(KGTV) - Parents in one North County school district are reacting to new numbers that show a sharp increase in the number of failing grades during virtual learning.Scotti Taylor has two children attending Mission Vista High: her son, a freshman, and her daughter, a junior. She says since the school year started in early September with virtual learning, both her children have struggled."Both of my kids normally have a 4.0 across the board. Now they're slipping down to low B's," said Taylor.Taylor says her daughter is struggling the most with virtual learning."I do think she's not as engaged. She's really struggling with focus. They don't have the same peer relationships or teacher relationships ... During class, she's mentioned many times that it's difficult to figure out what's going on. Sometimes she can't read the data on the screen," said Taylor.Taylor's children are not alone in their struggles. Vista Unified just released its six-week progress report for all of its high schools. During that time frame, it was all virtual learning.The number of F's that stand as the current class grade total more than 6,000. Last year at the same time, the number was more than 2,000, an increase of more than 200%. The number of students receiving F's in at least half of their classes increased from 3.9% in 2019 to 20.7% this year.In late October, Carlsbad Unified School District released an eight-week progress report and a similar finding, with F grades increasing by more than 300%.Taylor's kids are about to resume in-person learning Monday. OCEANSIDE, Calif. (KGTV) - The United States Department of Veterans Affairs is being sued in federal court over an Oceanside doctor who is accused of sexually assaulting multiple patients. According to the lawsuit filed this week, the VA is being sued for alleged negligence. Dr. Edgar Manzanera is criminally accused of sexually assaulting five female patients but has pleaded not guilty. One of his accusers who is a veteran is a plaintiff in the new federal suit. According to the complaint, she claims that the Oceanside clinic failed to warn her that several patients had already complained about the doctor's alleged inappropriate sexual contact. According to the court documents, the "…VA did not investigate these prior complaints, or suspend Manzanera from evaluating women for VA."In an email to 10News, a VA spokesperson wrote, “VA does not typically comment on pending litigation.”Dr. Manzanera’s criminal trial starts in September. 952

(CNS) - Oceanside's police chief has called for an internal investigation into an arrest in which one officer used a stun gun to subdue a carjacking suspect, causing him to fall backward onto his head, before two other officers forcefully twisted him to lie facedown.Video of the Tuesday incident was captured on a witness' cellphone and shared on social media, according to Oceanside Police Department Chief Frank McCoy.Police officials Wednesday released an officer's body-worn camera footage of the arrest along with the cellphone video, plus an open letter by McCoy providing more details.Dispatchers received reports around 4 p.m. Tuesday that the man attempted to carjack several people at multiple locations in Oceanside's Mesa Margarita neighborhood while armed with a knife, McCoy wrote in the letter. The man appears to kick something on the ground -- possibly the knife he had dropped -- and then takes a few steps toward it while shouting at the officers.As this was happening, the officer in front of him can be seen taking several steps toward the man before using his stun gun. The man goes stiff and groans as he falls backward, hitting his head on the ground.The two officers behind him then rush in and grab him before forcefully turning him over onto his stomach. In the videos, it appears the man's face hits the ground as officers turn him, and he groans again.Paramedics treated the man at the scene before taking him to Tri-City Medical Center for treatment of undisclosed injuries, McCoy said.The man, identified as 32-year-old David Hernandez Avila, was booked into the Vista Detention Facility around 9:30 p.m. Tuesday on suspicion of felony carjacking, attempted carjacking and assault with a deadly weapon, among other charges, according to jail records.
