SAN DIEGO (KGTV) – Crowds are already flocking to San Diego beaches for the Fourth of July weekend.On Friday, many people claimed their spots early at Mission Beach and Oceanside.While some were able to keep their distance from one another, many did not have on facial coverings when near other people.“The majority of them are not wearing masks, I would say at this point in time,” said Rich Stropky, Marine Safety Lieutenant for San Diego lifeguards.He said more people are expected to make their way to San Diego Saturday as other Southern California beaches will be closed.Law enforcement agencies across San Diego have said they will focus on education, rather than enforcement when someone violates the public health order.He said the parking lots at Mission Beach were full by noon Friday.“As far as the capacity for our beaches, what has limited capacity in the past is the ability to park,” he said. “How far are people willing to park and still walk to the beach? Are they going to Uber in? Are they going to do drop-offs?”Stropky urged beachgoers to talk to lifeguards if they have any questions and to follow the public health order and original beach rules.“We have our COVID safety guidelines, and we want everyone to adhere to that,” he said. “We have our beach regulations; there’s no glass, there’s no dogs between 9 and 6, there’s no camping.”There’s also a beach hazard statement in effect this weekend. SAN DIEGO (KGTV) — Birch Aquarium has opened a new exhibit showcasing one of the sea's most beautiful creatures in one of the world's largest habitats for the animal.The aquarium's new permanent exhibition "Seadragons and Seahorses" featuring Weedy and Leafy seadragons and several species of seahorses and pipefish.At the center of the exhibit will sit one of the world's largest seadragon habitats in the world, measuring 18 feet wide, 9 feet tall and containing 5,375 gallons of water, according to the aquarium.The exhibit takes guests into the lives of seadragons and seahorses, showcasing the sea life in a habitat designed to create the ideal environment for them to breed. Guests will learn how to observe the animals like scientists, catch distinguishing features, and identify courting and mating behaviors.The exhibit also gives visitors a peek into the Birch Aquariums Husbandry Team working to ensure the species thrives. SAN DIEGO (KGTV) -- California’s superintendent of schools announced a new plan to study the role and impact of police on school campuses.During a Wednesday morning virtual press conference, State Superintendent of Public Instruction Tony Thurmond said he wants to speed up research in examining how police at schools affect students.“We need to set clear standards that police officer should never be dean of students or disciplinarian for student behavior,” Thurmond said.Schools may still need police on campus to respond to situations such as active shooters or bomb threats, Thurmond said, but he was clear that officers should never treat students like criminals.In the wake of protests over the death of George Floyd in Minneapolis and as people across the U.S. call for systemic change in the role police play in all of our lives, Thurmond is organizing a task force to study police presence at schools.“We should have more restorative justice programs, focus on de-escalation, programs that focus on intervention that can be done by those who have the ability to use peacemaking skills to reduce violence,” Thurmond said.San Diego County is no stranger to police-related controversy on local school campuses.In 2016, a fight at Lincoln High School ended with school police using Tasers and pepper spray on students. One officer and four students were hospitalized, and two students were arrested.In 2018, a campus police officer slammed a student at Helix High School onto the ground. That student later filed a lawsuit over the incident.Now, a Change.org petition is calling for the San Diego Unified School District to close its district police department, saying, “Policing schools creates a toxic school climate that attenuates the school-to-prison pipeline and is not necessary to cultivating school safety.”As of Wednesday, the petition has just over 1,800 signatures.Federal data shows a slightly disproportionate amount of arrests of minority students within San Diego Unified School District. Data shows 66 percent of arrests are of Black or Hispanic students, even though they only make up 56 percent of the school population.Thurmond said he wants to look into that issue specifically.“To make sure that any police officer who is on campus is someone who wants to be on campus, who has chosen to be there, not just been assigned. And there will be training for them in implicit bias, de-escalation and understanding youth development,” Thurmond said.SD Unified officials have not responded to the petition or Thurmond’s comments, but on the district website, officials said having officers on campus allows them to build relationships with students, teachers, and staff, and better serve the school community. 2737

SAN DIEGO (KGTV) -- Awaken Church continues to hold indoors services, despite orders from San Diego County to close all indoor religious services due to COVID-19 restrictions.According to the San Diego County website, three of the Awaken Church locations have received cease and desist orders. The location at 7620 Balboa Ave. received a cease and desist order July 17, 2020; the Carlsbad location received one Nov. 16, 2020; and the Chula Vista location received one Nov. 19, 2020.RELATED: Churches pushing back against purple tier restrictionsIn addition, San Diego County put out a notice that anyone who went to the location at 7620 Balboa Ave. between Nov. 15 and Nov. 22 needs to quarantine for two weeks because of a community outbreak. The county said a community outbreak had occurred there, which is when there are three or more reported cases from different homes in the span of two weeks.An attendee at the San Marcus location said he feels comfortable attending in person and indoors.“I think it’s really about having individual choice and trusting people to have the intelligence to do the right thing, and this church has a wonderful uplifting message that I think is so positive and hopeful for people in a time where we find ourselves somewhat down,” said Brian.Brian said that the San Marcos facility is spacious so people are able to spread out, adding that the right to worship freely is in the constitution.RELATED: County asks Kearny Mesa church attendees to quarantine after COVID-19 outbreak“Try to preserve as much of our freedoms and liberties as we can. Also, the website asks attendees to refrain from posting pictures and videos of the services on social media.A video of church leaders posted on the website describes their decision to remain open for in person and indoor services.“We’ve made this decision not out of defiance but out of obedience to God,” two people said in a video on the website, adding that they plan to continue in person services.A county spokesperson said if a cease and desist order is ignored, the next step would be a closure order.
