The National Transportation Safety Board is launching a probe that will focus on how first responders handled a fatal crash of a Tesla Model S in Florida this week.Two people died Tuesday evening in Fort Lauderdale, Florida, after a gray 2014 Tesla Model S ran off the road and collided with a concrete wall. The vehicle then caught on fire, engulfing the car in flames, local police said.The NTSB said in a statement Wednesday that the investigation will "primarily focus on emergency response in relation to the electric vehicle battery fire, including fire department activities and towing operations."The driver and front seat passenger were pronounced dead at the scene. A third passenger in the back seat survived and was taken to the hospital, authorities said.Police said the car's speed was likely a factor in the incident. The NTSB did not indicate that it suspects first responders did something wrong. The Minneapolis City Council votes Friday on a proposal to change the city charter to allow elimination of the city’s police department, a radical move supported by a majority of the council after George Floyd’s death but far from assured.The vote is one step in a process that faces significant bureaucratic obstacles to make the November ballot, where the city’s voters would have the final say. And it comes amid a spate of recent shootings in Minnesota’s largest city that have heightened many citizens’ concerns about talk of dismantling the department.The Minneapolis force has come under heavy pressure since Floyd, a Black man in handcuffs, died May 25 after a police officer pressed his knee on Floyd’s neck for nearly eight minutes. Activists had long accused the department of being unable to change a racist and brutal culture, and earlier this month, a majority of the council proclaimed support for dismantling the department.Doing so would first require amending the city charter. Draft language of the amendment posted online would replace the department with a Department of Community Safety and Violence Prevention, “which will have responsibility for public safety services prioritizing a holistic, public health-oriented approach.”The amendment goes on to say the director of the new agency would have “non-law-enforcement experience in community safety services, including but not limited to public health and/or restorative justice approaches.” It also provides for a division of licensed peace officers, who would answer to the department’s director.Council members who support the change are looking to seize on a groundswell of support for significant policing changes following Floyd’s death. If they don’t get the charter change on the November ballot, their next chance won’t come until November 2021, they say.“It is time to make structural change,” Council Member Steve Fletcher said. “It is time to start from scratch and reinvent what public safety looks like.”The proposed amendment is expected to be approved Friday, but that’s just a first step. It goes then to a policy committee and to the city’s Charter Commission for formal review. The commission’s recommendation doesn’t bind the council, but it takes time.Barry Clegg, chairman of the Charter Commission, said the process feels rushed.“As I understand it, they are saying, ‘We are going to have this new department. We don’t know what it’s going to look like yet. We won’t implement this for a year, we’ll figure it out,’” Clegg said. “For myself anyway, I would prefer that we figured it out first, and then voted on it.”Clegg said that to get the proposed amendment question on the November ballot, it has to be finalized by Aug. 21. He said if the Charter Commission took its final action at its Aug. 5 meeting, there would likely be enough time for it to get passed by the full council, go through a veto period, and then, if vetoed, have time to spare for a possible mayoral veto override. Once on the ballot, the measure would go to voters.Mayor Jacob Frey doesn’t support abolishing the department, a stance that got him booed off the street by activists who demonstrated outside his house following Floyd’s death and demanded to know where he stood.Frey expressed concerns about the proposed amendment as currently drafted, including whether the change would eliminate police altogether or allow for a police presence going forward. He also said that when something currently goes wrong, the chief and the mayor are accountable — but under the new plan, accountability would be dispersed among 14 people. Frey also questioned whether policing practices would vary, based on ward or other factors.“There is a significant lack of clarity. And if I’m seeing a lack of clarity, so are our constituents,” said Frey, who has said he supports deep structural change in the existing department.Fletcher said under the new agency when someone calls 911, there will always be a response that’s appropriate, including the option for a response by employees authorized to use force. But he said the vast majority of calls that police officers currently take will be answered by employees with different expertise.Miski Noor, an organizer with Black Visions, criticized the proposed amendment for creating a division of licensed peace officers at all. She said it “would give current and former police way too much power to shape public safety in Minneapolis.”Steven Belton, president and chief executive of Urban League Twin Cities, said the way some council members went forward without a concrete plan is “irresponsible.”“The problem that needs to be stated up front, from my perspective, is racism. … I’m not sure what they are trying to fix here,” he said.Don Blyly, whose beloved science fiction and mystery bookstores were destroyed by arson in the unrest that followed Floyd’s death, said if local leaders do something “sufficiently stupid” when it comes to policing, he won’t reopen in Minneapolis.“There are legitimate problems with the Minneapolis police, but the way the politicians are going about it is just ridiculous,” Blyly said. “They are pandering to a certain segment of the electorate.” 5202

The coronavirus pandemic has impacted many facets of our lives, and the holidays are no exception: More than two-thirds (68%) of Americans who had December holiday travel plans say these plans have been affected by the pandemic, according to a new NerdWallet survey. Another 22% say they aren’t sure yet if their plans will be impacted.In the NerdWallet survey of more than 2,000 U.S. adults conducted online by The Harris Poll, we asked how their December holiday travel plans have been affected by the pandemic. Of those still traveling for the holidays in December — referred to as “holiday travelers” throughout — we also asked about planned primary lodging and transportation.Key findingsCOVID-19 will keep many from loved ones: Among Americans who say their December holiday travel plans have been impacted by the pandemic, 2 in 5 (40%) say they usually travel with or visit friends and family, but this year they won’t. Additionally, 27% usually drive out of town but won’t this year, and 17% say the same about flying somewhere during the holiday season.Far fewer Americans plan to travel this year: Just 24% of Americans plan to travel out of town for the December holiday season in 2020, compared with 75% who did so in 2019. An additional 17% aren’t sure yet if they’ll travel for the holidays this year.Travelers opt to stay closer to home: Of those planning to travel out of town this year for the December holidays, more than half (56%) say their plans were impacted by COVID-19. A quarter of those affected (25%) say while they usually travel farther from home, this year they’ll stay closer.Most holiday travelers plan to drive: Driving is the most popular primary mode of transportation (68%) for 2020 holiday travelers. It’s hard to not travel, but staying home helps keep you and your loved ones safe,” says NerdWallet travel expert Sara Rathner. “If we each do our part, maybe Christmas in July will become a real way to celebrate belatedly in person.”Large drop in number of holiday travelers this yearAccording to our survey, three-quarters of Americans (75%) traveled out of town for the December 2019 holiday season. In 2020, just 24% of Americans are planning December holiday travel, and another 17% were unsure when asked in the first week of November.More than half of holiday travelers (56%) say their plans were impacted by COVID-19. Almost a third (31%) say their plans weren’t impacted, and 13% weren’t sure at the time we asked. Of those travelers who say their plans have been impacted, some of the biggest changes are traveling closer to home than usual (25%), driving their personal vehicle when they usually fly (23%) and spending less time away from home than they normally would (23%).Parents of children under 18 are more likely to plan on out-of-town December holiday travel this year than Americans without minor children (37% vs. 18%). Most (68%) of these parents’ travel plans were affected by COVID-19, with 27% saying they usually travel farther from home, but this year they’ll stay closer.What travelers can do: If you’re traveling out of town this December, make sure you’re up to date on the guidelines from the Centers for Disease Control and Prevention, or CDC, for traveling safely. These guidelines can change rapidly, so stay abreast of any new developments through the dates you’re planning to travel.“A number of states increased restrictions before Thanksgiving, so if you’re traveling to another state, it may look very different there than it does at home. Plan ahead so you can follow the rules,” Rathner says. “Pack enough masks and find out which local businesses may be operating on limited hours. If you plan to get a COVID test, availability is limited in some areas. You don’t want to leave these arrangements for the last minute.”Most holiday travelers will drive and stay with friends or familyMost holiday travelers (68%) plan to primarily drive to their destinations this year, which was also the case in 2019, when 81% say they drove as their primary transportation. The percentage of holiday travelers flying as their primary mode of transportation is up this year (24% vs. 12% in 2019), but that doesn’t mean more Americans are flying. Since fewer U.S. adults are traveling overall, that’s less than 15 million Americans flying, compared with last year’s almost 23 million flyers. In 2019, 37% of holiday travelers say they primarily stayed at a loved one’s home. The second most popular primary lodging choice in both years was a hotel or motel (28% in 2020, 25% in 2019).What travelers can do: Keep your travel plans as flexible as possible, in case the pandemic upends them in the eleventh hour. Don’t worry about booking early to get the best price. 2020 is an unconventional year, and if you do opt to travel, you’ll probably find that costs are lower than in holiday seasons past.“You need a Plan A, B, C and D for holiday travel this year,” Rathner says. “When you book anything, know what the airline, hotel or car rental companies’ policies are for cancellations. The Kansas City Chiefs announced Thursday that an ongoing, multi-year conversation with groups of people from "diverse American Indian backgrounds and experiences" has resulted in several changes that will be implemented this season at Arrowhead Stadium.Under the Chiefs' new policy, fans will be prohibited from wearing headdresses, which the team previously only discouraged, and also will be barred from wearing face paintings that reference or “appropriate” American Indian cultures.Some fans said the changes couldn't have come soon enough."It’s been a long time coming to make some change there," Danny Sandage said. "I think change needs to occur."Most fans aren't surprised by the Chiefs' decision."I think we have to be more mindful about images that can be offensive to people," Summer Friedman said.Nor do they think it will detract from the Arrowhead experience."I know people are very rah-rah about the whole costume, the get-up and everything like that," Jean-Luc Monroe. The mayor of Austin, Texas, has apologized after reports revealed that he delivered an address urging his constituents to stay home to prevent the spread of COVID-19 while he was vacationing in Mexico."I regret this travel," Austin Mayor Steve Adler, a Democrat, said in a statement, according to The Austin American-Statesman. "My fear is that this travel, even having happened during a safer period, could be used by some as justification for risky behavior. In hindsight, and even though it violated no order, it set a bad example for which I apologize."According to the American-Statesman and KVUE-TV in Austin, Adler took the trip after he hosted a small outdoor wedding ceremony for his daughter in early November. Both outlets report that there were about 20 guests at the wedding — more than the recommended guidelines of a limit of 10 per gathering that was in effect at the time.Following the ceremony, KVUE reports that Adler and eight family members boarded a private jet and traveled to Cabo San Lucas for a resort vacation. One day into that trip, on Nov. 9, Adler urged Austinites to stay at home."We need to stay home if you can," Adler said in that video, according to the American-Stateman. "This is not the time to relax. We are going to be looking really closely. ... We may have to close things down if we are not careful."Adler told the American-Statesman that he consulted with public health officials before hosting the wedding and that all 20 guests were required to undergo rapid COVID-19 tests before attending. He also said that masks were distributed during the reception guests "probably" did not wear them for the duration of the reception.KVUE adds that some of the guests traveled by plane to attend the wedding, including the Seattle-based wedding photographer.Adler isn't the only politician who has failed to heed his own warnings against travel.
