SAN DIEGO (KGTV) -- A shortage of labor is creating big problems for San Diego farmers. According to the San Diego Farm Bureau, the slowing workforce is expected to impact local farmers and the price we pay at the grocery store. The bureau says the problem stems from an aging work force, the lack of an easy-to-navigate visa program, and the cost of living in San Diego County. There is a visa program available, but for San Diego’s smaller farmers, the process is complicated and expensive. Created in 1986, the H-2A visa was designed to help understaffed farmers hire foreign workers. The problem? The visa program requires farmers to pay its H-2A employees a set minimum wage, .92 per-hour in California. Farmers are also required to provide housing, food and transportation to H-2A workers. California isn’t alone, other states like Idaho are also struggling to find help.According to an Idaho newspaper – The Post Register, a recent migrant shortage and costs associated with the program are forcing some farms out of business. Although times are tough for farmers in San Diego, the bureau says there is a solution – creating a boiled down visa program that simplifies things for farmers and the workers they need. SAN DIEGO (KGTV) — A Texas company has been awarded a contract to erect nearly 30 miles of fencing along California's border with Mexico.U.S. Customs and Border Protection awarded 7 million in construction contracts to Texas-based construction company SLSCO. The contracts include up to 14 miles of secondary wall and up to 15 miles of primary pedestrian replacement wall in California within the San Diego, Yuma, and El Centro Sectors.The 15-mile primary pedestrian replacement wall will include the installation of a new, 30-foot steel bollard wall: About 11 miles in Calexico, three miles in Tecate, and one mile in Andrade. According to CBP, these areas represent areas where wall replacement has been a priority. Construction for that 6 million project is slated to begin in July 2019.The secondary wall project is a 1 million contract and will include up to 14 miles of the same 30-foot steel bollard wall adjacent to San Diego's primary fence replacement project that is currently under construction. Construction of that project is projected to begin February 2019.SLSCO has already worked on border construction earlier this year, constructing new steel fencing in Border Field State Park.The two projects are a part of President Trump's "Border Security and Immigration Enforcement Improvements" executive order, which calls for a contiguous wall to be built along the southern U.S. border with Mexico, according to CBP. 1447

SAN DIEGO (KGTV) - A second Scripps Medical Response Team has deployed to Northern California, tasked with helping fire victims.The first team returned Friday after a nine-day mission.“Being there in these shelters with people that have lost totally everything, but they're thankful for their lives, it just sets a whole new meaning for us for Thanksgiving," said Steve Miller, a Registered Nurse and part of the response team.Miller says because fire victims were forced to evacuate so quickly many did not have their medications or ID's to pick up prescriptions. He says the smoke also made respiratory problems worse. The days are long for the medical team, 12 hours at the shelter providing medical care along with prep and a daily debrief. “You’re in austere conditions; you’re living in tents, it’s cold, it’s wet, you do not have electricity, so you have to be able to work in that environment. You don't have all the medical tools you have in the hospital.”The second four-person team will continue to help fire evacuees over the next week. 1056

SAN DIEGO (KGTV) - A water main break Monday forced San Diego firefighters to evacuate Point Loma neighbors due to a potential hillside collapse.The break happened about 2:30 p.m. on Larga Circle near Leland St. The residential area is just west of the Vons shopping center on Midway Drive.According to SDFD, 10 homes were evacuated due to the break. The broken water main is on a slope between homes at the top and bottom of the slope. At least one home had flooding to the garage.City engineers are being called to the scene. 545

SAN DIEGO (KGTV) — An hours-long standoff between San Diego Police and a burglary suspect ended late Thursday night in the Marina area.The standoff, which started at about 4:30 p.m., occurred in the area of West Harbor Dr., between Kettner Blvd. and Pacific Highway. Police called Emergency Negotiation Team and SWAT officers, and a Psychiatric Emergency Response Team to the scene. Shortly after 11 p.m., SDPD said the San Diego Police suspect had been taken into custody.No further information was immediately available. 530
