Matt Bevin issued an apology Sunday for remarks he made Friday that suggested a state-wide teachers' strike left schoolchildren vulnerable to harm, sexual assault and drugs, saying his remarks had "unintended consequences.""Many people have been confused or hurt or just misunderstand what it was that I was trying to communicate," Bevin said in a video posted to his Twitter page."For those of you who have been hurt, it is my absolute, sincere apology to you," Bevin said. JULIAN, Calif. (KGTV) -- More than 1,600 people will be without power in Julian Wednesday as San Diego Gas and Electric crews work to replace equipment. The power company said power will be turned off from noon to 5 p.m. to accommodate the work. “To minimize impact on schools, the planned outage is occurring on a day when schools in the area are scheduled to get out early,” the company said. The company also warned that the work may take longer than expected should any weather conditions or unforeseen events unfold.SDG&E says customers in the area should unplug all sensitive electrical equipment to prepare. JACUMBA HOT SPRINGS, Calif. (KGTV) -- A sexually violent predator who was convicted of several crimes against children, including rape, could be placed in Jacumba Hot Springs, according to a state plan. Alan Earl James, 56, could be placed at 45612 Old Highway 80, according to a plan proposed by the Department of State Hospitals. The announcement was made Monday. Public comment on the placement is being accepted between February 20 and March 6.Comments made by concerned residents will be included in the formal response to the court at a hearing for the proposed placement on March 22.
