SAN DIEGO (KGTV) — Despite having the most coronavirus cases of any local university, large off-campus parties continue to be an issue for San Diego State University and nearby residents.Students living off-campus have been attending large parties, according to neighbors. As of Saturday, SDSU had 1,184 COVID-19 cases, 767 of those cases being reported in off-campus students.Locals living in the College Area says many students continue to ignore public health orders and hold large, loud parties with no physical distancing or mask wearing."It's really frustrating and at this point, I feel like there's not a lot that we can do because you know those people, they're just going to keep doing what they're doing," one neighbor said.In a statement to ABC 10News' reporting partner KPBS, San Diego State says more than a hundred notices of violations have been delivered to residences in the college area.The university also contracts elite security to keep an eye on the neighborhood surrounding the school for any violations. If a security guard notices a party, they call police to respond.As of Friday, Cal State San Marcos had reported 18 total COVID-19 cases, three of which were off-campus. At UC San Diego, there have been 106 coronavirus cases since March 1, with three being reported since Oct. 1. SAN DIEGO (KGTV) - Each year around this time, we marvel as gray whales make their way from Alaska down to Baja, Mexico, to give birth. However, this year's migration started late. "This year, with the migration being so late, a lot of the moms aren't actually making it to the lagoon before they give birth. So we're seeing a lot of these pregnant females giving birth on the migration this year," said Captain Domenic Biagini, founder of Gone Whale Watching San Diego.While the migration is late, Biagini says the whales look much healthier than last year, when many died. "Likely these whales spent a little longer feeding this year to make up for what they didn't get last year, and with less sea ice than normal, they're able to actually go further north looking for food, which then also makes the migration longer," said Captain Dom. Biagini says the calves aren't strong enough to dive, so he's already seen close calls with private boaters speeding by. "The problem is a lot of these grays, especially the moms with babies, are intentionally trying to keep a low profile and people aren't realizing that they're there as they're flying through thee areas. So it's really crucial to be conscious of your speed and surroundings during gray whale season," said Biagini.He says while the newborns are more vulnerable, the moms do a good job keeping a low-profile.They should arrive at their destination in a week or two. 1433

SAN DIEGO (KGTV) -- Drivers in Torrey Highlands saw quite the sight as a hot air balloon landed in front of Westview High School Friday evening.A video circulating online shows traffic continuing to move around the balloon as it made a safe landing on Camino Del Sur.Lawrence and Andrea Sher said they are used to hot air balloons landing near their home on Bryn Glen Way, but said, this time, the hot air balloon was a bit too close for comfort. Gavin Newsom said Wednesday that a rise in coronavirus cases is worrying, and warned counties to heed statewide precautions and enforce them.He doubled down on his warning, saying if individual counties did not enforce the state's guidance, they can lose funding."We cannot support bad behaviors, but we want to encourage and support good behavior," Newsom said. "And if counties simply are going to (flout) the rules and regulations that they attested to, the information that they put online and said, `We agreed to this criteria.' ... If they decide, `well, you know what, even though the numbers are going up, we're done, we've got this, we're just going to ... dismiss these new rules and regulations' -- we're going to attach some considerations, some consequences to that.
