SHIJIAZHUANG, Dec. 3 (Xinhua) -- More than 3.48 million people in rural areas of north China's Hebei Province have been given access to safe drinking water this year, a local official said Saturday.Authorities in the province have invested more than 1.7 billion yuan (270 million U.S. dollars) so far in 2011 in building drinking water infrastructure, said Liang Jianyi, deputy director of the Hebei Provincial Department of Water and Resources.More than 32 million rural people in Hebei, especially in mountainous and coastal areas, had long suffered from unsafe water, with problems including high fluorine and alkaline contents, Liang said.From 2005 to 2010, the provincial authorities put almost 6 billion yuan into providing safe drinking water for 13 million rural residents, he added.

BEIJING, Dec. 18 (Xinhua) -- China's economic diplomacy will face growing challenges in the form of trade and exchange rate disputes, as well as the task of protecting overseas investment interests, over the next few years, experts said on Sunday.Next year will be an election year for the Unite States and France, and there is an increasing possibility for the two countries to use the "China threat" as an excuse for not dealing with their own economic issues, which will put Chinese diplomacy under pressure, said Ding Yifan, deputy director of the Institute of World Development of the Development Research Center of the State Council at a seminar on Chinese diplomacy.During the first half of 2012, several countries will remain in a grave debt crisis and may even see their crises deepen, Ding said, adding that this situation may create friction between China, the United States and Europe.Additionally, protecting China's growing overseas investments will pose new challenges for the country's diplomacy, Ding said.Chen Fengying, director of the Institute of World Economic Studies under the China Institutes of Contemporary International Relations, agreed that the protection of China's overseas investment interests will be an important task for Chinese diplomacy.During the past three decades, China has invested in more than 170 countries and regions, with outbound direct foreign investment topping 170 billion U.S. dollars.In the past 30 years, China has been focused on "bringing in" foreign investment; it may do more to facilitate its "going out" in the future, Chen said.Chinese economic diplomacy will serve the country's economic construction and the protection of its overseas interests, national interests and security, Chen said, adding that China's position in the world is closely related to its economic diplomacy.Chen said China has made several achievements in international economic governance, reflected by China's growing influence in the international arena and the posts held by Chinese officials in important international organizations.

WASHINGTON, Oct. 3 (Xinhua) -- Researchers at St. Michael's Hospital in Canada have discovered a new function for an enzyme that may protect against organ injury and death from anemia, according to a study appearing Monday in the U.S. journal of the Proceeding of the National Academy of Sciences.Researchers found that when people have anemia, neuronal nitric oxide synthase (nNOS) -- an enzyme in nerve cells that produces nitric oxide, an important signaling molecule in the body -- increases the body's ability to respond, adapt to low oxygen levels and makes the body more efficient in delivering oxygen to tissues. They also found that levels of nNOS in the brain increased in anemic mice, and that the mice without this enzyme die earlier, and with higher hemoglobin levels."Identifying this mechanism may lead to new therapies and approaches to improving outcomes for anemic patients," said Dr. Greg Hare, a researcher at the Li Ka Shing Knowledge Institute of the hospital and one of the lead investigators of the study.Anemia occurs when blood has a lower than normal number of red blood cells or hemoglobin -- an iron-rich protein that carries oxygen from the lungs and heart to the rest of the body. Cells need oxygen to survive and to produce energy for all bodily functions. The condition has many different causes including infection (malaria, HIV, parasites), nutritional deficiencies (iron, folate, B12), genetic mutations, pregnancy, trauma and surgical blood loss."This research will help us identify when an anemic patient is at greatest risk for injury and death when undergoing surgery," said Hare. "Research is underway to test these findings in humans."

  

BEIJING, Nov. 24 (Xinhua) -- China's Supreme People's Court vowed to harshly crack down on bribery, abuse of power and malpractice in food safety cases as such illegalities have become top concerns for Chinese people.Chinese courts at all levels had heard 173 cases and sentenced 255 people in relation to the production and sale of unsafe food in the first ten months of this year, Sun Jungong, spokesman of the Supreme People's Court (SPC), said Thursday."China has seen a growing number of food safety cases in recent years with increasing difficulties for investigation," Sun said.According to the SPC, Chinese courts handled 84 food safety cases in 2008, and 148 and 119 cases in 2009 and 2010, respectively. The number of food safety violators sentenced in the past three years totaled 101, 208 and 162, respectively.The SPC also promulgated four typical food safety illegalities exposed in recent years.In the latest food safety scandal, four people in central China's Henan province were prosecuted for the crime of "endangering public security by using dangerous means" in July after they were found to have produced and sold clenbuterol, a poisonous feed additive that pig farms use to boost the output of lean meat.The spokesman said the SPC will strengthen cooperation with police and procuratorial organs to improve the efficiency of dealing with, and preventing food safety crimes.
