The Senate has passed a defense spending bill that President Donald Trump has said he plans to veto, according to the Associated Press.The National Defense Authorization Act passed the Senate with a 84 to 13 Friday. The annual bill affirms a 3% pay raise to U.S. troops and unlocks billions in military spending.The bill passed despite an attempt from Sen. Rand Paul, R-Kentucky, to filibuster the bill and delay its passage. Paul said Thursday he opposed the bill because it limited Trump's ability to withdraw troops from the Middle East before he leaves office.Trump has threatened to veto the bill unless lawmakers include a provision that would remove Section 230 from the 1996 Communications Decency Act. That section protects tech companies from being sued for content that other people post on their website.Conservative lawmakers have attacked the provision in recent years, saying that the protections have led social media conglomerates to develop a liberal bias on the social media sites. Proponents of the provision say it upholds free-market values in the marketplace of information.Congress is expected to override a potential veto from Trump. The U.S. secretary of Commerce says the 2020 census will end Oct. 5, despite a federal judge’s ruling last week that the head count of every U.S. resident should continue through the end of October, according to a tweet posted on the Census Bureau’s website Monday. The tweet said the ability for people to self-respond to the census questionnaire and the door-knocking phase census takers go to homes that haven’t yet responded is ending Oct. 5. The announcement came as a virtual hearing was being held in San Jose, California, as a follow-up to U.S. District Judge Lucy Koh’s preliminary injunction.The Commerce Department says that as of September 20, 95.4 percent of all households have been enumerated.The decennial census is responsible for allocating congressional districts, Electoral College votes, and federal funds. 835

The Russian government denied Monday that it had interfered in the 2016 US election campaign in the Kremlin's first remarks since 13 Russian nationals were indicted Friday on charges of conspiring to defraud the US.Answering a question from CNN on a weekly telephone news conference, the spokesman for Russian President Vladimir Putin, Dmitry Peskov, said the indictments provided "no substantial evidence" of Russian meddling, and that there were "no indications that the Russian state could have been involved.""We didn't see any substantial evidence of someone interfering in the domestic affairs," Peskov added. He said the US indictment "mentions Russian citizens, but we heard the accusations against the Russian state -- that the Russian state, the Kremlin and the Russian government were involved."  820

The U.S. Army has announced previously-scheduled leadership changes at Fort Hood as well as an investigation into the chain-of-command actions surrounding the case of Spc. Vanessa Guillen.Gen. Michael X. Garrett, commanding general of U.S. Army Forces Command, is directing that Maj. Gen. John B. Richardson IV formally assume duties as deputy commanding general for operations of III Corps and acting senior commander of Fort Hood.The change will take effect on Sept. 2.Army officials say the change in leadership was previously-scheduled and will enable "continuity of command" as III Corps returns from its role leading the Combined Joint Task Force-Operation Inherent Resolve.Maj. Gen. Richardson previously served as FORSCOM's director of operations from 2019-20 and was selected in March 2020 by the Department of the Army to serve as the next DCG for III Corps.Maj. Gen. Scott Efflandt will continue to serve as the deputy commanding general for support and will remain at Fort Hood to assist with the reintegration of III Corps as they return from their mission supporting Operation Inherent Resolve.With Maj. Gen. Efflandt remaining at Fort Hood, the Army will announce the name of a new commander for the 1st Armored Division, which Efflandt had previously been designated to lead. That announcement is expected in the coming days.The Army also announced that Sen. Garrett will appoint Gen. John Murray, commanding general of Army Futures Command, and one of the Army’s most senior commanders, to lead an in-depth investigation into the chain-of-command actions related to Spc. Vanessa Guillen.There are currently several investigations underway at Fort Hood. The Army says those investigations are tasked with reviewing a wide range of topics and concerns. According to the Army, Gen.
