SAN DIEGO (CNS) - National University announced Wednesday its Board of Trustees approved a plan to reduce the cost of attendance through tuition cuts of up to 25% for full-time students and adding scholarships that will make enrollment nearly free for Pell Grant eligible students.The actions -- made possible through a 2019 gift to the La Jolla university's reserve fund by philanthropist T. Denny Sanford -- "reflect a heightened sense of urgency to reduce costs amid the COVID-19 pandemic and resulting, unprecedented U.S job losses," according to a university statement.The university, which was founded in 1971, said it has committed to:-- doubling the award amount of existing scholarships, enabling Pell- eligible students to earn a bachelor's degree for close to no cost-- creating "opportunity scholarships," valued at million total, for displaced workers and working adults in need of financial support to restart their college studies-- launching a "fast-track" scholarship which rewards students with a fourth tuition-free course for every three courses completed within a six-month period-- investing in additional student support services designed to remove barriers to degree completion"In a moment of enormous economic hardship, open-access universities have a responsibility to make dramatic changes to not only reduce costs, but to evolve their academic offerings to ensure tight coupling with the demands of the labor market," said David Andrews, president of National University. SAN DIEGO (CNS) - More than 1.3 million ballots had been received by the San Diego County Registrar of Voters by mid-afternoon today, with around 51,000 votes cast at polling locations so far.The San Diego County Registrar's Office reported 1.36 million ballots collected by mid-afternoon out of the 1.95 million registered voters in the county.With county polling locations open early, about 126,000 residents were able to cast their votes in person over the past four days, the Registar's Office said.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one. Voters who prefer to cast their ballots at their assigned polling place on Election Day can do so until 8 p.m.An in-person voting location tool can be found on the county's voting website, SDvote.com.County voters also have until 8 p.m. to drop off mail ballots at 125 drop-off locations throughout the county, which can found on the Registrar's website.Registrar of Voters Michael Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.Voters casting ballots in person were instructed to bring a face mask and plan to maintain social distance.Locations of vote centers were chosen and configured to allow for queuing and voting while maintaining six feet of social distance. Masks will be required inside, but residents unable or unwilling to wear them will be allowed to vote curbside.Officials noted that the need to social distance may create longer lines than usual at in-person locations. SAN DIEGO (CNS) - Health officials in San Diego County reported 269 new COVID-19 infections Sunday, bringing the total to 54,583 since mid-February, and two new deaths, bringing the overall fatality total to 870.The two deaths were men reported to have died earlier this month. They ranged in age from late 60s to early 70s, according to the San Diego County Health and Human Services Agency.Of the 10,819 new tests reported, 2% returned positive. The 14-day rolling average percentage of positive cases is 2.7%. The 7-day daily average of tests is 11,127.Two new community outbreaks were confirmed, one in a health-care setting and the other in a restaurant. In the past seven days -- Oct. 18 through Oct. 24 -- 26 community outbreaks were confirmed.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.Of all cases, 3,850 -- or 7.1% -- have required hospitalization. And 889 -- or 1.6% -- of all cases and 23.1% of hospitalized cases had to be admitted to an intensive care unit.Meanwhile, all students at San Diego State University remained under a stay-at-home advisory announced Thursday. The advisory began at 6 p.m. Friday and will run through Nov. 2 at 6 a.m. University officials said the move was made to discourage students from participating in Halloween events where physical distancing cannot be done. SAN DIEGO (CNS) - Authorities asked the public today for help in identifying a man who robbed a South Bay financial-services office two weeks ago.The thief handed a demand note to a teller at the Mission Federal Credit Union branch in the 500 block of Telegraph Canyon Road in Chula Vista shortly after 9 a.m. Nov. 27, according to the FBI. In the written message, the robber claimed to have a gun, though none was seen.The bandit, who fled with an undisclosed amount of cash, was described as a roughly 5-foot-7-inch Latino in his 30s or 40s, wearing a white-and-blue-checkered long-sleeved shirt, a blue Chicago Cubs-logo baseball cap and black-framed glasses.Anyone who might be able to help the FBI track down the thief is asked to call the federal agency at (858) 320-1800. 786
SAN DIEGO (CNS) - An international team of scientists, led by biologists at the University of California San Diego, has synthetically engineered mosquitoes that halt the transmission of the dengue virus, the university announced Thursday.Scientists at UC San Diego Associate Professor Omar Akbari's lab worked with Vanderbilt University Medical Center to identify a human antibody for dengue suppression. The broad-spectrum antibody stops the transmission of all four known types of the fever, compared to previous experiments, which have been able to limit single strains.The team then designed the antibody "cargo" to be synthetically expressed in the dengue-spreading Aedes aegypti mosquitoes.RELATED: UC San Diego study finds solutions for loneliness"Once the female mosquito takes in blood, the antibody is activated and expressed -- that's the trigger," Akbari said. "The antibody is able to hinder the replication of the virus and prevent its dissemination throughout the mosquito, which then prevents its transmission to humans. It's a powerful approach."Akbari works in the Division of Biological Sciences and is a member of the Tata Institute for Genetics and Society.These lab-engineers mosquitoes could be paired with a dissemination system, making it capable of spreading the antibody throughout wild disease- transmitting mosquitoes, Akbari said.Dengue fever is a virus that poses a severe risk to children and older adults in tropical regions in Asia and Latin America. Infecting those with compromised immune systems, dengue victims suffer flu-like symptoms, including severe fevers and rashes. Serious cases can include life-threatening bleeding. No specific treatment exists and thus, prevention and control depend on measures that stop the spread of the virus.This development could go a long way toward limiting the disease's transmission."It is fascinating that we now can transfer genes from the human immune system to confer immunity to mosquitoes," said coauthor of the paper, Dr. James Crowe, Jr., director of the Vanderbilt Vaccine Center at Vanderbilt University Medical Center in Nashville, Tenn. "This work opens up a whole new field of biotechnology possibilities to interrupt mosquito-borne diseases of man."Akbari's lab is now in the early stages of testing methods to simultaneously neutralize mosquitoes against dengue and a suite of other viruses such as Zika, yellow fever and chikungunya. 2789
