.China has more than 400,000 "new social organizations," including social groups, foundations, and other non-profit and non-governmental organizations, according to figures from the Ministry of Civil Affairs. There are still many obstacles to personnel movement in government departments, government-sponsored institutions, state-owned enterprises and private companies in China. For example, a person who works in a private company cannot usually land a job easily in a government department or a state-owned company."This is why many college graduates prefer to work for government departments and state-owned companies right after their graduation," Zhang said."If the new policies of equal treatment are carried out, they can remove the obstacles, help with the free flow and allocation of resources and high-calibre talents," she said."It will support economic development in the private sector and promote technological innovation and the diffusion of knowledge."Xiao Mingzheng, director of the Human Resource Development and Management Research Center at Peking University, said, "Demand for talents has increased greatly as China witnesses a boom in non-public economic and social organizations.""To create a more open and equal environment for personnel employment, the policies will certainly help the non-public sector attract and train various kinds of talents," he said.
