SAN DIEGO (KGTV) — Residents of several inland North County communities tell 10News they are fed up with the numerous delays which have led to a series of road improvement projects to take more than two years to complete.The most impactful is the widening of Rancho Bernardo Road between I-15 and Bernardo Center Drive.Work on that stretch began in February of 2017 and was projected to take six to seven months. It's almost a year past that point. Residents say rush hour traffic in the area is traffic, and say that the narrower lanes caused by the road work are a safety hazard.RELATED: Couple warns of loose temporary road markers along Highway 79One woman said she almost hit a person, another said she witnessed an accident, and a man says his car clipped temporary fencing along the project twice.The project is being managed by a private developer who agreed to do the road work as part of the approval for their new housing project five miles away in Black Mountain Ranch.10News confirmed with the City of San Diego and the office of Councilmember Mark Kersey that the developer has missed multiple deadlines. SAN DIEGO (KGTV) -- San Diego is among 25 counties throughout the nation at risk for a measles outbreak, according to a new report. According to the University of Texas, a paper published in the Lancet Infectious Diseases warns that the epidemic will worsen. The analysis considered a county’s volume of international travel from foreign countries as well as non-medical exemptions for children. Our results show how travel from regions elsewhere compounds this risk,” said the study’s lead author, Sahotra Sarkar.Sarkar’s team accurately predicted major outbreaks in areas of Washington, Oregon and New York. Cook County, Illinois, Los Angeles County, Miami-Dade County and Queens County, New York are among the most at-risk areas for an outbreak in the US, the report says. SAN DIEGO (KGTV) — San Diego has experienced one of its best whale watching seasons this year, thanks in part to plentiful amounts of food along the coast.As winter and spring gray whale watching die down, the summer season will bloom, giving way to Blue Whales feeding off our coast. Gray whale season typically takes places from mid-December to April, while blue whale season is around mid-June to September.So naturally, many residents and tourists will flock to the sea and coastline as whales flock to our waters for food. And if you're going by sea, Biagini says a little research can go a long way in finding a great experience.Here's some tips on how to best view natures gentle giants in San Diego, either by land or sea.By landWhile whale watching from the shore won't get viewers close to the animals, it is a cheaper alternative that can be just as fun.Cabrillo National Monument, Torrey Pines Glider Port, Sunset Cliffs, and Fletcher's Cove in Solana Beach are great spots to watch for sprouts of whales from shore, according to Biagini.At Cabrillo, viewers can head to Whale Overlook or the Old Point Loma Lighthouse to lookout for whales. In Torrey Pines, Sunset Cliffs, and Solana Beach, onlookers have a full coastline of areas to peer from.San Diego's Tourism Board also adds Birch Aquarium at Scripps as a prime viewing area.And a tip to remember: During the winter and spring seasons gray whales tend to feed closer to San Diego's shore than blue whales, Biagini says.By seaOne benefit of heading out on the water to whale watch, aside from getting closer, is having San Diego's skyline in the background. Also, you may encounter other life roaming around whales as they feed.Whale watching journeys are offered around San Diego, but there are some things to watch out for before picking a company. Biagini recommends checking on what a company has seen already before booking a trip."If they’ve been seeing a lot of animals that’s your best bet to have a good experience, and if the company isn’t posting their sightings they’re either not a serious company, or not seeing anything," Biagini said. "Honestly, just for companies that publish their daily sightings."Most whale watching companies will update their websites to reflect what they're seeing on the waters, some daily. San Diego's Tourism Board provides a list of companies to research if you plan to hit our coastal waters.And, of course, if you plan to take in some whale watching on the waters, read up on the Marine Mammal Protection Act beforehand so as not to put whales, dolphins, and other life at risk. 2827

SAN DIEGO (KGTV) -- San Diego health officials Monday night confirmed the county’s first presumptive positive case of coronavirus. Dr. Wilma Wooten said the woman, who is in her 50s, tested positive after traveling overseas to an unspecified location and time."The case and exposure details are under investigation," Wooten said.The woman, a San Diego County resident, is in the hospital and is doing well, according to Wooten. Scripps Health officials confirmed that the patient is being treated at Scripps Green Hospital.Scripps Health also said: "As a cautionary measure, we have taken immediate steps to identify staff who may have been exposed and place them on home quarantine as appropriate with our full support, and we will provide additional staffing as needed. We are also assisting the county in identifying anyone not on Scripps’ staff who may have been exposed. If identified, the county will provide notification and manage those cases."Officials said Scripps Green and the nearby Scripps Clinic Torrey Pines are "safe for patient care and all appointments and procedures are continuing as usual at both facilities."RELATED: Santa Clara County announces first coronavirus deathHealth officials say at least one person in the woman's household is under self-quarantine. In the context of our campus, this will mainly involve offering conventional courses via online teaching and learning tools,” the university said in a message to students and staff. All university-sponsored athletic events are scheduled to continue, but will now be “fan-less,” the school said. The university also asked students and staff to postpone or cancel all events or meetings expected to have more than 100 people.
