BEIJING -- China pledged to normalize life and production in snow-hit provinces as early as possible at an executive meeting here on Wednesday to make arrangements on the issue of rebuilding in these areas.Premier Wen Jiabao presided over the executive meeting of the State Council, China's Cabinet.The meeting marks a turning point of China shifting the focus of its efforts from disaster relief to reconstruction of the badly hit areas. The State Council spoke highly of the joint efforts made by civilians, troops and police to fight the snow-caused catastrophes.Currently, transport has returned to normal nationwide and damaged power supply and transmission networks are being repaired. In the affected areas, power supply for residential use has basically been restored, markets are stable and social order has been maintained, according to the meeting.The meeting warned local governments and departments concerned not to relax as in some areas power supply facilities were yet repaired. In addition, the transport of power-use coal was still difficult, large areas of croplands were completely destroyed and life is very hard for local people.The State Council asked local authorities to organize manpower, materials and funds to rebuild damaged infrastructure, restore industrial and agricultural production and normalize people's lives as early as possible while trying hard to minimize losses caused by the catastrophe.According to the meeting, power supply in the affected areas must be completely normalized by the end of March, while transport facilities, telecom networks and radio and TV broadcasting networks must be normalized as quickly as possible.The State Council also made detailed plans for restoring industrial and agricultural production in the affected areas, including the providing of crop seeds and food to affected farmers and in increasing coal, power and oil shipments to affected areas.According to the latest official statistics, snow-caused catastrophes have killed 107 and caused 111.1 billion yuan (US.4 billion) in direct financial loss.Altogether, 21 provinces, autonomous regions and municipalities have been affected. About 1.5 million people have been evacuated, and 1.93 million stranded passengers have been transported out.The extreme weather affected nearly 24.4 million hectares of farmland and 18.6 million hectares of forests.The State Forestry Administration has allocated a total of 34.3 million yuan (US.7 million) for subsidy to the worst-hit six provinces.The forestry administration also made plans to cut back relative taxes to relieve farmers and encourage production after the snow storms.The Ministry of Science and Technology has proposed to provide technology support for the snow stricken areas, to help with restoring industrial and agricultural production.Wan Gang, Minister of Science and Technology, said on a work conference here on Wednesday the ministry would closely monitor secondary disasters that might come along with the snow storm, send technicians to snow-hit areas to facilitate power grid reconstruction and agricultural production.He also said the ministry will strengthen the country's alarm system against natural disasters by granting more funds into research in related areas.The science ministry has already allocated 20 million yuan (US.73 million) to help with disaster relief, and have distributed science brochures compiled by the ministry to snow stricken areas.It also ordered relevant departments to monitor possible secondary disasters coming along with the low temperature, snow and freezing rain.In addition, the ministries of civil affairs and finance have allocated a total of 535 million yuan (US.79 million) in emergency funding to regions affected by the disaster.The two ministries have so far earmarked another 710 million yuan for needy urban and rural residents in seven of the worst-hit provinces and regions as temporary subsidies.

KUNMING - A comprehensive research and preservation facility for the germplasm of rare and endangered plants,wild animal species and microorganisms was completed on Sunday in southwest China's Yunnan Province. With an investment of 148 million yuan (US.5 million) over the past two years, the "Southwest China Germplasm Bank of Wild Species" facility was established by the Kunming Institute of Botany (KIB) with the help of the Chinese Academy of Sciences (CAS). "The bank will be a key player in China's biotech industry and a pioneer in the nation's biodiversity conservation and bioresource development strategy," Chen Zhu, vice president of CAS, said at the inauguration ceremony. According to the KIB, the bank sees itself as a leading storage facility of Asian species within 15 years of its foundation, and expects to make significant contributions to the development of the biotech industry and life science research by providing valuable resources, information and expertise. Within the next five years, the bank is expected to collect 6,450 wild species, 4,000 of which will be plant seed species. Within 15 years, its collection will reach 19,000 species. The bank comprises a seed section, an in-vitro micro-propagation unit, a microorganism bank, an animal germplasm bank, a DNA bank, an information center and a garden. Stretching across an undulating landscape and climatic zones ranging from the tropical to the frigid, Yunnan is home to a multitude of plant species linked together by a complex network of phylogenetic relations, and accounts for more than 50 percent of China's plant diversity.

WASHINGTON - Senior officials from the United States and China are scheduled to hold a twice-yearly dialogue in Washington this week on bilateral and multilateral issues, AFP reported Monday, citing a statement by the US State Department. US deputy secretary of state John Negroponte and China's Executive Vice Foreign Minister Dai Bingguo will lead their teams to the two-day US-China "senior dialogue" beginning Wednesday, said the statement. The dialogue is expected to cover the countries' bilateral relations as well as a range of key global issues, including security in Northeast Asia, energy and the environment, Iran and the conflict in Sudan's Darfur. The dialogue "is an important forum for both countries to discuss issues of strategic and political importance, including how to achieve our common goals," according to the statement. Bush and Chinese President Hu Jintao agreed in 2004 during a summit of the Asia Pacific Economic Cooperation ( APEC) forum to hold the talks among their officials as part of efforts to improve ties. US-China ties are clouded by a variety of issues, including US accusations that China is keeping its currency undervalued. Currency concerns dominated a US-China "strategic" economic dialogue last month led by Chinese Vice Premier Wu Yi and US Treasury Secretary Henry Paulson even as unveiled measures to boost trade and investment ties.Despite criticism from the US in particular, Chinese officials contend that currency reforms are moving as quickly as the developing economy and financial system will allow.

LOS ANGELES - More Chinese tourists are expected to visit the United States as new travel rules between the two nations are pending, a report said on Sunday.Southern California is a likely destination for middle- and upper-class visitors with money to spend, said the Los Angeles Times.Travels agencies are preparing for what they hope could be a boom in new Chinese tourism to the United States that is expected to occur next year.Both nations are finalizing a deal to ease entry restrictions and lift a ban in China on promoting travel to the United States, according to the paper.The negotiations have been going on for several years, but China's government news agencies and sources at the US Commerce Department said a deal should be completed within the next few weeks, said the paper.The new travel rules are expected to be a particular boom to Southern California, which already sees more Chinese tourists - 110,000 in Los Angeles County last year - than anywhere else in the United States. CHONGQING -- A bus fire that killed 27 people in southwest China's Chongqing Municipality on Tuesday had been an arson attack, local police said on Wednesday.Xiao Yonghua, a former employee of the company that operates the ill-fated Yutong bus, hid gasoline in his baggage before he got on the bus that left Wansheng district for downtown Chongqing at around 5:00 pm on Tuesday, said Wang Yunsheng, deputy head of the municipal public security bureau.In less than 20 minutes, the bus carrying 38 people caught fire. The driver pulled over, and the panic-stricken passengers tried to flee. But the flames started in the front of the bus and blocked the exit.Twenty-seven were killed in the accident, including 17 men and 10 women, and the remaining 11 people were injured.One passenger, Zhang Dazhong, said he had to jump out of the window to survive but was injured on the head.Xiao, 50, was sitting with his wife, 38-year-old Zhang Xiaoya, in the first row on the left side of the bus, right behind the driver, said Wang.Both died in the fire.Lab work has confirmed the presence of gasoline traces on their seats.Until September 20, Xiao was deputy manager of the Wansheng branch of the Guanzhong Public Transport Company that owned the bus.He was suspended from his post because of family disputes, and was unhappy with the punishment, the company said.The Ministry of Public Security sent experts to join the investigation in Chongqing.Hospital sources said the 11 injured are out of danger.By 5:00 pm Wednesday, 26 of the dead have been identified by their families.
