A hodge-podge of beloved characters and settings would hardly fit in the same sentence if not for the fact they're all coming to Disney parks or cruise ships within the next few years.Disney Parks chairman Bob Chapek announced the new attractions over the weekend at the company's D23 Expo in Anaheim, California.The first Mary Poppins attraction at a Disney park is headed to Epcot as part of the transformation of the Florida park. Appropriately, the Cherry Tree Lane neighborhood will be housed in the United Kingdom pavilion in World Showcase.Other changes are afoot in Epcot's World Showcase, the area around a lagoon that shows off pavilions from almost a dozen nations.Next year, the French pavilion is adding a new attraction based on the animated film "Ratatouille," as well as a new French restaurant. The French pavilion also will host a sing-along with songs from the film, "Beauty and the Beast" starting next January.Both the Canada and China pavilions are getting new movies showcasing their countries, and Disney officials said a new nighttime extravaganza will offer various interpretations of classic Disney songs from people all over the world.In other parts of Epcot, a "Guardians of the Galaxy" ride is planned, as well as a new restaurant at the Mission: Space pavilion.Elsewhere in Disney's "park-dom," ''Avenger Campus" areas are planned for Disney California Adventure and Disneyland Paris, based on "The Avengers" movie franchise. Both campuses will have Spider-Man attractions. The California park will have an Avengers Headquarters which will become the entrance to a ride that features the Avengers on a mission in Wakanda, the fictional land from the film "Black Panther."Disney is bringing online three new cruise ships, including Disney Wish, upon which the image of Rapunzel will grace the stern when it starts sailing in 2021.Disney also is building a "Zootopia"-themed land at Shanghai Disney Resort.Details on the new attractions were made just days before the new "Star Wars" land is opening at Walt Disney World on Thursday. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

OCEANSIDE, Calif. (KGTV) -- A bicyclist was seriously injured after being struck by a vehicle in Oceanside Wednesday afternoon. According to the Oceanside Police Department, the crash happened around 4:18 on State Route 76 at Old Grove. When officers arrived, they found the man lying in the street. He was taken to the hospital with a serious head injury. OCEANSIDE, Calif. (KGTV) - The Rugby team at MiraCosta College has qualified for the National Championships in Pittsburgh.The Spartans Rugby program is in its first full competitive season, and due to the lack of Junior College teams in Southern California, they play a schedule that consists of NCAA 4-year schools.The MiraCosta Rugby team is made up of around 40 players, many of whom have backgrounds in football and wrestling.The team doesn't lack for experience, as a few players have been playing for over 10 years, like Ian Crilly, who says he's pleased with the team's progression."I've been playing for about 12 years now, so it was a little rough with these first year players. Trying to get them up to speed but we got there," said Crilly.The Spartans begin play in the National Championships on April 21, and win or lose, they feel all there success this season has put the school on the map for athletics. They hope their success will get more kids, both men and women, to come out for the sport.  1028

  

On Johns Hopkins University's graph of countries' daily confirmed COVID-19 cases, the U.S. is currently at the top.“The United States does have a tremendous outbreak that is the world’s worse currently,” said Dr. Amesh Adalja, a senior scholar at Johns Hopkins Center for Health Security and a practicing Infectious Disease Critical Care and Emergency Medicine Physician.Dr. Adalja says parts of the northeast have the virus largely under control, but other states--primarily in the south and southwest--have an increase in the number of new cases, an increase in the percent of positive tests, and reports of hospitals being under pressure for capacity.He says the surge is related to multiple factors, but the primary one is social interaction.“Many states lifted their stay-at-home orders, and when they did that, a lot of individuals thought this was a green light that things were safe, that this virus was contained, that the pandemic was largely over. And that wasn’t the case," Dr. Adalja said. "The virus established itself in the human population and is not going to go anywhere until there is a vaccine.”Dr. Adalja says any amount of social interaction will be taken advantage of by a virus like this, especially if people aren’t wearing masks. Studies show a growing number of people can get infected and spread the virus without showing any symptoms. But he says the key to preventing more outbreaks is contact tracing.“There’s no way that we can move forward unless we determine where these undetected chains of transmission are and halt that, and you can only do that with robust contact tracing,” Dr. Adalja said.Other countries in Asia and Europe have had effective efforts in contact tracing. So the question is, why does the U.S. fall short? Experts say there are several reasons. Dr. Sandy Johnson directs the Global Health Affairs program at the Josef Korbel School of International Studies at the University of Denver. He says the U.S. has a fairly complex political system.“We have national government. We have state government. We have local government. So, there are different rules and regulations that come into play and that can make it difficult to coordinate a consistent response,” Dr. Johnson said.Even if one area has done a good job at controlling the spread of the virus, Dr. Johnson explains a neighboring area may not have followed the same guidelines. As people start to travel, so does the virus, and those eager to believe the virus doesn’t pose a major threat only add to the fire. We’ve seen that in another country that isn’t too far behind the U.S. in its increase in cases.“The biggest similarity with Brazil is that there was an evasion from the federal government in Brazil about the danger of this virus which is put a complacency into the public. The same thing happened to us in January, February and March and is still really occurring in many parts of the United States,” Dr. Adalja said.Dr. Adalja and Dr. Johnson agree there has been a lack of clear and consistent communication in the U.S. Opposite of that, Dr. Johnson says Germany has been successful in keeping its numbers down, due in part to Chancellor Angela Merkel’s communication approach.“She was speaking to the public. She was talking to her health and science advisors and she was sharing the science with the public. And from day one, she was very clear that there were hard times ahead,” Dr. Johnson said.However, it’s not just up to national leaders and policymakers. Dr. Johnson says the population of a country must also have the willingness to look at and rely on science.“While I would say by and large people are doing incredibly well in this country and taking collective action to take care of each other and are eager for scientific information, we’ve also seen these little clusters that are simply plugging their ears and going ‘la la la la la la’,” Dr. Johnson said.Both doctors say what we can do as citizens does make a difference. It’s important to realize many people are making smart decisions for the greater good instead of only thinking about themselves.“Think about what happened in early March and how many people almost overnight went into lockdown, and were taking action to take care of each other,” Dr. Johnson said. 4269
