MIAMI, Fla. — A Florida man was arrested and charged after authorities say he bought a sports car with Paycheck Protection Program (PPP) loans.Officials say David Hines, 29, was charged with one count of bank fraud, one count of making false statements to a financial institution and one count of engaging in transactions in unlawful proceeds.The complaints allege that Hines asked for around .5 million in PPP loans through applications to an insured financial institution for different companies. He received .9 million in PPP loans.The complaint says Hines submitted fraudulent loan applications that made numerous false and misleading statements about the companies' payroll expenses.He used those funds, in part, to buy a 8,000 2020 Lamborghini Huracan sports car for himself. Mail bomb suspect Cesar Sayoc will be held without bond after making his first appearance Tuesday in a federal court in New York.The defense issued no objection to US Magistrate Judge Robert Lehrburger's decision. Sayoc's preliminary hearing was originally scheduled for Monday, but as courts are closed on Veteran's Day, his hearing has been rescheduled for Tuesday morning.In a letter, prosecutors had said they were asking that Sayoc be held without bond, based on his flight risk and the danger they said he posed to the community.Sayoc, who spent Monday night at the federal Metropolitan Correctional Center in Manhattan after a charter transport flight from Florida, entered the courtroom wearing a navy blue prison uniform with a beige T-shirt underneath. Lehrburger officially appointed Baumgartel as his counsel.After the appearance, Sayoc and Baumgartel embraced before law enforcement officers led Sayoc out of the courtroom.The 56-year-old faces five federal charges: interstate transportation of an explosive, illegal mailing of explosives, threats against former presidents and other persons, threatening interstate communications and assaulting current and former federal officers.Sayoc is accused of sending at least 16 mail bombs to several targets, including CNN, former President Barack Obama and former Secretary of State Hillary Clinton. None of the devices detonated, and no one was injured. He was arrested October 26 in Florida.Daniel Aaronson, the attorney who represented him during proceedings in Florida, has said his client intended to plead not guilty to the crimes."Nobody has been able in a court of law to say that those were bombs that he sent," Aaronson said. "Therefore, there is no reason why he should speak or possibly have any information to impart."A federal judge in Miami ruled last week that he be transferred to face charges in New York, where some of the targets of the packages lived and worked.  2108

Microsoft said Sunday that it is "prepared to continue discussions to explore a purchase of TikTok in the United States."The announcement comes days after President Donald Trump said he was planning on banning the app, which is owned by Chinese company ByteDance.Trump administration officials are concerned about the app's terms of service, citing the privacy concerns of U.S. citizens with the Chinese government."Microsoft will move quickly to pursue discussions with TikTok’s parent company, ByteDance, in a matter of weeks, and in any event completing these discussions no later than September 15, 2020," Microsoft's statement read, in part. The two companies have provided notice of their intent to explore a preliminary proposal that would involve a purchase of the TikTok service in the United States, Canada, Australia, and New Zealand and would result in Microsoft owning and operating TikTok in these markets.
