SAN DIEGO (KGTV) -- The City of San Diego is moving forward with a plan to underground utilities in eight neighborhoods throughout the city. In a meeting Monday, San Diego’s City Council voted to establish underground utility districts. The district's would include the neighborhoods of Otay Mesa-Nestor, San Ysidro, Clairemont Mesa, Encanto, Southeastern/ Skyline-Paradise Hills, College Area, Navajo, and Mid-City: Eastern Area. So far, the City of San Diego has moved roughly 400 miles of utilities underground. RELATED: SDG&E moves 20 miles of power lines undergroundAlthough Monday's meeting marked the first step in the process, the city says construction won’t begin for several more years. In total, the project is estimated to cost more than .2 million, including .5 million for the electrical utility work and .7 for related work, including administration, streetlight replacement, street resurfacing and related work. Recently, the city increased staff to accommodate more undergrounding districts and increase customer service. SAN DIEGO (KGTV) - Surveillance video caught on team of thieves targeting a home in Point Loma. The home sits on a street just off Catalina boulevard. Last Thursday, just before 8 p.m., an SUV is seen driving up and then driving away. 12 minutes later, it's back. This time, it parks. As the camera switches to night vision, three figures emerge. On the side of the home, they are seen hunting for a way in. The dual-pane sliding door in the kitchen is later found shattered. The next time they are seen, the three burglars wearing hoodies are scrambling out of the home, two of them carrying safes. Once they reach the SUV, they toss the safes into the back and take off. Inside the safes: a partial coin collection and dozens of pieces of jewelry, many of them family heirlooms. "I'm angry amd there is a feeling of being empty," said David, who asked 10news not to identify him. One of the stolen pieces is an opal-and-diamond necklace belonging to David's 90-year-old mother, who is living with dementia. She helped design the piece to celebrate her journey from file clerk to business owner at the same business. "Something missing you can't replace ... My mother became a success in a man's world. SAN DIEGO (KGTV) -- The National Weather Service warned of minor coastal flooding ahead of a King Tide set to hit the San Diego County coastline Monday and Tuesday.The event forced the agency to issue a beach hazards statement from Sunday night through Tuesday evening.Surf will begin to build late Sunday, peaking Monday and Tuesday. By Tuesday night, the surf is expected to diminish, the agency said.High tides Monday will be 6.9 feet at 8 a.m. High tide on Tuesday will be 6.8 feet at 8:40 a.m.The agency warned that the King Tides will create water run-up into some beach parking lots and other low-lying areas.Beaches most prone to flooding include Sunset, Seal, Newport, Oceanside, Cardiff, La Jolla Shores and Imperial Beach.Elevated surf will also create strong rip currents and dangerous swimming conditions, the National Weather Service says. 861

SAN DIEGO (KGTV) — The military poured .1 billion into San Diego's economy, according to the Military Economic Impact Study released Thursday.The figure higher than expected, according to Executive Director of SDMAC Mark Balmert, due to more ships stopping in San Diego and more sailors and Marines coming to the region.The author of the report, Dr. Lynn Reaser, said these numbers back the idea the military is a mega-industry. She noted San Diego is home to one in every six of the nation's sailors.The study's results were announced across the bay from Naval Air Station North Island, at the Harbor Drive Annex. Mayor Kevin Faulconer was among the speakers and drove home the message: Don't take our military for granted."Those dollars are really going to help every portion of our city," Faulconer said.The focus of this year's study surrounded NAVWAR, Naval Information Warfare Systems Command. The Navy communications headquarters used to be known as SPAWAR. "The new plan is to develop those 70 acres into a technology hub with the NAVWAR headquarters at its center and that will change the Midway District. It will be wonderful for San Diego and it's wonderful for the Navy," Balmert said. "What that's going to mean for our national security for our entire country but also to connect the airport to the trolley," Faulconer added. NAVWAR produced billion in gross regional product and houses 26,000 jobs, according to Balmert, who described the jobs as, "among the better jobs in our community they're high tech jobs, high paying jobs."The study states more than four-fifths of the workforce hold at least a four-year college degree. About two-fifths hold a Master's or Doctorate degree.Reaser said those jobs are secure and will grow, "two-thirds of NAVWAR's employees work in cyber security which is a major emerging cluster in the overall county."Balmert said the future looks brights for San Diego's military growth. He said in the next five years we will double the amount of submarines at Point Loma and add another aircraft carrier to our home port. SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot.
