SAN DIEGO (KGTV) -- San Diego Police have identified the victim and suspect involved in a deadly downtown stabbing on July 1.According to police, 43-year-old Canthon E. Tripplett was stabbed on the 400 block of Fifth Avenue around 2:30 a.m.When they arrived, officers found a companion of the man providing first aid. Many of their top spots offer a view from up high of rolling hillsides in Ramona, wildlife in its natural habitat near Julian, and unique vegetation surrounding Pala.All one needs is their phone and a joy for the outdoors (in addition to hiking essentials).Here's where you can find park rangers' picks and why each trek is a favorite:Wilderness Gardens (14209 Hwy 76, Pala, Calif.): "Take the Upper Meadow Trail 3.2 miles to a large grassy expanse with seasonal wildflowers. Also, look for the foundation of an old grist mill on the County Historic Resource Board’s list of historic places. The foundation is about 0.8 miles into the hike."Agua Caliente (39555 Great Southern Overland Stage Route of 1849, Julian, Calif.): "Keep your eyes open for bighorn sheep as you walk along the Marsh Trail, and snap a selfie about a half a mile in at a palm grove. SAN DIEGO (KGTV) - San Diego is giving dockless scooters and bikes preferred parkingThe city is in the process of installing 330 rideshare scooter and bike spaces throughout downtown. The first few of them have been spotted in Cortez Hill. “I think it’s smart,” said Carlos Navarro who work at a restaurant in the Gaslamp “they drive by our store — running into the customers or hit the cars that are parked.” The city says the spaces are being placed at red zones where cars cannot park. “It’s not going to be as crowded or cluttered,” said scooter rider Autumn McFeeley, “the city must really like them.” A class action lawsuit was filed against the city earlier this year claiming San Diego has failed to maintain pathways for people with disabilities. “Allowing there to to be safe storage and parking for those vehicles off the sidewalk is a much better approach, said Colin Parent with Circulate San Diego, “it’ll help minimize those kinds of conflicts” The city of San Diego says more information will be made available about this project in coming days. 1069

SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. In early August, Forrest Gordon Clark, 51, was arrested for reportedly starting the Holy Fire in Orange County.RELATED: Man arrested, accused of starting fire off SR-67 in Lakeside  In video captured by 10News, Clark can be seen walking up to firefighters and asking if they stole his money.Following his second arraignment filled with outbursts, Clark was ordered to undergo psychiatric evaluations.During the second arraignment, Clark disrupted proceedings, saying he was innocent and questioning Orange County Superior Court Judge Kimberly Menninger.RELATED: Judge orders psychiatric evaluations for Holy Fire suspect  According to WebMD, psychologists and the FBI have over the years profiled arsonists to try and figure out what causes them to start fires. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. Fires started by older people are usually motivated by money. Roughly 90 percent of all arsonists are men who are typically white, the FBI says.  1920

SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2919
