SAN DIEGO (KGTV) - Cal Fire is battling a brush fire near East San Diego County on the U.S.-Mexico border. The flames broke out after 11 a.m. near the Cottonwood Creek area off SR-94, not far from Barrett Junction. 100 acres burned in the U.S., with the fire spreading to 650 acres in total by 7:30 p.m. It is 10 percent contained.The fire has a moderate rate of spread and was burning light brush, Cal Fire confirmed to 10News. SAN DIEGO (KGTV) - Cesar Rivera thought he'd achieved the American Dream when he and his wife bought a house just north of Mission Valley. "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. He also says the owner, Lael Volage, is not responsive: a claim she vehemently disputes. At any rate, it's exactly the situation the City Council aimed to avoid when it passed strict regulations in 2018. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. Volage says Rivera's claims are overblown, and that she too does not want her property to be the site of wild parties.RELATED: Vacation rental hosts blast bill that would set local limits"Nobody wants a problem," Volage says. "Nobody wants a party at their house. We try to regulate it. I turn people down all the time."Still, her online listing says parties and smoking are allowed, the home sleeps ten, and boasts a billiards table, jacuzzi, and wet bar. It is advertised for 0 a night on Fridays and Saturdays. "If you're a homeowner, you're allowed to have a barbeque, you're allowed to have beer pong in the backyard, and be able to have some music playing until 6, 7, 8, 9 even 10 o'clock," Volage said. She said vacationers should have the same rights, and that Rivera's problem is that his bedroom is right above the street. San Diego Police say they have been called to Volage's rental three times since May for noise complaints. A 2017 memo from the city attorney concludes vacation rentals are not an allowed use. Still, a spokesman for the mayor says he continues to support the "common sense regulations proposed last year as a starting point for new negotiations."After a Halloween night shooting at a vacation rental, Airbnb CEO Brian Chesky announced the company would ban party houses, and increase enforcement efforts. Those efforts include creating a "party house" rapid response team, and expanding manual screening of high-risk reservations. Volage's home is listed on VRBO. SAN DIEGO (KGTV) — Cities are rushing to adapt to the ever-changing State mandates on indoor facilities caused by the coronavirus pandemic. City governments are coming up with different ways to help local businesses stay afloat.Rediscovering the great outdoors has been a roller coaster ride for city tacos owner, Gerald Torres."We kind of did a 180 and closed it all down, and now we're doing a 180 again and opening up for patios," Torres said about his La Mesa location. This comes after the city of La Mesa enacted an Executive Order on Thursday, which allows businesses to use outdoor spaces for dining, displaying products, and other services.Meanwhile, Coronado waived its alcohol prohibition in city parks, just ahead of this weekend's Spreckels Park Outdoor Dining Room event. This is a move to get people to buy local take-out, and picnic outdoors.Coronado also approved gyms to hold classes at Spreckels Park, Bradley Field, and the beach."We feel fortunate that we live in a town where we can just jump out into the park and do yoga," Stephanie Anderson with Island Yoga Coronado said.Tuesday, San Diego Mayor Kevin Faulconer signed an Executive Order waiving permitting requirements for sidewalks and parking lots for restaurants expanding outdoors.On the same day, Chula Vista approved plans to block off car traffic on Third Avenue on weekend evenings. This will help diners expand their businesses onto the entire street, not just on sidewalks and parking lots. The Third Avenue Village Association will discuss details and the start date at a special meeting next Wednesday.On Wednesday, Poway approved its Shared Outside Spaces (SOS) program, which lets houses of worship and gyms to hold activities at city parks. The city began accepting applications Friday morning. The city says we could be seeing yoga classes at parks as early as Monday.Both local governments and businesses must stay nimble to fight through the pandemic."There is no quit in my team," Torres said. "Everyone has stepped up to the plate. We find out what the rules of the game are now, and operate within those rules."All local governments say in order to operate outdoors, businesses must still follow all health guidelines set by the county and state. 2252

  

SAN DIEGO (KGTV) -- Border Patrol is searching for the people on board a Panga boat that washed ashore near Sunset Cliffs.A neighbor says they heard a dog barking around 3 a.m. Monday morning then saw the boat while on a morning walk.The boat has “Ensenada.
