(KGTV) - More than two and a half years after Team 10 first reported about a North County property management company accused of stealing money from clients, the victims are finally getting their money back.Kelley Zaun owned Carousel Properties, a Carlsbad property management company. Victims first told Team 10 in 2016, they hired her to pay fees associated with their rentals. They said she did not pay those fees. She was accused of taking roughly 0,000 from victims, according to investigators.In 2018, Zaun faced 29 felonies for embezzlement, according to Deputy District Attorney Anna Winn. Zaun entered into a plea deal and agreed to a year in custody. With the help of the DA’s office, Zaun’s former clients were able to get their money back through the Department of Real Estate’s Consumer Recovery Account. RELATED: Team 10: Police investigating Carlsbad companyStephen Lerner, the Assistant Commissioner for Legal Affairs for the department, said so far, 23 victims have been reimbursed through the account. Other victims’ payments are still processing. They have been able to reimburse 2,084.68 thus far.The Consumer Recover Account is an option for fraud victims when trying to recoup money from the person who took it from them. In order to utilize the fund, Lerner said there must be a criminal or civil court order for the defendant to pay back money he or she took. If victims cannot get refunded from the person who stole it, they can apply through the Department of Real Estate (DRE).Winn said she volunteered to be the victims’ liaison with the DRE, as the process for reimbursement is lengthy and many of the victims were elderly. One of Zaun’s victims told Team 10 he is “extremely grateful” for the DA’s office work on this case. Attorneys for Harris had asked that he be released and confined at home under strict conditions. But a Chicago federal judge said Friday that evidence offered by prosecutors “overwhelmingly supports detention.” U.S. Magistrate Judge Heather McShain says it would be “virtually impossible” to ensure Harris doesn’t use the internet. (KGTV) -- Customers of the Campo Group Water System are being advised that the county has issued a drinking water warning after samples found increased levels of nitrates.Sample results found that on September 2, 2020, nitrate levels exceeded the maximum contaminant level for safe drinking water.The group serves a mini mart, gasoline station, and an office, according to the county.Nitrates in drinking water are a health concern for infants less than six-months-old and pregnant women are advised not to consume the water.“Boiling, freezing, filtering, or letting water stand does not reduce the nitrate level,” the county said.The Campo Group Water System is providing bottled water until nitrate levels fall below the maximum contaminant level, the county said. 788

CARLSBAD, Calif. (KGTV) - The Orange County father who tied up his daughter and gagged her in an attempt to force her into drug rehab in Mexico could face charges. California Highway Patrol officers pulled over the car Monday night on Interstate 5 off of Cannon Road in Carlsbad after getting calls from drivers about a possible kidnapping. "Received a report of a woman bound and gagged in the back seat, kidnapped essentially," said CHP Sgt. Mike Morrin. The 17-year-old girl was with her 57-year-old father and 21-year old sister. According to the CHP, both the father and sister could face charges ranging from kidnapping to child endangerment. "You just can't gag someone and bind them and take them in the back of a car to a foreign country. That's just not acceptable. We're trying to sort out the details," said Sgt. Morrin. The teen admitted to officers she's been using methamphetamines for the last year. Her relatives told 10News she escaped twice from local rehabs. The family lives in San Juan Capistrano. Nancy Knott is a licensed psychotherapist. She spent years working as a treatment counselor for Scripps before going into private practice. Knott is not familiar with this case, but says parents often reach a breaking point. "When it reaches a certain point, desperation sets in, and anytime desperation sets in, people don't always make the correct choices. They're trying a lot of times to save the life of their child," said Knott.Knott said families in California can hire outside help when trying to force a minor into treatment. "A parent could arrange for a transport company to take their child into treatment and they do not use physical restraints unless absolutely necessary. Again, first choice is to have the parents to seek out some expert advice, try to work with their child themselves, if not, usually the one off approach works better especially with the child parent relationship to bring in a professional, to work with the child and the family. The family would be signing off permission, or the guardian, to the transport company to take that child to treatment," said Knott adding that the company should be licensed and bonded. Knott doesn't recommend seeking treatment in Mexico. "I've never taken a patient to Mexico. And frankly, never will. The laws are different there. The family is always at great risk of crossing that border because they are not going to be the same laws as in the US, so it's riskier; that's my opinion," said Knott.Knott said early intervention is critical, but recovery can still take years. "Treatment doesn't always work the first or second time with adolescents. We look at keep them alive until 25, meaning the brain is more developed at 25 to have a little more rational way of looking at their problem," said Knott.
