SAN DIEGO, Calif. (KGTV) -- People living on the streets are worried that the new portable restrooms installed by the city will get shut down because of those using them for illegal activity.  The city installed four portable bathrooms on First and C Street near City Hall. Four hand washing stations were also installed.On Monday, people using the restrooms were thankful and said the restrooms were long overdue. One man, a Navy veteran, told 10News he's used the restroom twice since they were installed. On one of those trips, he found a used needle. He worries drug users will force the city to shut the bathrooms down. The area has 24-hour security. Security guards work in 12- hour shifts. One guard told 10News he warns people that they can't stay in the bathroom for too long. The city plans on installing other portable restrooms at different locations in the coming weeks. (KGTV) - An open letter to the World Health Organization titled “It is Time to Address Airborne Transmission of COVID-19” is signed by 239 scientists from 32 different countries and highlights the importance of acknowledging and protecting the public against the possibility that coronavirus can be spread through the air. One San Diego scientist who signed is from the UCSD Scripps Institution of Oceanography, Doctor Kim Prather.The idea shared is that COVID-19 can be spread from aerosols, which are particles that float in the air rather than dropping to the ground like a droplet. An infected person breathes out aerosols that are suspended in the air, then another person walks through that air and breathes it in.It’s no secret that heath officials have discussed the importance of good airflow to stop the spread, but this paper says leaders like the WHO are not recognizing the possibility that it is airborne and the “lack of clear recommendations on the control measures against the airborne virus will have significant consequences: people may think that they are fully protected by adhering to the current recommendations, but in fact, additional airborne interventions are needed for further reduction of infection risk.”Researchers say wearing masks and social distancing are important steps to stopping the spread, but want to also emphasize that other steps need to be taken to stop the spread through the air. Some steps for public places include getting better ventilation and decreases crowds. At home, people can open doors and windows and also use air purifiers to help. 1618

(KGTV) -- After being under a federally mandated quarantine at MCAS Miramar for two weeks, Steven and Michele Smith are finally heading home to Paradise, California."Tomorrow morning we're putting our bags on the other side of that door and we're heading on a bus to the airport. We're going to rent a car and drive 600 miles home," said Steven Smith in a Skype interview with 10News.The two would have been back home weeks ago after their planned cruise to Hawaii, but due to a coronavirus outbreak on the Grand Princess cruise ship they were on, they and all other passengers had to go into quarantine once their ship finally docked in Oakland."My sister is taking care of my birds, my daughter is taking care of my dog, and then my friend is taking care of our cat," said Michele Smith.The Smiths will complete their 14-day quarantine Tuesday and drive home Wednesday. Health and Human Services officials tell us nearly 50 people quarantined at Miramar left Tuesday, and the remaining 130 people will be discharged over the next two days. For nearly two weeks, their temperatures were checked twice a day. The Smiths mostly remained inside of a room at the Consolidated Bachelor Quarters on base, had food delivered three times a day, and only stepped outside occasionally."You can go out and walk outside, they have a fenced-in area that they keep us inside of," said Steven Smith.They were tested for COVID-19 and got their results back Monday."It was just a weird test, to have somebody shove something up your nose that far back into your nasal cavity," Steven Smith explained."But we tested negative!" added an excited Michele. "So, we are virus free 100 percent."They are thrilled to be heading home healthy and say their positive attitude and sense of humor helped get them through this unusual time.Michele leaves others just starting their quarantine with this advice, "I would recommend to all the people out there, now is not the time to bring up negative things or things that could create conflict, but just to love on each other, laugh and enjoy each other." 2101

SAN DIEGO, Calif. (KGTV) - A third gender option will be available for California drivers licenses and ID’s starting in 2019. The law, SB 179, was signed by Governor Jerry Brown in October. It will allow people to apply for a ‘non-binary’ gender marker if they do not identify as either male or female. “For me, it was surprising to see this change,” said Al Johnson, a transgender activist and member of Trans Family Support Services. Johnson is non-binary and uses pronouns they/them. But with that surprise, came excitement. “Not only does it mean we’re being recognized by society and the people around us but were also being recognized by government entities as valid and real people,” they said. Johnson says they know people who plan on changing their gender to non-binary, but so far, they have not decided to do it on their own license. “I’ve definitely considered it, but in the end I don’t think I’m going to,” they said. “I just came out to my parents and in my personal life I’m trying to navigate that.” The DMV’s website is encouraging those who want to apply for the change to schedule an appointment as early as January 2, 2019. 1154

SAN DIEGO (KGTV) --Concertgoers have questions about show refunds with tickets bought from third party vendors.Danny Memeo is one of those people. He went to Kaaboo in Del Mar last year. It was a special time for him and his wife, Kelly.“We got to see Tom Petty right before he died, so we're super thankful,” Memeo said. They had a great time, so decided to go again this year.“So we got the tickets, and then all this stuff happened,” Memeo said.He bought the tickets through Vivid Seats. It cost roughly ,800 for their entire family. “That’s a lot for anybody,” he said.Meanwhile, his family got devastating health news. Kelly’s cancer returned. Danny said her prognosis is not good, with an estimated 12 months left to live.“[We’re] thankful for 12 months, thankful for family,” Danny said. “But wow, what a difficult year for a lot of people.”Back in July, Kaaboo officially announced there would be no event this year. “All pass holders will have the option for a full refund,” said a statement on its website.Because Danny’s family bought tickets through a different site, it’s a different story. As of Monday morning, he did not have any luck getting his money back.“They just said… when it does get rescheduled, you’ll get those tickets and you can sell them if you don’t want them,” Danny said the company told him.Vivid Seat’s website said that if an event is canceled, customers “will receive a Rewards Cash loyalty credit for 110% of the full value of your order total.”For postponements, customers “will need to hold onto [their] tickets for now.”Team 10 contacted Vivid Seats and informed them of the Memeo family’s situation.A spokesperson said they would refund them immediately.“Vivid Seats was happy to refund Kelly. At Vivid Seats we have refunded thousands of orders totaling tens of millions of dollars since the global pandemic shut down all live events in America. We have also provide an over million dollars in extra store credit to customers during this difficult time. As one of the few marketplaces still offering a full cash refund, Vivid Seats is communicating with each consumer once an event is canceled.” 2151
